Partial depth repairs shall consist of removing all delaminated and/or deteriorated deck concrete to the level of sound concrete and to a minimum depth of 1 inch below the bottom of the top mat of existing reinforcing steel. Quick Setting concrete patch material, Type 1A, shall then be placed to the level required on the plans. If the existing bottom mat of reinforcing bars in any given repair area is exposed during normal concrete removal operations, then, upon approval of the Engineer, repair shall be full depth. Full depth repairs shall consist of removing all delaminated and/or deteriorated deck concrete for the full depth of the existing deck and placing Quick Setting concrete patch material, Type 1A, to the level of the existing concrete deck. For all structures, traffic control plans for the roadway(s) under the bridges shall be submitted in accordance with Subsection 105.05 in the case that temporary shielding shall be required.

THE FOLLOWING IS ADDED. After placing a new, temporary or interim traffic signal system into operation, inspect the traffic signal system every 2 months. Fill out a Contractor Maintenance Traffic Signal Inspection Report (Form EL-16C) when the traffic signal system becomes operational, when the traffic signal system is modified, and at every 2-month inspection. Maintain as-built drawings of each signal modification. Place copies of the as-built drawings for each traffic signal system modification, Forms EL-16C, and Forms EL-11C in a plastic pocket mounted inside the cabinet door of each controller cabinet. Also provide a copy of all forms and as-built drawings to the RE. If a new, temporary or interim traffic signal system fails or becomes damaged, repair and restore the traffic signal system to normal operation. Begin repair of the traffic signal system within 2 hours of receiving notice of damage or malfunction from the Department, State police, or local authorities. Ensure that workers assigned to such repair work continuously until the traffic signal resumes normal signal operation. For each response to a system failure or damage, fill out a Contractor Maintenance Emergency Call Record (Form EL- 11C) and place it in a plastic pocket mounted inside the cabinet door of each controller cabinet. If the Contractor fails to respond to a failure or damage notification and begin work within 2 hours of notification, or does not continue to work until the traffic signal system resumes normal operation, the Department, in the interest of safety, will respond with its own forces to restore normal operation. If the Department mobilizes its forces to effect repairs, the Contractor agrees to pay the Department a sum of $3000 for costs of mobilizing its forces and equipment. In addition, the Contractor must pay the Department the actual cost of material used for the repair and pay the actual costs of police traffic protection.

Surface preparation will consist of power tool cleaning (SSPC-SP3) of rusted areas, and cleaning of all steel surfaces as per SSPC-SP1 and SP2. Lead paint may be encountered on the top flange of the existing girders (currently concrete-encased). Repair or remove all damage to or paint overspray on these components/materials to the satisfaction of the RE at the Contractor’s or Subcontractor’s expense. Remove all debris and other products accumulated on the steel surfaces prior to cleaning and painting. Prior to the submission of the bid, review existing plans, examine the condition of the existing steel structures and metals, concrete pier caps surfaces. The submission of a bid is conclusive evidence that the bidder has made such an examination, is fully aware of the conditions and the quantities to be encountered in performing the work as described in the requirements of the contract documents.

THE FOLLOWING IS ADDED. For the existing steel members, a three coat system consisting of one full coat sealer at 1-2 mils to entire steel structures, one spot coat of Aluminum Epoxy Mastic, minimum 6 mils, to the spot cleaned areas, and one full polyurethane finish coat (minimum 3 mils) to the entire steel structure. In addition to the above, make sure the coating system is listed on the approved NEPCOAT product list. The Department reserves the right to choose any manufacturer’s coating system from the approved NEPCOAT list. Ensure all products for the complete system, including thinners and solvents, are from the same manufacturer and from the Qualified Paint List. Submit the samples and technical information, as described in Subsection 106.05, for the selected coating system to NJDOT Bureau of Materials. Submit to the RE the manufacturer's recommended repair procedures to correct damage such as that caused in handling and shipping, deficient or excessive coating thickness, removal of zinc salts and other contaminants that would be detrimental to succeeding coats, and procedures for surface preparation and painting of rust spots. Provide the services of a paint or a painting technical representative from the paint manufacturer at the beginning of operations and whenever required during operations.
