Captains temporarily assigned to work as ARFF Captains, Special Operations Captains, or EMS Captain for one half (½) shift or more shall receive a five (5%) percent wage supplement paid retroactively to the beginning of the first shift. Captains assigned to the airport, who are not on the established ARFF Promotional Register and provide ARFF Captain coverage, shall receive a two (2%) percent wage supplement.
Captains. A. In accordance with federal and state law, the Employer has determined that captain positions are overtime exempt and as such are not covered by federal or state overtime laws. Compensation is based on the premise that captains are expected to work as many hours as necessary to provide the public services for which they were hired. The salary paid to captains (including any supplemental compensation in accordance with Article 25.12) is full compensation for all hours worked. Normally captains will be expected to work a minimum of forty (40) hours in a workweek.
B. Captains may earn exchange time for excessive hours worked. Captains shall use the appropriate code on the Time and Activity Report (TAR) to record exchange time, which they will submit to the supervisor for approval. Exchange time may be accrued at straight time to a maximum of eighty (80) hours. Exchange time has no cash value.

Captains shalt be responsible for the discipline, training, efficiency and operation of their respective fire companies, and shall be held accountable for the upkeep and protection of all Department property in or assigned to their responsibility. Officers, when in full command at a working fire, shall cause the prompt return to quarters of all fire companies and apparatus not needed at the fire, and take every precaution to prevent the rekindling of fire. Officers, when in full command of a fire of duration, shall keep in frequent touch with the alarm operator to advise t e progress of control and extinguishment and at all times he shall make a preliminary report to the fire alarm operator, immediately on arrival at a fire to advise the location of the fire, type of building involved, the extent of the fire and all other information incidental to the emergency or dangers existing at the scene. The Officer in charge of a fire, after the fire has been extinguished, shall turn the premises over to the owner or occupant, or if either is not present and where it is deemed necessary, to a Police Officer. If necessary a fire fighter shall be left scene until the Police arrive to take over. Officers in charge of a fire shall secure all information possible to complete the Fire Alarm Report Card and the Ontario Fire ▇▇▇▇▇▇▇▇'▇ Fire Report sheet. Officers in charge of fires where arson is suspected shall order their crews to refrain from disturbing any materials or articles and shall leave conditions as found. Every precaution must be taken in the fighting of such fires to eliminate any unnecessary handling of contents, or excessive water usage to preserve any evidence remaining. Members must also be instructed to refrain from any discussion with anyone such fires and offering any opinions as to cause or method of starting fire. in charge detail a member or members of the crew to stand watch at such fires to prevent interference with any evidence. Such watch shall remain at the scene until officially relieved. In the event of fires in buildings where auxiliary fire appliances are installed, Officers will make a note of any usage of same and shall report to the Chief where such appliances are found unserviceableor unapproved. Officers in command of a fire, when a fire is under control, shall clear streets as soon as possible so as to facilitate the movement of traffic. The following will be effective July 1, 2020:
a) Five (5) bonus points will be awarded for Illinois OSFM Fire Officer II, or Advanced Fire Officer certification.
b) One (1) bonus point will be awarded for each of the following OSFM certifications: Instructor II, and/or Incident Safety Officer.
c) Two (2) bonus points will be awarded for completion of AFO phase II and passage of the OSFM written exam.
d) A maximum of five (5) bonus points will be allowed.
e) An Lieutenant testing for Captain must present the OSFM certificate, or provide official documentation from an accredited agency or educational institution indicating the completion of Phase II and passage of the OSFM written exam to the Fire Chief or his/her designee for approval prior to the close of the testing sign-up to be eligible for the bonus points.
Captains. The Captains or any personnel of the Department acting in their capacity shall have command and control of subordinate personnel. They shall have full control of company quarters and shall be held responsible for the maintenance of discipline in their prescribed sphere of authority. It shall be their duty to preserve order and discipline at all times and to require and enforce compliance with rules, regulations and orders of the Department and higher ranking officers. They shall be at their quarters at all times, except when on regular leave of absence, at fires or emergencies, or absent on Department business. They shall always have in quarters a sufficient number of personnel to properly man the apparatus and shall be ready and prepared to perform efficient duty whenever it is required. They shall have full control over their apparatus, buildings, and all other property therein, and will be held responsible for the same. They shall have their quarters ready for public inspection at any reasonable hour of the day. It shall be their duty to see that the apparatus and equipment committed to their care are in good condition and repair, ready for immediate use at all times. They shall keep an accurate account of all property entrusted to their care. Each year, in the month of January, they shall inventory all apparatus, equipment, furniture, supplies and appliances within their jurisdiction and forward a copy to the Office of the Fire Chief. They shall promptly report to the commanding officer upon arriving at a fire or emergency scene. In the absence of a higher ranking officer, they shall assume command until his/her arrival. If the fire or emergency has assumed serious proportions, they shall utilize appropriate resources and direct all operations until a higher ranking officer arrives or the fire or emergency has been extinguished or resolved. They shall report to the Office of the Fire Chief without delay all accidents, collisions, etc., resulting in loss of life or injury to persons, or damage to property, however slight, or other unusual or extraordinary occurrence of any nature, whether happening to personnel or apparatus and equipment of the Fire Department at any time or place, or to any person or property of any kind in connection with the operation of the Fire Department while proceeding to, working at, or returning from fire or emergency scenes, ambulance-rescue calls or any other detail work performed by any personnel, together with such other i...
