Union Time Pool. 27.1 All members of the bargaining unit who are not on probation as new employees may contribute 4 or more hours per year (either from personal leave hours, or compensatory time banks) to the union time pool. Provided that the maximum number of hours which may be accumulated in the pool under this Article is 240 hours.
27.2 This leave will be computed and placed in a bank on the 1st of October each year.
27.3 The Town Manager shall have the discretion to grant or deny use of pool time.
27.4 Union time pool hours not expended during the previous year will be compounded onto the new bank of hours beginning October 1 of each year, provided the maximum accumulation set forth in Section 27.1 is not exceeded.
27.5 The Town shall have the right to review this Article each year and to eliminate union time pool if it becomes an excessive administrative burden to the Town.
Union Time Pool. A SEIU Bargaining Unit Time Pool shall be established. All such time pooling shall be purely voluntary on the employee’s part and shall be solely for the employee’s benefit and not for the City; therefore, no overtime shall be paid as a result of such time pooling. The City agrees that the employees can donate not less than one (1) hour of annual leave, but not more than five (5) hours to the Union Time Pool. Only authorized chief ▇▇▇▇▇▇▇ or union stewards may withdraw time from the Time Pool to remain in a paid status while on approved leave in order to attend union conferences, training sessions, or other related union business. All requests for the use of the Bargaining Unit Time Pool shall be submitted by the union’s chief representative or his/her designate to the Department Head or his authorized designate at least five (5) calendar days in advance of the requested time off. However, this shall not preclude management from granting leave with less than five (5) days notice.
Union Time Pool. Effective upon ratification by the parties, a member of the bargaining unit shall voluntarily transfer one hour for annual leave time per fiscal year into a Union Time Pool so that City Union representatives may remain in a paid status while on approved union leave. One (1) hour will be deducted from the said volunteer member’s accrued annual leave in the second pay period of October based upon written authorization by the employee. All authorization forms must be submitted collectively by the Union to the City in the first week of October. Leave shall be granted in order to attend union conferences, training sessions, or other related union business. The Department Director may approve leave time in advance. Pool time shall not be unduly withheld. All requests for the use of the Union time pool shall be submitted through and include authorization from the Union president if the absence is to be covered by payments from the Union time pool.
Union Time Pool. 1 It shall be the Union's responsibility to supply to the City a Union Time Pool 2 Authorization form which includes the name of the employee and the hours of 3 vacation time donated by the employee to the pool. The form must be signed 4 by the employee donating time. Time donation may be made each April 1 and 5 October 1 and shall be in increments of not less than three (3) hours nor more 6 than forty-eight (48) hours. Time Pool hours may be drawn upon at the 7 discretion of the Union in increments of at least one (1) hour.
Union Time Pool. A. In accordance with article 7.01, the County is authorized to, and charged with the duty to, deduct one (1) hour of annual leave from every unit members’ leave bank and deposit it into the Union Time Pool during the first pay period of the calendar year. The Union agrees that it shall hold the County safe and harmless and shall indemnify the County against any claims or litigation made against the County or its personnel for donations to the Union Time Pool.
B. In the event of the complete depletion of the Union Time Pool, leave donations of either annual leave or pro rata sick leave may be made by unit members to the Union Time Pool.
C. The Time Pool may be drawn upon at the discretion of the Union President for use by a designated unit member(s), subject to the approval of the Fire Chief, or designee, in increments of quarter (¼) hours to conduct the business of the Union. Denials of such leave shall be provided to the Union President in writing. Time Pool leave shall not be available for sell back. Time Pool leave in excess of 675 hours on January 1st of each year shall be lost. All requests for leave shall be in compliance with all other provisions of Article 19, including approval by the Deputy Chief, or designee.
D. Any injury received or accident incurred by a Union member whose time is being paid for by the Union Time Pool, or while engaged in activities paid for by the Union Time Pool shall not be considered a line of duty injury, nor shall such injury or accident be considered to have been incurred in the course and scope of employment by the County within the meaning of Chapter 440, Florida Statutes, as amended. This section shall not include benefits obtainable through Florida Statutes 112.181.
E. The Union President or designee shall validate any claims in question.
Union Time Pool. (a) The City shall make available eighty (80) hours per fiscal year as Union Time Pool leave that employees holding the Union elected positions of President, Vice President, Treasurer and Secretary may use, as prescribed in this Agreement, to attend local and state SGEU meetings, SGEU conferences and/or Florida legislative sessions.
(b) The Union President shall provide written notice to the City via the Human Resources Director of the employees holding these four (4) elected positions to confirm the four (4) employees who may be eligible to use this Union Time Pool leave.
(c) At the end of each fiscal year, unused Union Time Pool leave hours may be rolled over for use during the next fiscal year, provided the amount of hours in the Union Time Pool shall never exceed one hundred twenty (120) hours. Any hours over this one hundred twenty (120) hour cap shall be forfeited.
(d) Use of Union Time Pool leave shall be subject to the following:
1. A written request to use Union Time Pool leave shall be submitted to the Department Director and the Human Resources Director (or designees) at least seventy-two (72) hours in advance of the requested time off; and
2. Sufficient staffing must be available to cover existing scheduled assignments and no overtime cost shall result if the leave request is approved. The determination as to whether sufficient staffing is available as well as whether overtime would result will be made by the Department Director (or a designee) in his/her sole and exclusive discretion, and
3. Leave to attend any SGEU meeting/conference will be limited to a maximum of two (2) persons in any one instance and shall not to exceed eight (8) hours per person; and
4. The City retains the right to restrict the use of this leave when in the opinion of the City, an unusual and/or emergency condition exists or is imminent and that such time off from work assignments could create a danger to public safety.
Union Time Pool. All authorization forms must be submitted collectively by the Union to the City in the first week of October. Leave shall be granted in order to attend union conferences, training sessions, or other related union business. The department director may approve leave time in Charges against the Union Time Pool shall be documented by the use of a Union Time Pool authorization form to be completed for each request. At a minimum, the form will identify the name of the user, the number of hours requested, employee's current hourly rate, the purpose of the request, and the signatures of the employee, department director or designee and the Union President. A record of all time donated and drawn against the Union Time Pool shall be kept by the department director or designee and Union President and a detailed summary will be submitted on October 1 and April 1 or each fiscal year to the Human Resources Department.
Union Time Pool. The County and Union agree to establish a Union Time Pool for the purpose of conducting Union business. This time pool will be initially established by utilizing the balance remaining in the pre-existing Time Pool as of the date of ratification of this agreement. Effective the first pay period in October 2013 one (1) hour of Annual Leave shall be deducted from the balance of each dues paying Bargaining Unit member and added to the Time Pool balance, hour for hour. Effective the first pay period of each Fiscal Year thereafter, one (1) hour of Annual Leave shall be deducted from the Annual Leave balance of each dues paying Bargaining Unit member and added to the Time Pool balance, hour for hour. This deduction shall not be made from the Annual Leave balance of dues paying Bargaining Unit members during their initial Probationary period when the deduction is scheduled to be made. Dues paying Bargaining Unit members who have a balance less than one hour of Annual Leave at the time of the deduction do not have to make a contribution to the Time Pool according to the schedule listed above, however the member shall have the deduction made the first pay period thereafter that the member has an Annual Leave balance of one hour or greater. Hours not used at the end of each fiscal year shall be carried over from year to year. Determination of a request as being “Union Business” shall be at the sole discretion of the District Vice President or his designee. Any request to utilize the Union Time Pool must be initiated in writing through the chain of command, in the prescribed manner. Time off from duty under this provision must be approved by the Fire Chief or his designee and must be requested in amounts no less than 4 hours. Requests to utilize Union Time Pool will not be unreasonably denied, provided ▇▇▇▇▇’s request does not interfere with Fire/EMS Department operations. Absences utilizing Union Time Pool shall count against the number of employees allowed off under the provisions of Article 18.5, except for collective bargaining, or unless otherwise approved by the Fire Chief or his designee. If the Union Time Pool should become depleted, employees may donate up to three (3) hours each Fiscal Year from accrued, but unused, Annual Leave to the Union Time Pool. Union and employees agree to hold County harmless and defend County against any and all claims by any and all employees under this Section.
Union Time Pool. 24.01 Each employee may contribute up to 24.75 hours of vacation to Union Time Pool per year. The Union may use this time at its discretion for official union business, upon prior approval of the Police Chief or their designee. The Union President will notify the Police Chief or their designee at least twenty-four hours in advance in writing of the date time will be taken. In emergencies, notification time may be waived with the approval of Police Chief. However, in all cases the Police Chief or their designee may withhold approval if adequate personnel are not available to maintain services.
Union Time Pool. 30 The Employer shall create and the Union shall administer a time pool that 31 may be used to cover unpaid absences from work for such business 32 described in this Article. In the event the Union time pool hours fall below 33 100 hours, employees shall each contribute four (4) hours from accumulated 34 Vacation Leave into the pool. This donation is irrevocable and must be in 35 increments of at least four (4) hours although there is no limit to the hours a 36 Union member may donate. The hours in the Union time pool may be 37 debited to cover unpaid time off for Union business. Any authorization to 38 debit the Union time pool and credit the absent employee must be signed by 1 two (2) of the Union’s members, except that the Union time pool shall 2 reimburse the Employer for any overtime resulting from absences from work 3 related to this Article and no such authorization shall be required.
