B. The CONTRACTOR shall have psychiatric services available to support ages 6 to 21 and the ability to provide treatment to clients with co-occurring disorders as part of the service continuum.
Staffing Requirement. Customer Care Representatives (CCRs)
Staffing Requirement. This Agreement mandates consistent, high quality medical performance. Ambulance units used to meet coverage requirements shall be staffed as required by Administrative Rules 400-210 and 400-270. Any failure to meet the minimum staffing requirement shall be subject to a penalty or fine as established by the County. All Metro West Ambulance personnel assigned to staff emergency ambulances utilized to meet the requirements of this franchise agreement shall:
1. Openly wear identification displaying, at a minimum, certification level and first name,
2. Shall successfully complete an emergency vehicle operators course approved by the County, training shall be repeated every two (2) years,
3. Actively participate in Metro West Ambulance’s Senior/Junior Paramedic Program, as approved by and on file with the County, (The intent of the Senior/Junior Paramedic Program is to provide the standards and the mechanism for developing mature paramedics. The program provides for clinical competency and operational/system familiarity. The standards for the program will be mutually agreed upon by Metro West Ambulance and Washington County EMS. Metro West Ambulance acknowledges that ambulances shall be staffed with a minimum of one (1) Senior Paramedic at all times. Exceptions to this rule may be granted on a case by case base, in advance, by the County.)
4. Each new emergency ambulance employee will complete a job orientation that will consist of at a minimum the following:
a. A forty-hour (40) didactic orientation program,
b. A third person ride-a-long assessment,
i. new hires who interned at Metro West Ambulance may meet this requirement in 3-4 shifts based on performance and call volume
ii. outside hires shall complete a minimum of 5 shifts c. Two months paired with a Field Training Officer,
Staffing Requirement. The AUTHORITY recognizes the importance of appropriate staff as it pertains to the delivery of supportive services cited in this Agreement. The CONTRACTOR shall honor the staffing terms stated in the original Grant Application that was approved by the AUTHORITY. If changes in staffing terms must be made, the CONTRACTOR agrees to seek the approval of the AUTHORITY prior to any staff adjustments.

B. CONTRACTOR will have psychiatric services available to support client’s ages 6 to 21 years old, and have the ability to provide treatment to children/youth with co-occurring disorders as part of the service continuum.
C. Licensing Requirements - CONTRACTOR's staff shall be appropriately trained and meet the qualifications of the Licensed Practitioner of the Healing Arts (LPHA) as well as meet discipline specific licensure requirements. CONTRACTOR's facilities shall be up to date with all relevant State and local building and safety requirements.
D. In addition to licensing requirements, the following additional experience, training, and skills will be expected of CONTRACTOR's staff:
1. Capability for addressing the diverse levels of client acculturation and multicultural backgrounds.
2. Knowledge of multicultural experience, local community resources available to the client population, trauma-informed practice, clinical issues related to child abuse, substance abuse, domestic violence, communication, behavioral management, parenting skills, and parent engagement strategies.
3. Use of Treatment Teams and Family Specialists/Partners type staff is highly encouraged.
4. Knowledge of crisis management and defined practice model.
E. Cultural & Linguistic Skills

At a minimum, services shall be made available in the five threshold languages (English, Spanish, Vietnamese, Tagalog, and Mandarin/Cantonese)
2. CONTRACTOR staffing shall reflect the percentage of ethnic makeup of the target population. CONTRACTOR’s program shall serve underserved cultural populations, children and youth in stressed families, individuals exposed to trauma, children and youth at risk of failing out of school, and those at risk of entering the juvenile justice system.
3. CONTRACTOR shall provide services shall be appropriate for the needs of youth involved in the Child Welfare System and/or Juvenile Justice System, trauma exposed, the Lesbian, Gay, Bisexual, Trans-gender, Queer and/or Questioning (LGBTQ), and Special Education communities.
