Payroll System. 21 The parties agree the County has the right to implement a common payroll system, 22 standardize pay practices and Fair Labor Standards Act’s workweeks. The parties agree that 23 applicable provisions of the collective bargaining agreement may be re-opened at any time by the 24 County for the purpose of negotiating standardized pay practices, to the extent required by law.

The University’s payroll system may require Staff Members to record for each day the Staff Member’s hours worked and the appropriate benefit to which the Staff Member considers non-worked paid time should be charged, but such a system will not include time clocks or a system of signing in or signing out except where such conditions presently exist, or any greater “hold-back” of salary than exists at present. 2.
