Where an Independent organisation cannot be identified, the Supplier may propose to the Authority, suitable Supplier personnel to carry out the Benchmarking. A list of suitable Supplier personnel must be approved by the Authority and provided in advance of a Benchmark Review being conducted. The Authority is entitled to hold a maximum of two (2) Benchmarking Reviews during the Initial Commercial Agreement Period. The purpose of a Benchmark Review will be to establish whether the Benchmarked Services are, individually and/or as a whole, Good Value. The Services that are to be the Benchmarked Services will be identified by the Authority in writing.

Comparable Rates Once the Supplier has received the Review, the Supplier shall: determine whether or not each Benchmarked Rate is, and/or the Benchmarked Rates as a whole are, Good Value. Meet with the Fund to discuss how Framework Agreement Prices in Annex 2.

The Goods and Services that are to be the Benchmarked Services are as follows: Stock Management, which shall include: Stock movement from Supplier to Authority; Bulk stock movement from Supplier to Authority; Cost of Goods on NPL or otherwise in the Financial Model; Workshop Inventory; Product Returns; Distribution from Retail Workshops to Serviced Sites, which shall include: Network Efficiency; Express Service; End User Delivery; Order Process, which shall include: Printing of documents (including but not limited to POF, promotional flyers); Collection of POFs; Printing of Retail Workshop materials (including but not limited to tilling and dispatch manifest); Retail Workshop Management, which shall include: Management costs of running Retail Workshop; Wastage in Retail Workshop; Consumables, which shall include: Totes; Product Bags; Operational Support, which shall include: Asset maintenance; IT equipment; Software (including licences); IT hardware maintenance; Data Centre; and Data Communications (internet link).
