Decisions and recommendations. 1 The Joint Committee shall, for the purposes of this Agreement, have the power to adopt decisions in respect of all matters for which this Agreement so provides and to make appropriate recommendations to the Union and the United Kingdom. 2 The decisions adopted by the Joint Committee shall be binding on the Union and the United Kingdom, and the Union and the United Kingdom shall implement those decisions. They shall have the same legal effect as this Agreement.
Decisions and recommendations. 1. The Joint Committee shall, for the purposes of this Agreement, have the power to adopt decisions in respect of all matters for which this Agreement so provides and make appropriate recommendations to the Parties.
2. Subject to paragraph 3, the decisions adopted by the Joint Committee shall, upon their entry into force, be binding on the Parties, and the Parties shall implement them.
3. If a decision of the Joint Committee can be binding on a Party only after the fulfilment of domestic legal requirements, the decision shall enter into force for that Party on the first day of the second month following the date that the Party notifies the Depository that its internal requirements have been fulfilled, unless otherwise agreed by the Joint Committee.
4. The Joint Committee shall adopt its decisions and make its recommendations by consensus. TITLE II DISPUTE SETTLEMENT
Decisions and recommendations. Decisions and recommendations of the CCLC shall be by way of majority vote of the members present. Accordingly, no action may be taken on matters, which result in a tie vote. A quorum shall consist of five (5) voting members.
Decisions and recommendations. 1. In accordance with Article 103(6) of the Agreement, the Trade and Development Committee shall adopt decisions or recommendations by consensus in the cases provided for in the Agreement or where such power has been delegated to it by the Joint Council.
2. Where the Trade and Development Committee is empowered under the Agreement to adopt decisions or recommendations, or where such power has been delegated to it by the Joint Council, such acts shall be entitled 'Decision' or 'Recommendation' respectively in the report of the meetings referred to in Article 7. The Secretariat shall give any adopted decision or recommendation a serial number, the date of adoption and a description of its subject-matter. Each decision or recommendation shall provide for the date of its entry into force.
3. In the event that a SADC EPA State is unable to attend a meeting, the decisions or recommendations agreed during that meeting shall be communicated to that member by the Secretariat. The SADC EPA State concerned shall provide a written response within ten (10) calendar days from dispatch of the decisions or recommendations, indicating those decisions or recommendations it disagrees with, including the reasons thereof. In the absence of that written response within the given deadline, the decisions or recommendations shall be deemed adopted. In the event that the SADC EPA State that did not attend the meeting disagrees with one or several decisions or recommendations, the Parties shall endeavour to resolve the outstanding issues by written procedure or by electronic means as provided for in paragraph 4.
4. In the period between meetings, the Trade and Development Committee may adopt decisions or recommendations by written procedure or by electronic means if both Parties so agree. A written procedure shall consist of an exchange of notes between representatives of the Parties.
5. Decisions and recommendations adopted by the Trade and Development Committee shall be authenticated by two original copies signed by a representative of the EU and by a representative of the SADC EPA States.

Decisions and recommendations. 1. In specific cases where the Agreement confers the power to take decisions or where such power has been delegated to it by the Partnership Council, the Partnership Committee shall take those decisions. Decisions and recommendations shall be made by mutual agreement between the Parties. Each decision or recommendation shall be signed by the Chair of the Partnership Committee and authenticated by the secretaries of the Partnership Committee.
2. The Partnership Committee may take decisions or make recommendations by written procedure, if the Parties agree. Each decision shall enter into force on the date of its adoption unless it provides otherwise. The written procedure shall consist of an exchange of notes between the secretaries, acting in agreement with the Parties. For that purpose, the text of the proposal shall be circulated in accordance with Article 7 no later than 21 calendar days within which any reservations or amendments shall be made known. In consultation with the Parties, the Chair may reduce or extend the time limits specified in this paragraph in order to take account of special circumstances. Once the text is agreed, the decision or recommendation shall be signed by the Chair and authenticated by the secretaries.
3. The decisions and recommendations shall be circulated to the Parties.
4. Each Party may decide on the publication of the decisions and recommendations of the Partnership Committee in its respective official publication.
Decisions and recommendations. The Business Committee
Decisions and recommendations. 1. As provided for by Article 362(6) of the Agreement, the Partnership Council shall take decisions and make recommendations by mutual agreement between the Parties and on completion of their respective internal procedures.
2. The Partnership Council may also take decisions or make recommendations by written procedure, if the representatives of the Parties so agree. For this purpose, the draft decision or draft recommendation shall be circulated in writing by the Chair of the Partnership Council to the representatives of the Parties in accordance with Article 7, with a time limit of 21 calendar days. The representatives of the Parties in the Partnership Council shall make known any reservations or amendments they wish to make within that time limit. The Chair may, in consultation with the Parties, shorten the time limit to take account of the requirements of a particular case.
3. The Partnership Council, within the meaning of Article 362(6) of the Agreement, may take decisions or make recommendations followed by a serial number, the date of their adoption and a description of their subject matter. Those decisions and recommendations shall be signed by the Chair and authenticated by the secretaries of the Partnership Council. Those decisions and recommendations shall be circulated in accordance with Article 7 of these Rules of Procedure. Each Party may decide on the publication of the decisions and recommendations of the Partnership Council in its respective official publication.
4. Each decision of the Partnership Council shall enter into force on the date of its adoption unless the decision or recommendation provides otherwise.
Decisions and recommendations. A manager may request that the committee hear an appeal concerning a USG grade classification, determined by Human Resources, of a member of his/her department. The committee hears information and explanation from both parties and recommends that the ▇▇▇▇▇▇▇ either endorse the classification or require Human Resources to change it. Members of Human Resources and the chair do not participate in the final decision. In most instances the administration and Staff Association members agree on issues, policy changes, salary recommendations or interpretations. In the event that they do not, both the Staff Association and the administration members prepare a report to the ▇▇▇▇▇▇▇ with appropriate explanation for their opinions on an issue. The ▇▇▇▇▇▇▇ will make the ultimate decision but will consult with the committee in order to understand the issue and attempt a consensus resolution.
Decisions and recommendations. All policies affecting staff members must be approved by this committee before implementation, and the committee has a procedure for ensuring input from staff-at-large for all policies before final approval. Following approval by SRC (or by SRC and the Faculty Relations Committee [FRC] if both faculty and staff members are affected), recommendations for new or amended policies will be placed on view (e.g., posted on the Web) by the Secretariat for a period of two weeks to provide an opportunity for staff members' comments. All objections, suggestions and opinions reported to the Secretariat are shared with SRC for further discussion and modification of the recommendations as appropriate. Once this process is complete, recommendations are forwarded to the President of the University for approval. Should the President have concerns about the policy, he/she may return the policy to the Committee and ask for further discussion to address those concerns.
