When an employee requests time off that reduces hours worked in a pay period less than the FTE of record, ET shall be used. When conflicts arise in the application of unit guidelines and no resolution can be reached regarding scheduling, bargaining unit seniority shall prevail. When a request for time off is of an emergent nature, ET shall be used if available. Otherwise, the employee will take leave without pay. Such requests will not be unreasonably denied.
