Project Formulation. While negotiation of a project timeframe has clear budget implications for a donor, realism about the practicability should prevail. Less research outputs would have been more appropriate for a 18 months’ project time frame and should be considered for any future research project. Alternatively a longer time frame of 24 months for the same level of research outputs could be considered The ILO should always try to fully reflect its poverty focus in research projects, regardless of the donor. Where this is not possible, project strategies on how to make research findings relevant to LDCs should be developed and implemented

Task 2.1 Site Visit and Vault Inspection – A site visit to inspect the existing electrical vault building including equipment in the vault building and associated controls in the SRE building and ATCT. The existing generator for the airfield lighting systems will also be inspected. The site visit will verify base maps, utility locations, equipment locations, and other relevant site features to ensure conformance to bidding documents, and overall impacts to airport infrastructure, SEH will provide escorting and oversight during the inspection. The visit will be attended by the electrical engineer (▇▇▇▇ Engineering) and a project engineer (SEH). Work Element 3: Engineer’s Design Report Task 3.1 – Engineer’s Design Report - Complete Engineer’s Design Report according to FAA requirements and submit to FAA for review at 60%. The report will be completed with the following sections: Scope of Work – SEH will develop a brief narrative of the work scope, delineation of eligible/ineligible work items, any unique or unusual situations, and historical background on the proposed project. Three meetings are estimated with sponsor and/or FAA to review the project. Photographs – SEH will coordinate with MOT staff to capture photographs of representative areas of existing site conditions. The photographs will be included within the report. Applicable AIP Standards – All applicable AIP standards will be referenced in the report by FAA Advisory Circulars. Airport Operational Safety Considerations – SEH will develop a preliminary Construction Safety and Phasing Plan (CSPP), and confirm with sponsor and FAA, to evaluate proposed phasing and sequencing, construction limits, haul routes, contractor staging areas, and anticipated impacts to airport users. All airport facilities, including approach procedures and navigational aids, will be evaluated for potential impacts due to construction. Construction Safety and Phasing Plan and Safety Plan Narrative will be delivered to FAA for review and comment during EDR review process.

Task 2.1 Geotechnical Analysis/Borings – Twenty-one (21) geotechnical borings will be drilled in the location of the proposed taxiway reconstruction/rehabilitation area per FAA pavement design criteria. SEH will provide escorting and oversight during the drilling. The boring logs and narrative report including design recommendations will be used to develop the pavement design and the typical section for the taxiway.

Task 2.1 – Specification Package and Bidding Documents – SEH will review the specifications and bidding documents for procurement for ARFF vehicle, prepared by City of Minot. This task includes reviewing the draft documents, submitting comments, and two virtual meetings to discuss recommended revisions. Work Element 3: FAA Specifications/Buy American Review Task 3.1 – FAA Coordination – It is expected that the FAA will require a Development Addendum to the existing CARES Act grant in order to utilize the grant funds on an ARFF truck. SEH will assist the airport with submitting the required documentation to the FAA for this Addendum. . Task 3.2 – Review and Address FAA Comments – SEH will review FAA comments on the specifications and make recommendations for revisions. SEH will develop documentation to track any comments received and how those comments were addressed.

Project Formulation. 4.2.2.1 According to the basic PCR data, there was no Bank identification mission; it is noted however that the project was already a part of the Government’s new education policy in the context of the Emergency Recovery and Reconstruction Programme (ERRP). The project was to respond to the effects of war and drought, which had resulted into damage of school facilities and displacement of school age-children. The project was prepared in 1988 by a joint ADF/UNESCO team for the basic education components, while Government prepared the technical and vocational training component with the assistance of UNDP/UNIDO agencies. The appraisal document was based on an ADF/UNESCO preparation report. The PCR is however silent on the adequacy/completeness of the project preparatory work, especially as the appraisal report included hard conditions which seemed to reflect inadequacies in project preparation. The PCR states that the conditions appeared appropriate at the time of appraisal as they were inspired by experiences in implementing earlier projects – even though the PCR does not establish a clear relationship between this project and the earlier one – in particular regarding the achievements of the first project. The PCR also does not give the date of receipt of Government’s request for project financing. In general, the topic is satisfactorily covered in the report.

In keeping with this mission the organization has generated a comprehensive development plan. This plan is used to guide development activities in the community.
