Awards competitively solicited contracts to a selection of responsive and responsible bidders as follows: Direct Impressions, Inc., Strategy Marketing Group, Inc. dba Panther Printing, and Swift Print Service, Inc. The vendors were awarded as primary, secondary, or tertiary based on the category of printing services they will provide. The contracts will provide countywide printing services, on an as-needed basis, for an initial term of one year and may be renewed up to three additional one-year periods as approved in the departments’ annual adopted budgets and upon agreement of all parties. Total expenditures for these services for Fiscal Year 2022-2023 were $123,627.60 countywide.
ITEM SUMMARY. Awards a competitively solicited contract to ▇▇▇▇▇ ▇▇▇▇▇▇▇ and Associates, Inc., for design, permitting, and construction support services for the partial closure of the ▇▇▇-▇▇▇▇▇▇ Landfill Ash Monofill Sidelope, in the amount of $959,225. The work includes permitting a master closure plan for the ▇▇▇ ▇▇▇▇▇▇▇▇. Construction of the closure liner and drainage system on the currently completed slopes will improve stormwater management on site and decrease wastewater generation. The Board approved the project funding as part of the FY24 Solid Waste Capital Improvement Program. Total estimated project cost is $5,624,000 for completion in FY27.
ITEM SUMMARY. Approves a contract amendment with Anser Advisory Consulting, LLC, under the solicitation for Owners Representative for Hurricane ▇▇▇ Repairs III, to correct the “Total Contract Price” listed in the Exhibit C. Fee Schedule of the agreement from $1,459,410.00 to $1,481,070.00.
ITEM SUMMARY. Awards a competitively bid contract to Strategic Materials, Inc., to purchase and install a new 60” glass recovery cyclone system at the Material Recovery Facility. The existing cyclone is over ten years old, no longer functions as originally designed and is not economically feasible to repair. The cyclone system is designed to remove contamination from recycled glass. The new cyclone will reduce the contamination rate to less than 10% with an estimated annual revenue of $84,000.00.
ITEM SUMMARY. Awards a competitively solicited contract to the top ranked firm, Aetna Behavioral Health, LLC, for the employee assistance program (EAP) commencing on January 1, 2024. The initial contract is for three years with the option for three additional one-year renewals. The new contract will include additional items such as online therapy services, estate guidance benefits, ID theft restoration services, integration with the current health plan, an enhanced first responder network and unlimited critical incidences. The 2024 EAP rate is $2.60 per member per month, with total anticipated expenditures for FY 23-24 in the amount of $92,247. Total expenditures for FY 22-23 are estimated to be $43,842.
ITEM SUMMARY. Approves a contract amendment with Galls, LLC, under the solicitation for Annual – Uniforms for Emergency Medical Services, to add, remove, and replace certain uniform items and adjust pricing in Exhibit B, Fee Schedule of the agreement. The amendment may increase the contract amount. Total expenditures during Fiscal Year 22/23 were $280,359.24. Approves the contract renewal through March 18, 2025. This agreement will be rebid over the next 12 months.
ITEM SUMMARY. In 2008, the Wake County Board of Commissioners and the municipal partners from the City of Raleigh and Towns of Wake Forest, Wendell, and Zebulon entered into the Little River Reservoir Water Supply Watershed Protection Inter-local Agreement (▇▇▇). Adopting the ▇▇▇ was one of the first steps taken to plan for the proposed drinking water reservoir. The Town of Rolesville chose not to enter into the ▇▇▇ but continues to be involved in discussions of the Little River Water Supply Watershed. The primary purpose of the ▇▇▇ is to protect the water quality of the future reservoir by controlling the type and intensity of development in the watershed. The City of Raleigh is the lead agency in obtaining permits for the future Little River reservoir and the facility will be part of the City of Raleigh public utility system. The reservoir is one of several possible drinking water resources for the City and its municipal partners over the next 50 years. As drafted in 2008, the ▇▇▇ prohibits any non-residential (commercial) development to occur unless it’s in an Activity Center as designated on the Wake County Land Use Plan. Activity Centers allow for a mix of residential and non-residential uses that serve as a focal point for meeting the neighborhoods shopping, social, and civic needs. County staff and the municipal partners to the ▇▇▇ believe that the ILA’s prohibition of non-residential development outside of Activity Centers is more restrictive than what was originally intended. This has prompted the following proposed changes to the ▇▇▇. The changes will allow certain non-residential uses to occur outside of Activity Centers within the Little River Water Supply Watershed.
ITEM SUMMARY. Purpose: As a condition to grant funding eligibility from the U.S. Department of Housing and Urban Development (HUD), Wake County is required to enter into cooperation agreements (“Cooperation Agreement”) with each participating local government for the administration of HUD grant funds within the Wake County Urban Entitlement Community.

ITEM SUMMARY. In Closed Session, the City Council gave direction to the City’s Executive Search Firm and the City Attorney to negotiate with the City Council’s preferred candidate for City Manager. As a result of the direction given, the attached Agreement (Attachment C) is presented for City Council consideration. It is three-year employment agreement between the City and the Council’s designated selection, ▇▇▇▇▇ ▇▇▇▇▇▇. ▇▇. ▇▇▇▇▇▇ is slated to start with the City on January 1, 2016. Adoption of the Attached Resolution (Attachment B) will authorize the Mayor to sign the Agreement. ▇▇. ▇▇▇▇▇▇ agrees with the terms that are presented.
