Watershed Management. Belize commits to undertaking the development of a watershed management plan to address water quality monitoring, nutrient loading and garbage disposal for at least two (2) major watersheds.
Watershed Management. Assure a viable Long Island Sound watershed that supports vibrant and healthy aquatic life, and minimizes the negative effects of erosion, sedimentation, and flooding on the Sound and its tributaries and embayments. 1. By 2010, Connecticut and New York will work toward a goal of having 50 percent of their respective areas in the watershed developing or implementing watershed restoration strategies. 3. By 2004, Connecticut and New York will assess the amount of riparian forest buffer in their portions of the watershed using available land use/land cover data. Through watershed planning efforts, the states will encourage the establishment of targets to expand the percentage of riverine miles with forested buffers.
Watershed Management.  Frequently and systematically inspect and document riparian areas and wetlands for noxious weed establishment and spread. Eradicate new infestations immediately because effective tools for riparian-area weed management are limited.  Promote dense growth of desirable vegetation in riparian areas (where appropriate) to minimize the availability of germination sites for weed seeds or propagules transported from upstream or upslope areas.  Address the risk of invasion by noxious weeds and other invasive species in watershed restoration projects and water quality management plans.
Watershed Management. The development and implementation of comprehensive watershed management plans are crucial for safeguarding and enhancing local water resources. This process involves assessing the unique characteristics of the watershed, including its hydrology, ecology, and land use patterns. Key steps include identifying critical areas that contribute to water quality and quantity, engaging stakeholders such as community members, government agencies, and environmental organizations, and setting specific, measurable goals for water resource protection.

Watershed Management. The exclusive language found in this draft agreement seems contradictory to the idea of watershed based management, as has been adopted by both EPA and Ecology. Please clarify how EPA and Ecology can develop a partnership exclusive of the Tribes and still deliver water quality protection throughout Washington State. We believe this approach is contrary to EPA's Indian Policy as well as its commitment to work directly with tribes. (NWIFC and Yakama Nation) It is not EPA or the state's intention to exclude the tribes from participation in this agreement. On the contrary, the objectives and performance measures outline activities where tribal participation is encouraged. Additionally, Ecology's Watershed Approach to Water Quality Management directs the agency to seek involvement of all affected federal, state, and local agencies, tribes, and stakeholders in the development and implementation of watershed plans. Please see additions to the Performance Partnership Agreement's Introduction and Guiding Principles Sections as well as Goal #1; Objectives #1(a) and (b), 2(a), 3, 7(a), 9 and 9(a), and 13(a) and (b), revised; and Performance Measures #4, 11(a),(b), and (c), 13(a),(b), and (c), and 16(c).
