Container attachments do not refer to the structures that physically attach the container(s) to the vehicle. NHTSA will not rely on the manufacturer to specify container attachment configurations as this adds unnecessary complexity.

Given that manufacturers are required to ensure that the vehicle is compliant at the time it is delivered to a dealer or distributor, manufacturers should take reasonable care to ensure they are not damaging or installing damaged containers into
