Deliverable 3. 1: Quality Control Reviews (of foundational project management documentation and solution contractor deliverables) a. Detailed Quality Control reviews and reports are required for foundational project management documents and major solutions consultant deliverables, including the solutions consultant’s Project Plan, which should be reviewed as needed. Each Quality Control report should be treated as a separate Deliverable with all applicable Deliverable 2.2 Quality Checklists completed and attached. b. Quality Control reviews and reports should comply with the Deliverable 2.3 Quality Management Plan, and the approved Deliverable 2.1 Quality Standards, and Deliverable

Deliverable 3. 1. Grantee shall prepare a Draft ▇▇▇▇▇▇▇▇ Villa CRA Plan Update that includes: (1) review of current conditions (parcels/lots, existing land uses, zoning, future land use, infrastructure; (2) commercial, residential and infrastructure development projects; (3) recommended improvement programs; proposed redevelopment sites and opportunities; (4) identified catalyst sites and projects; (5) updated goals and objectives; (6) prioritized projects consistent with goals and objectives; (7) updated Tax Increment Financing (TIF) projections based on historical TIF project reports and analysis compared to City ad valorem average; (8) review of past, current and projected City mileages; (9) future growth with analysis of finance alternatives including TIF, grant sources, tax credits and any other finance alternatives deemed appropriate by the Grantee; (10) a map showing the location of the CRA Plan area; (11) a map showing the location of potential projects within the CRA; and (12) Capital Improvements Plan addressing at least a ten-year timeframe.

Deliverable 3. Prepare an updated review and analysis of current and historical economic research on the cost of raising children, including a critical analysis of the economic analyses used to construct child support guidelines. Submit written report in a Microsoft Word format including a written justification for additional original research or analysis based on gaps in previous research or on research completed since 2017, as well as any research limitations or challenges encountered while conducting this part of the study.

Deliverable 3. 1. Grantee shall conduct a Project Team meeting to discuss the following: (1) the Housing Study that results from Section 3.B.3. above; (2) recommended outline of draft Comprehensive Plan amendments to the Housing Element, Future Land Use Element and Future Land Use Map Series to implement the findings/recommendations of the Housing Study. Grantee shall prepare an agenda and sign-in sheet for the meeting and invite the Project Team members to the meeting. Grantee shall prepare a written narrative summary of the input received at themeeting. 2. Grantee shall prepare draft amendments to the Highland County 2030 Comprehensive Plan (Housing Element, Future Land Use Element and Future Land Use Map Series) in a strikethrough and underline format based on: (1) the findings/recommendations of the Housing Study from Section 3.B.3. above); (2) results of the Project Team meeting from Section 3.C.1. above; and (3) any other information deemed appropriate by the Grantee. Grantee shall prepare a Highlands County Staff Report addressing the content of the draft Comprehensive Plan amendments and how the plan amendments implement the findings/recommendations of the Housing Study. 3. Grantee shall conduct a Project Team meeting to review the draft Comprehensive Plan amendments (result from Section 3.C.2. above) and discuss any potential revisions to the draft Comprehensive Plan amendments. Grantee shall prepare an agenda and sign-in sheet for the meeting and invite the Project Team members to the meeting. Grantee shall prepare a written narrative summary of the input received at themeeting. 4. Grantee shall prepare revisions to the draft Comprehensive Plan amendments and Highlands County Staff Report based on: (1) input received from the Project Team meeting (of Section 3.C.3. above) and any revisions, if deemed appropriate by the Grantee; and (2) any other information deemed appropriate by the Grantee.

Deliverable 3. Draft evaluation report which should be delivered with adequate time to allow stakeholder discussion of the findings and formulation of recommendations.

Deliverable 3. 1. Grantee shall prepare a report on each neighborhood identified in Deliverable 1 identifying the following: a. Revitalization strategies b. Funding sources c. Strategies for maintenance and improvements of funding sources 2. Grantee shall prepare a draft of an overlay district (map and text) as an amendment to the ULDC for neighborhood identification and code enforcement.

Deliverable 3. Develop the written curriculum or portions of the written curriculum for Topic 1 depending on topic. Estimated Due Date: September 30, 2025.
