Service Description and Requirements. CONTRACTOR shall provide the following services when operating the CENTER. Any changes to the corresponding requirements for each service activity shall be mutually agreed upon between Department of Family and Children’s Services (DFCS) and the CONTRACTOR. DFCS and CONTRACTOR shall also work together to develop the Operational Manual, that shall serve as the final and controlling policies, procedures and protocols in operating the CENTER.
