Scope and Purpose. 2.1 The purpose of this Agreement is to govern the Licensee’s use of the LACSLink Product and the other Licensed Materials as part of the LACSLink System in the Field of Use to update addresses and mailing lists to prepare Deliverables for acceptance, handling, and delivery by USPS. 2.2 The scope of this Agreement does not permit any use of information, data, software, code, systems, updates, or the like obtained or derived from or based on or incorporating, directly or indirectly, in whole or in part, the Licensed Materials, including creating or maintaining anything that incorporates in whole or in part, directly or indirectly the Licensed Materials, and in particular the LACSLink Product. 2.3 The scope of this Agreement does not include any right to develop or use the LACSLink Product, the Interface, or any related technology to artificially compile or maintain a list of addresses or to create for any purpose whatsoever other products or databases or collections of information including, but not limited to, lists of addresses, lists of an address history, and informational or data sources based upon information received from or through the LACSLink Product technology. 2.4 The scope of this Agreement does not include any express or implied right to export the Licensed Materials out of the Territory. 2.5 The scope of this Agreement does not include any right to use the Licensed Materials to conduct any research, experiments, evaluations, comparisons, or inventive endeavors. 2.6 The scope of this Agreement does not include any right  to improve, correct, enhance, modify, alter, reconfigure, change, or prepare derivatives or variations of the LACSLink Product or the other Licensed Materials, or any portion thereof directly or indirectly; or  to reduce to practice any concepts, ideas, or thoughts related to the LACSLink Product or the other Licensed Materials, or any portion thereof, (collectively referred to herein as “Improvements”). Licensee may not use and may not permit any of Licensee’s customers to use information obtained or derived from the LACSLink System for any purpose inconsistent with this Agreement, including but not limited to creating or maintaining any derivative products that incorporate data obtained from use of LACSLink Product or the other Licensed Materials in either whole or in part for the benefit of Licensee or its customers.

The scope of this Agreement does not permit any use of of: information, data, software, code, systems, updates, or the like obtained or derived from or based on or incorporating, incorporating directly or indirectly, in whole or in part, the Licensed MaterialsSubject Matter, including creating to create or maintaining maintain anything that incorporates in whole or in part, part directly or indirectly the Licensed Materials, and in particular the LACSLink ProductSubject Matter. 2.3 2.3. Licensee may not use and may not permit any of Licensee’s customers to use information like obtained or derived from or based on or incorporating directly or indirectly the LACSLink System Subject Matter, in whole or in part, for any purpose inconsistent with this Agreement, including but not limited to creating or maintaining any derivative products that incorporate data obtained directly or indirectly from use of LACSLink Product or the other Licensed Materials Subject Matter, either in either whole or in part part. 2.4. Except to the extent explicitly authorized by this Agreement for demonstrating the use of the MPE Interface (as a component of Licensee’s Product) to Update Mailpieces, the scope of this Agreement does not include using the MPE Interface with the NCOALink Product directly or indirectly to Update address information nor using any address processed using the NCOALink Product to Update any other Mail Piece address or record that contains address information. 2.5. The scope of this Agreement does not include any right to develop or use the NCOALink Product, the MPE Interface, or any related technology to compile or maintain a list or collection of names and addresses or addresses only of new movers or to create other products or data bases or collections of information concerning new movers, histories of address changes, lists or histories of residents, or other informational or data sources based upon information received from or through the NCOALink Product for the benefit purpose of renting, selling, transferring, disclosing, making available or otherwise providing such information to an entity unrelated to Licensee. 2.6. The scope of this Agreement does not include any express or implied right to use, display, reproduce, distribute, outsource, sublicense, disassemble or reverse engineer, or compile data from or using the NCOALink Product, except to the very limited extent necessary to demonstrate the MPE Interface as a component of Licensee’s Products. 2.7. The scope of this Agreement does not include any right to use the Subject Matter to conduct any research, experiments, evaluations, comparisons, inventive endeavors. 2.8. The scope of this Agreement does not include any right: 2.8.1. to improve, correct, enhance, modify, alter, reconfigure, change, or prepare derivatives or variations of the NCOALink Product or other Subject Matter, or any portion thereof directly or indirectly; or 2.8.2. to reduce to practice any concepts, ideas, or thoughts related to the NCOALink Product or other Subject Matter, or any portion thereof, (collectively referred to herein as “Improvements”). Nonetheless, USPS is willing to consider separately licensing Licensee or its customersnon-exclusively to pursue the foregoing activities and encourages Licensee to contact USPS if it is interested.

The scope of this Agreement does not permit any use of of: information, data, software, code, systems, updatesUpdates, or the like obtained or derived from or based on or incorporating, incorporating directly or indirectly, in whole or in part, the Licensed Materials, including creating but not limited to the NCOALink Product, to create or maintaining maintain anything (other than the Interface licensed herein) that incorporates in whole or in part, part directly or indirectly the Licensed Materials, and in particular the LACSLink NCOALink Product. The scope of this Agreement does not include, directly or indirectly, renting, selling, distributing, transferring, disclosing, accessing, or otherwise providing to others anything whatsoever. 2.3 2.3. Except as explicitly authorized by this Agreement or by USPS in writing for testing the Interface being developed under this Agreement, the scope of this Agreement does not include using the Interface directly or indirectly to Update the NCOALink Product address information nor using any address processed using the NCOALink Product to Update any other address record or record that contains address information. 2.4. The scope of this Agreement does not include any right to develop or use the LACSLink NCOALink Product, the Interface, or any related technology to artificially compile or maintain a list of addresses or to create for any purpose whatsoever other products or databases data bases or collections of information including, but not limited to, lists of addressesnew movers, lists or a history of address changes, lists or a history of residents, lists or an address history, and informational or data sources based upon information received sources. 2.5.
