RENEWABLE RESOURCES BOARD. (a) A Renewable Resources Board shall be established to be the main instrument of wildlife management in the settlement area. The Board shall act in the public interest. (b) The Board shall be established by virtue of settlement legislation at the date thereof. (c) Wildlife shall be managed in the settlement area in accordance with this agreement including its objectives. 13.8.2 (a) Where, by legislation, any other renewable resources board ("the new board") is established having jurisdiction in an area within the Mackenzie Valley which includes the settlement area: (i) the new board shall assume the powers and responsibilities of the Board; (ii) the Board shall merge with and become a regional panel of the new board. The regional panel shall be reduced to five members of which two shall be nominees of the Sahtu Tribal Council; (iii) the regional panel shall exercise the powers of the Board except that where, in the opinion of the new board, any decision or recommendation may affect renewable resources in an area within the jurisdiction of the new board outside the settlement area, the decision or recommendation shall be made by the new board. At least one member of the new board making such a decision or recommendation shall be a nominee of the Sahtu Tribal Council; and (iv) decisions of the regional panel shall be decisions of the new board and subject to review by the Minister in the same manner as decisions of the Board.
RENEWABLE RESOURCES BOARD. The Renewable Resources Board will function as the main instrument of wildlife management in the Sahtu Settlement Area. The responsibilities of the Board include establishing policies and proposing regulations regarding the harvesting of wildlife, including commercial fishing. The Board is advised on harvesting and local renewable resource issues by renewable resources councils, which have been established in each Sahtu Dene and Metis community. The Board also manages the research fund, is respon- sible for carrying out a harvest Study and undertakes independent research. In January 1996, the Board held its inaugural meeting in ▇▇▇▇▇▇ ▇▇▇▇▇ and selected ▇▇▇▇▇▇ ▇▇▇▇▇▇ as interim chairperson. During the March meeting, the Board nominated ▇▇. ▇▇▇▇▇▇ as permanent chairperson. He, along with ▇▇▇▇▇▇▇ ▇▇▇▇▇, ▇▇▇▇▇▇ ▇▇▇▇▇▇▇, ▇▇▇▇▇▇▇ ▇▇▇▇ and ▇▇▇▇ ▇▇▇▇▇▇, comprise the Board, with ▇▇▇▇▇▇ ▇▇▇▇▇▇▇, ▇▇▇▇▇ ▇▇▇▇▇▇▇▇, ▇▇▇▇▇ ▇▇▇▇▇▇, ▇▇▇▇▇ ▇▇▇▇▇▇ and ▇▇▇▇▇ ▇▇▇▇▇▇▇▇▇ acting as alternate members. At the inaugural meeting, the Board formed a personnel committee, charged with recruiting a full-time chairperson and executive director, and a finance committee, responsible for developing an operating budget for the Board and for managing Board finances. The Board also chose Tulita as the site of its head office. These committees were active in preparing for the Board's second meeting on March 26 to 28, 1996. Position descriptions, advertisements and initial screening of applications for the positions of chairperson and executive director were completed, along with Board funding arrangements, a contribution agreement with the Government of Canada for the period 1996-2001 and the budget for the 1996-1997 fiscal year. At the March meeting, ▇▇▇▇▇▇ ▇▇▇▇▇▇▇ was selected as executive director. Board members were also presented with Information on the proposed office building in Tulita, which will be available for occupancy by Board staff in November 1996, and on plans for constructing suitable rental housing in Tulita.   • Performance Management 17.1 The Contractor will appoint a suitable Account Manager to liaise with the Authority’s Strategic Contract Manager. Any/all changes to the terms and conditions of the Agreement will be agreed in writing between the Authority’s Strategic Contract Manager and the Contractor’s appointed representative. 17.2 The Contractor will ensure that there will be dedicated resources to enable the smooth running of the Framework Agreement and a clear plan of contacts at various levels within the Contractor's organisation. Framework Public Bodies may look to migrate to this Framework Agreement as and when their current contractual arrangements expire. The Contractor will where necessary assign additional personnel to this Framework Agreement to ensure agreed service levels are maintained and to ensure a consistent level of service is delivered to all Framework Public Bodies. 17.3 In addition to annual meetings with the Authority's Strategic Contract Manager, the Contractor is expected to develop relationships with nominated individuals within each of the Framework Public Bodies to ensure that the level of service provided on a local basis is satisfactory. Where specific problems are identified locally, the Contractor will attempt to resolve such problems with the nominated individual within that organisation. The Authority's Strategic Contract Manager will liaise (or meet as appropriate) regularly with the Framework Public Bodies' Contract Manager, and where common problems are identified, it will be the responsibility of the Contractor to liaise with the Authority's Strategic Contract Manager to agree a satisfactory course of action. Where the Contractor becomes aware of a trend that would have a negative effect on one or more of the Framework Public Bodies, they should immediately notify the Authority's Strategic Contract Manager to discuss corrective action. 17.4 Regular meetings, frequency to be advised by Framework Public Body, will be held between the Framework Public Bodies' Contract Manager and the Contractor's representative to review the performance of their Call-Off Contract(s) under this Framework Agreement against the agreed service levels as measured through Key Performance Indicators (KPIs). Reports will be provided by the Contractor to the Framework Public Bodies' Contract Manager at least 14 days prior to the these meetings. 17.5 Performance review meetings will also be held annually, between the Authority's Strategic Contract Manager and the Contractor's representative to review the performance of the Framework Agreement against the agreed service levels as measured through Key Performance Indicators. A summary of the quarterly reports will be provided by the Contractor at least 14 days prior to these meetings. 17.6 The Authority will gather the outputs from contract management to review under the areas detailed in the table below.
