Management Approach a. Organization - Show the organization for implementing and managing the TO project through the use of an organizational chart. The proposed organization shall contain the responsibilities of each element shown on the organization chart. Identify primary personnel by name in each element. Show the lines of authority within the organization. If portions of the project are to be subcontracted (e.g., design of an energy conservation system), identify the subcontracted function, and which element of the contractor’s organization will manage the subcontract(s).

The offeror’s Management Plan shall demonstrate the requirements in the following order: • Efficient and effective management of team members and subcontractors including clear identification of roles, responsibilities, and communication strategies for key personnel, subcontractors, and other relevant team members ▪ Provide an organizational chart depicting above elements. ▪ Key personnel demonstrating applicable qualifications (as required in Section L, Attachment L-1) shall include: Program Manager, Senior Project Manager, Contracts Manager, Program QA/QC, Program Health and Safety Manager Program Chemist, and Public Affairs Officer. • Effective and efficient management of the work in order to meet the requirements of the PWS including management of multiple and concurrent events. • Relevant management experience with the remediation technologies proposed. • Procedures/processes to ensure services that result in submission of high-quality technical documents and deliverables. At a minimum, the contractor shall include procedures/processes that address the following: ▪ Change management ▪ Prime and subcontractor staffing management plans including which tasks will be performed by the prime contractor and which will be performed by each subcontractor ▪ Sampling and analysis ▪ Health and safety ▪ An effective communication strategy between stakeholders (Air Force, Contractor, Regulators, and Community). ▪ Procedures/processes to identify, monitor, mitigate, and/or address management risks.

Management Approach. Provide the Department’s Management Team the tools and process to make informed decisions, perform risk analysis,facilitate both internal and external communications regarding the Project, monitor and manage the performance of City- contracted consultant and of capital projects, monitor quality of work products, and provide progress reports on the status of the Program. The Consultant will not manage any City staff.
Management Approach. The Offeror shall provide a management approach that will successfully accomplish the requirements of the solicitation, including the E-Spec. Offeror shall provide a management approach that clearly describes the management controls, techniques and procedures that will be used to ensure required work is performed in a timely, responsive, professional and efficient manner. Offeror’s Management Approach shall include a staffing plan that demonstrates their understanding of the skill sets required to successfully accomplish the requirements set forth in the RFP, as well as their capability to provide cross-trained personnel with the requisite skill sets. The Offeror should describe any risks associated with implementation of the Offeror’s management approach; describe any techniques and actions to mitigate such risks; and explain whether the techniques and actions identified for risk mitigation have been successfully used by the Offeror. The Offeror should also describe the range and depth of resources available to them to demonstrate the change management capability and flexibility to meet overtime requirements and the ability to surge resources to support significant training and assessment efforts.

This section should include roles and responsibilities of Subcontract employees involved (including those operating from Headquarters) and include a discussion of internal financial and management controls to assure Resonance that the Offeror will manage funds with accountability. This section should also include an appropriate reference to any parent companies and subsidiaries. ii. Management Approach. The Offeror shall describe the Comprehensive Management Plan (CMP) for establishment, operations and management of the Consortium, including specific milestones to establish and organize and maintain the Consortium and, to perform the requirements/operations identified in the attached pOTA. The plan shall address, as needed, incorporation of the Consortium; establishing the organizational structure and governance, to include management of Intellectual Property, business procedures and systems of the Consortium; identifying and hiring key personnel to manage consortium operations; and identifying the necessary infrastructure for consortium operations. The plan must also describe the appropriate level of engagement with the Government through participation in appropriately structured advisory bodies, workings and through active staff interaction between the Consortium and Government representatives, with the Offeror’s plans to establish and sustain a strong and efficient working relationship with the Government.
