Four (4) copies of the draft preliminary design technical memorandum will be submitted to the City. A meeting shall be scheduled within two weeks of submittal of the draft preliminary design technical memorandum to the City. The purpose of the meeting is to collect City input on the Draft preliminary design technical memorandum. Meeting minutes will be prepared and distributed to summarize discussions of the meeting. Comments received from City during review of the Draft preliminary design technical memorandum review meeting will be incorporated and a final version of the memorandum will be prepared. Ten (10) copies Final FDEP Preliminary Design Technical Memorandum will be submitted to the City.
Preliminary Design Technical Memorandum. ⮚ A TM describing the preliminary design approach will be submitted to the City to include the following items:
(1) Summary of Business Case Evaluation and recommendations.
(2) Summary of Alternatives Analysis and key decisions.
(3) Engineer’s estimate of probable construction costs
(4) Probable construction schedule ⮚ Provide a draft TM for City review. ⮚ Incorporate City comments and discussions from a design review meeting into a final TM.
Preliminary Design Technical Memorandum. Prepare a Preliminary Design Technical Memorandum describing the project components, assumptions, design criteria, hydrologic and hydraulic calculations, system capacity, and other information judged necessary for inclusion in the memorandum. The Technical Memo shall include a review of compliance with City’s Standard Specifications and a list of anticipated Design Exceptions with justification as necessary. The hydrologic and hydraulic calculations shall include updating the computer models used in the DBDP Amendment for the final design in this project. Consultant shall assume the final design will result in flows that will not require a further Amendment of the DBDP. An Amendment to this contract will be necessary if the final flows change enough that a further Amendment to the DBDP is necessary.
EXHIBIT A The hydrologic and hydraulic calculations shall include a review of proposed designs in relation to FEMA floodplain within the project limits. Additional hydrologic calculations to develop 500 Year flows in addition to the 100 year flows will be prepared. Develop 100 Year and 500 Year Water Surface Elevations using HECRAS for comparison to current FEMA maps. An Amendment to this Contract will be necessary if CLOMR and LOMR submittals to FEMA are required. The project’s Geotechnical Report shall be included as an attachment to the Technical Memorandum. A probable opinion of construction costs for the project shall be included with the Technical Memorandum. The costs shall be itemized based on the City’s standard bid items and appropriate contingency item allowance. Submit three (3) copies and a PDF version of the Preliminary Design Technical Memorandum to City of Rapid City’s project manager for review and comment.
Preliminary Design Technical Memorandum. Prepare a preliminary design technical memorandum that summarizes and documents the Project design criteria and the work completed under this task as described above. The memo will include the narratives described above and engineering drawings depicting the proposed site plan, control room layout, valve vault layout, wet well layout, force main route, architectural elevations, and an electrical one-line diagram. Provide six bound copies of the draft memo along with an electronic version in pdf format. Meet with District staff to obtain comments from District review of the draft memo. Incorporate District comments into the final memo and provide six bound copies of the final memo along with an electronic version in pdf format. Final design shall be based on the proposed pump station design recommendations contained in the preliminary design memorandum. Consultant shall perform the following subtasks to develop and produce final plans, specifications, and details necessary to construct the Project in compliance with District and DEQ standards:
Preliminary Design Technical Memorandum. A technical memorandum will be developed to summarize the latest flows and planned developments used as the basis of design, results of the hydraulic modeling in Task 3.1, recommendation of pipe diameter, discussion on pipeline material options, and provide an updated opinion of probable construction cost (OPCC) estimate. Based on the water main material and size selected, identify potential impacts to construction schedule based upon supply chain issues/delays anticipated at the time. The ENGINEER will provide the CITY a digital copy of the Draft Technical Memorandum for review. The CITY will review the submittal and provide comments. The ENGINEER will develop a final Technical Memorandum, incorporating comments from the CITY’s review, and provide a final digital copy of the report to the CITY.
