Target model. The target model of social education is achievement, at the national and local level, of high OWS awareness and knowledge among the society, including in particular the environmental, economic and social aspects, as well as establishment of a consistent communication plan implementing the objectives of this Sector Deal.
Target model. The Parties will take joint actions to develop a friendly administrative environment and a unified approach to control by administrative bodies in order to improve the procedures for the use of waste materials and methods of digestate management. This will be implemented taking into account that the actions taken are the key conditions for ensuring the dynamic development of the biogas sector in Poland.
Target model. The Parties will take joint actions to create an integrated information and education program aimed at increasing the level of the society’s knowledge of biogas and biomethane, in particular of the advantages of these RES technologies and the benefits they can bring to local communities.
Target model. The consistent implementation of the OWF construction programme in Poland and ensuring stable and favourable conditions for development of the domestic production and service sector for OWS will enable gradual achievement until 2030 of the share of local content in the subsequent projects at the level of at least 20%, and even at least 50% in the following decade providing that the optimum conditions are maintained. – Achievement of optimum development level of local content in Poland requires implementation of the investment in seaports, defined in the target model indicated in the key area “Port and logistics facilities and impact on the coastal regions”. – The existing capacity of the Polish industry should enable delivery of at least certain key OWF constructional elements (towers, mono-pile and jacket support structures, transition sections) by 2024 at the latest in order to secure at least partial share in the installation campaign by 2030 and development of full capacity of supplies for the subsequent installations by 2040. – Benefiting from the projected favourable situation on the global markets within the next 20 years, the capacity of the Polish shipowners should be used to establish the national operators of installation and service fleet and maximum use of these vessels in the installation campaigns and service works in Poland by 2030 and development of full capacity of these services for the purposes of subsequent installations by 2040. – In the perspective of the coming 3-6 years, the Polish shipyards should provide the national fleet operators with the technologically advanced and meeting the highest environmental standards installation and service vessels of the class enabling competitive advantage on the domestic, Baltic and European installation and service market of at least 12 MW turbines, at the same time developing and implementing the supplies for foreign clients. – Within the next 2-3 years, the Polish OWS-related industry should be ready to deliver, in cooperation with the foreign partners, of a partially equipped and later fully equipped offshore transformer station, to ensure implementation of at least 50% of supplies in this field from the domestic market until 2030. – Target capacity of the Polish OWS market should be used to encourage the global technology providers to establish the plants producing the key components of wind turbines such as: generators, rotor blades and tower sections in Poland by 2024. – The Polish enterpr...
Target model. The Parties will make joint efforts to develop legislative proposals and recommendations for all market participants to enable the definition of transparent rules and actions aimed at the integration of biomethane installations with the gas network and ensure non-discriminatory treatment of gas and liquefied biomethane in transport.
Target model. The Parties will make joint efforts to develop a project of a pan-European trading system for avoided emissions generated in the biogas sector by converting them into EU ETS emission allowances and to make it possible to trade in these emissions as part of the EU ETS emissions trading system.
Target model. The Parties to the Sector Deal, for the purpose of development of OWF projects, shall initiate cooperation with regard to: security, defence and protection of the state border – determination of the potential OWFs impact on the defence functions of the state and protection of the state border, followed by development and implementation of measures minimising the OWFs impact on the national security and defence systems, resulting in a changed characteristics of maritime areas near OWFs and affected areas, including water column and airspace; Detailed scope of cooperation in the area of state security, defence and protection of the state border is provided in Appendix 1. cumulative impact management – the actions aiming at avoiding, preventing, minimising or nature compensation of the negative OWFs impact on the environment, including cumulative impacts, as well as aiming at coordinated implementation of the appropriate minimising measures adequate to the impacts generated by given investment, based on the best available practices and technical solutions. Detailed scope of cooperation in the area of cumulative impact management is provided in Appendix 2. fisheries and shipping: o the measures aiming at working out the rules that will enable safe co-existence of sea fisheries and OWFs; o the measures aiming at establishment of the conditions and ensuring shipping safety during construction and operation of OWFs. Target model. The Parties will actively cooperate in order to jointly develop proposals for legislative solutions enabling the efficient and dynamic development of the biogas and biomethane production sector, taking steps to analyze and try to eliminate the existing barriers in its development, and to develop new or modify the existing support mechanisms to accelerate its development and include the production of biomethane.
Target model. The Parties will undertake measures to develop a concept for the operation of local gas networks for biogas and biomethane in order to utilize the biogas potential in areas where gas is hardly accessible, for the following purposes: − heating, − injection into local gas networks, − transport with the use of specially adapted cylinder trucks to regions where there are neither technical nor economic reasons for the transmission and distribution of gaseous fuel via the gas network.
Target model. The aim is to employ domestic workforce in the installation and startup teams at the level of at least 60% and to achieve the same value in the OWF maintenance and operation teams. Thus, the standard of education and qualifications system must ensure quality at the highest global level, with the use of digital and simulation tools. – The education systems for the future OWS employees should be consistent and uniform and take into account the extended system of internships and on-the-job trainings for students. – The professions classification of the vocational education should specify the professions associated with OWS as well as introduce the option of gaining additional professional skills in the area of the selected vocational education professions and certification of market qualifications included in the Integrated Qualification System for the purposes of OWS. – Implementation of strategic objectives of this Sector Deal requires from the entities (units) of the education, higher education and scientific institutions and other entities involved in the statutory educational, research or scientific activity to ensure a sufficient number of vacates. – Strong cooperation between the education sector and research and development as well as use of technical institutions such as Transport Technical Supervision, Office of Technical Inspection or the Polski Rejestr Statków S.A. for gaining knowledge and education and validation of licenses and certificates will improve the learning effects. – Implementation of the objectives will be fostered by retraining of employees from the sectors in energy transition process (including in particular mining). – The formal and legal framework for safety requirements in the OWS will be developed.
