PROJECT JUSTIFICATION. Seeking for effective implementation of the NGO Fund and the final project proposal the Intermediate Body has conducted a public procurement of services for preparation of a feasibility study of the NGO situation Lithuania. The services were financed from the Project Preparation Facility. The tasks of the contractor were as follows: • to provide a detailed and comprehensive situation analysis of the NGO sector in Lithuania (general overview, analysis of institutional capacities, cooperation between NGOs and municipalities as well as NGOs in Lithuania and Switzerland, NGOs’ possibilities to attract funding), • to identify the main problems in the NGO sector, • to formulate recommendations on priority areas, measures, possible activities and target groups for financing under the NGO Fund. The main findings of the feasibility study are as follows: • sector lacks clear definition and transparency. Due to this problem the NGO sector is not well known by the public and the governmental sector. • Cooperation of the NGOs and municipalities is conducted in an asymmetric way. • Services provided by the NGOs are not competitive, • Cooperation between the NGOs in Lithuania and Switzerland is minimal. The implementation of the NGO Fund shall be followed by the principles of: • support concentration, • encouragement of partnerships, • promotion of the pilot initiatives and dissemination. The study also recommends that due attention shall be given to strengthening of the NGOs’ infrastructure. The NGO Fund shall be implemented via two objectives: • strengthening of the NGOs by building their institutional capacities, • strengthening of cooperation between the NGOs and local authorities. Based on the situation analysis and findings, the separate measures, activities, target groups and planned possible outcomes were recommended. The detailed information is presented in Annex 4 “Sub-project level (set-up)”. Based on the situation analysis as regards the cooperation between Lithuanian and Swiss NGOs (which is very minimal for today), the feasibility study recommends not to have the separate objective and measures on promotion of the Lithuanian – Swiss partnerships in the NGO sector. PROJECT JUSTIFICATION. Aquaculture is important to Bangladesh and is included in various national planning documents; accordingly the sector is receiving significant priority by the Government. Compliance with WTO/SPS requirements continues to be a key element in delivering poverty reduction and economic growth through trade. The objective of the project is to improve international market access for shrimp and prawn products originating from the small-scale farming sector in Bangladesh. This would be achieved through building the capacity of aquaculture industry stakeholders in Bangladesh and implementing international standards for aquaculture products, in particular addressing the issue of antimicrobial contamination and residues in shrimp/prawn products. Particular attention is directed towards the development of “bottom of the pyramid” solutions for small-scale producers in rural aquaculture communities to implement SPS standards combined with certification. In particular, the project will assist 800 small-scale farmers to increase their access to markets and support over 3000 people (family members) to achieve a better household income. Once the farmers achieve increased market access, many other people along the value chain will also benefit. The project is also intended to assist public and private stakeholders and shrimp and prawn value chain partners to design and develop tools and policies that will bring, particularly, small- scale farmers into SPS improvement schemes, thus contributing to national development goals for poverty alleviation and economic growth. This will be a highly complementary and innovative approach for STDF, with benefits beyond Bangladesh to other major aquaculture producers. The project will develop and implement BMPs through a cluster management approach in Bangladesh with a view to increase market access through improved compliance with international trade requirements. BMPs in the aquaculture context outline norms for responsible farming of aquatic animals. BMPs are management practices, the implementation of which is voluntary. Promoting the adoption of BMPs by small-scale farmers is not simple. Dedicated teams of field workers need to work with farmers on a daily basis to bring about attitudinal changes in the small-scale farmers and wean them from preconceived ideas and concepts and conventional practices that are not conducive to the environment, sustainability and food safety. PROJECT JUSTIFICATION. The Town of Castleton has requested additional professional services to support the Final Design of the South Street Sidewalk project, to be built along the east side of South Street, connecting VT RT 4A to Campus Circle (approximately 940 LF). Our initial proposal included acting as the Towns’ Municipal Project Manager (MPM). As part of previously approved Task 1 – Design and Easement Services, we were planning to hire ▇▇▇▇▇▇▇▇ Group to be the projects Design Consultant and track the progress of Contract Plans, Specifications, Project Permits and Construction Cost Estimate. With ▇▇▇▇▇▇▇▇ Group unable to perform we have revised our Scope of Service to serve as the Design Consultant, instead of MPM, and have proposed new Subtasks 1001-1004 to permit the project and complete a set of Final Design Plans that the Town can use to solicit construction bids in the Spring. The Port continues to work toward a service agreement with the South Correctional Entity (SCORE) facility that sits on property once owned by the Port of Seattle. The long-term plan is to use this less expensive facility to house the majority of our misdemeanor prisoners; however, the logistics of prisoner movement and supervision have delayed the process. Once in place, there may still be occasions where it is more appropriate to use the King County Jail and that facility is required for felony bookings.

Wildfire de-vegetation and burn scar have altered the hydrologic characteristics in Knoxville Management Area putting the area at risk of localized flooding and washouts of roads and trails. Stormwater runoff will intensify sediment transport into Lake Berryessa headwaters during the winter months. Hydrologic benefits of the proposed erosion mitigation include reduced flood zone impacts and better water quality downstream of the watershed catchment lands. Sediment load reduction, attenuation of heavy metal mobility, desirable native plant species introduction and engineered soil mixtures that propagate selective growth through dry weather months are project tangibles. Pursuant to California Labor Code sections 1720 and 1771, construction, alteration, demolition, installation, repair and maintenance work performed under this Agreement is subject to State prevailing wage laws. State prevailing wage laws require certain provisions be included in all contracts for public works. The Contractor and any subcontractors shall comply with State prevailing wage laws including but not limited to the requirements listed below.

In spite of the many achievements in institutional and policy reform in the forest sector, basic countrywide information on the current state of forests and other ecosystems, including main land cover types and their distribution is inadequate. Reliable estimates of the forest and ecosystem resources, consumption rate and real economic potential are still lacking. Generally, inadequate baseline information on forests and ecosystems (biodiversity) and a low level of awareness on their values has impaired effective management. The rates by which forest ecosystems change over time and the overall distribution of the lands supporting them is not precisely known. Existing statistics on the forest sector are based on reconnaissance type inventories only and unrealistic assumptions about forest production and other impacts exerted by human activities (illegal logging, mining, encroachment, etc.) Timber harvesting is not allowed in all forests managed for protection of water catchment and biodiversity purposes, although illegal cutting is often reported. In production forest reserves (mainly Miombo woodlands) controlled harvesting is allowed. However, in order to bring about sustainable timber harvesting, knowledge of the growing stock is a prerequisite and necessitates carrying out a forest inventory. Forest inventories are expensive endeavours and therefore are not given priority due to limiting funds. As a result, timber harvesting is done haphazardly without any prior knowledge of the total resources and leads to poor management of forest ecosystems. An up to date survey of the current conditions of the forest resources in Tanzania would greatly help the performance of the on-going decentralisation process of the forestry administration, forest management planning, harvesting planning and building FBD capability to carryout monitoring of forestry resources. Moreover, NFA will greatly benefit public and private forestry sectors by increasing the forest and other ecosystem’ resource base information to guide investment and assist in setting up a coherent strategy for improving the overall management and use of natural resources. National Forestry Resources Monitoring and Assessment (NAFORMA) data will be used to identify research areas that will be basis for improved forest and ecosystems management techniques.
