BACKGROUND TO REQUIREMENT. 1.1 The Contracting Authority is looking to increase the use of low-carbon technologies through a variety of means, including the creation of a new Carbon Capture and Storage (CCS) industry supported by a number of commercially successful CCS projects, a well-developed supply chain and making technical and commercial knowledge widely available to prospective new entrants. 1.2 Carbon Capture and Storage is essential in mitigating global climate change while ensuring a secure energy supply. It involves capturing carbon dioxide from fossil fuel power stations (or large industrial sources), transporting it via pipelines and then storing it safely offshore in deep underground structures, such as depleted oil and gas reservoirs or deep saline aquifers. 1.3 The Contracting Authority’s Office of Carbon Capture & Storage (OCCS) has developed one of the most comprehensive programmes in the world to help create a new CCS industry. 1.4 In order to create the new CCS industry, the Contracting Authority is: 1.4.1 Running a Commercialisation Programme, including a Competition with up to £1 billion capital funding available) to support practical experience in the design, construction and operation of commercial-scale CCS; 1.4.2 Funding a 4-year co-ordinated research, development and innovation programme; and 1.4.3 Working with industry to reduce costs of CCS technology, develop the supply chain, create storage and help develop CCS infrastructure. 1.5 The CCS Commercialisation Programme is making up to £1 billion capital funding available, together with additional support through the UK Electricity Market Reforms, to support the practical experience in the design, construction and operation of commercial-scale CCS in order to: 1.5.1 Generate learning that will help to drive down the costs of CCS; 1.5.2 Test and build familiarity with the CCS specific regulatory framework; 1.5.3 Encourage industry to develop suitable CCS business models; and 1.5.4 Contribute to the development of early infrastructure for carbon dioxide transport and storage. 1.6 The CCS Commercialisation Programme Competition was open for bids from 3 April 2012 to 3 July 2012. 1.7 As a result of this competition, four full chain (capture, transport and storage) projects were shortlisted in October 2012 after being submitted by bidders. 1.8 On 14 January 2013, the four shortlisted bidders submitted revised proposals. 1.9 On 20 March 2013 the government announced two preferred bidders: 1.9.1 Peterhead Project...
BACKGROUND TO REQUIREMENT. 3.1 GPS Energy Category has been helping public sector organisations manage energy prices for more than 10 years by aggregating public sector spend and purchasing gas & electricity using flexible, aggregated, risk managed arrangements. Civil central government departments have been mandated to use GPS energy framework agreements for gas and electricity supplies and these requirements will be combined with non- mandated customer organisations. 3.2 The current electricity frameworks are with EdF (for larger Half Hourly sites) and BGB (for smaller Non-Half Hourly sites). The EdF agreement is in place until 31/08/15 while the BGB framework ends 30/09/13 and is being replaced in January 2013. 3.3 The existing frameworks do not allow for contracts beyond the original framework terms (4 years) but do have provisions requiring EdF to take delivery of electricity purchased by GPS other than through wholesale market. The future NHH framework will also include the necessary provisions as set out in the EdF framework. 3.4 A new set of contracts and interlinking agreements are required for GPS to contract directly with renewable electricity providers on behalf of Central Government customers. These contracts must be standardised and bankable Power Purchase Agreements, for long –term, renewable contracts for electricity. This will include appropriate terms, conditions precedent and tri-partite arrangements to ensure connectivity with the existing HH framework and terms for future NHH/HH frameworks.
BACKGROUND TO REQUIREMENT. OVERVIEW OF REQUIREMENT 4.1 The spot buy is required to cover the gap in capability caused by the original contract expiring and the introduction of a new overarching contract to cover this work, that will start in 2014.

There are 34 applications currently deployed to this environment. They include: • Army Data Warehouse (ADW) • Wounded and Injured Servicemen Management Information System (WISMIS) • Payment Processing System (part of the RAPS system) • Operational Deployment Record (ODR) Without renewed licensing, the environment would not be compliant with JSP604 and would be un-accredited. The environment and the applications hosted on it would be terminated at the expiry date of the license.
BACKGROUND TO REQUIREMENT. OVERVIEW OF REQUIREMENT 4.1 To grow the social investment market, we launched Big Society Capital in 2012, and we have worked to build a pipeline of investable ventures through the Investment Readiness Programme, which includes the Social Incubator Fund and the Investment and Contract Readiness Fund. This new programme, the Impact Readiness Fund, will build on this work to grow the social investment market by building a robust pipeline of investible ventures for Big Society Capital. The fund will also generate lessons on models of capacity building support that can be scaled up by the Market Development Foundation when it launches in Summer 2015. 4.2 The fund would expect to distribute £1.5m this financial year from October 2014 to March 2015. The contract will include an option to extend for one year. 4.3 The programme would aim to:  Increase the impact of social ventures;  Increase the number and quality of investment ready social ventures able to secure social investment;  Increase the number and quality of investment ready social ventures able to bid for and win public sector contracts;  Build a strong network of social investors and support providers who can support social ventures in the longer term; and who  Help build an approach by which the market can measure and articulate social, as well as financial, return. The following principles underpin the design:  Hardwired to results – focused on ambitious organisations keen to grow and increase their impact. We will seek to engage social investors and commissioners early to maximise chances of success; provider and grantmaker payments will be linked to outcomes.  Market-building – growing a stronger network of providers, giving greater choice and control to frontline social ventures.
BACKGROUND TO REQUIREMENT. OVERVIEW OF REQUIREMENT 3.1 This work is part of work to deliver both Mission 3 of the Government data strategy and Mission 3 of the National Data Strategy to transform the government's use of data to drive efficiency and improve public services. 3.2 CDDO are working to deliver the commitment to “ensure that 50% of ‘high priority’ data quality issues are resolved within the period defined by a cross-government framework”. 3.3 The Government Data Quality Framework will provide the foundation for addressing the quality commitment, which ensures that we are relying on existing good practice and seeking to embed a culture of continuous improvement for data quality across government. To support implementation across government, there is a requirement to use a data quality service to review the existing framework and develop additional guidance and proof of concept projects as needed.

BACKGROUND TO REQUIREMENT. The purpose of this procurement is to support the implementation of the Psychoactive Substances Bill due to be enacted at the beginning of April 2016. The required CRDS are essential to the enforcement of the Act in the prosecution of suppliers of substances which will cause psychoactivity in humans. There is a requirement to carry out bioassay tests on a CDRS for any new substance discovered by the forensic laboratories. It is proposed that CAST purchases a range of CDRS to measure the performance of the test house and for those results to be collated to start a library of known psychoactive substances.
