CP Description. The CP will result in diverting the Discharger’s effluent discharge from its ocean outfall line to an inlet line that will connect to the City of Crescent City’s wastewater treatment facility (City’s WWTF). All effluent will now be treated through the City’s WWTF, eliminating the potential for any future violations and the need for the Discharger to have an NPDES permit. The CP description divides the connection process into 3 tasks. Task 1: Disconnect the line going to the ocean discharge and connect to the inlet line for the City’s WWTF. Task 2: Convert the harbor treatment plant (HTP) to a pumping/lift station. Task 3: Dismantle and remove unnecessary equipment. CP Description. Fortuna has proposed to upgrade its Wastewater Treatment Plant Communications and Programmable Logic Controller (PLC) system. This project focuses on the most prevalent issues with dichlorobromomethane and total residual chlorine, which constituted 87% of the alleged violations (13 of 15 total violations) occurring during the period covered by this Order. The purpose of the CP is to provide consistent, accurate effluent flow monitoring, which will allow for proper dosing of chemicals in the chlorination and dechlorination processes. The CP consists of four tasks: (1) Hardware Design, Programming and Control Strategies (2) Offsite Testing, Startup, Installation and Training (3) Compliance Project Completion
CP Description. The City proposes to implement the San ▇▇▇▇ ▇▇▇▇▇▇▇▇ to ▇▇▇▇▇▇▇▇▇ Sanitary Sewer Force Main CP, a project that is part of the AOC between the U.S. EPA and the City (refer to Section II, paragraph 8) For this CP, the City has a signed memorandum of understanding with the City of Hollister and prepared the following documents: Preliminary Engineering Report, Preliminary Design Report, 100 Percent Submittal Drawings for the Construction of the San ▇▇▇▇ ▇▇▇▇▇▇▇▇ to ▇▇▇▇▇▇▇▇▇ Sanitary Sewer Force Main CP, environmental review pursuant to the California Environmental Quality Act and National Environmental Policy Act, Feasibility Study, sewer rate study report and implementation of new rates, and construction cost estimates. The City plans to solicit bids for the construction phase of the CP by February of 2023, and commence project construction by June 2023. The CP is designed to correct the violations identified in Attachment A within five years of adoption of this Order, because the City will complete the CP and cease its direct discharge of treated wastewater to waters of the United States. Attachment B identifies CP project milestones, estimated costs, and completion dates. The City proposes to use the CP Amount to fund the Primary Pump Station fiberglass wet well and electrical and instrumentation components of the San ▇▇▇▇ ▇▇▇▇▇▇▇▇ Facility Modifications and Pumping Systems portion of the CP. Attachment B includes detailed tasks and associated completion dates for the portion of the CP funded by the CP Amount. In addition to the requirement for the City to complete the CP by this Order, the City is also required to complete the CP per the AOC described in Section II, paragraph 8. The City’s estimated budget for the CP is $18,166,200. The suspended liability amount associated with the successful completion of this CP is $696,000 (CP Amount).
CP Description. The CP involves repairing an area of the facility sewer main line that is causing significant inflow/infiltration during winter months and storm events. The repair will reduce the volume of influent flow into WWTP during the winter season, and help reduce the likelihood of flow and effluent limit exceedances. The Discharger anticipates completing the CP prior to the end of the 2017-2018 winter rain season. Additional information regarding the CP as provided by the Discharger is contained in Exhibit C and made a part of this Stipulation.
CP Description. The CP is to construct a sludge drying facility to be completed in two phases and within approximately two years. The first phase is constructing the concrete foundation and walls for the facility, and the second phase is completing the shell, roof and doors of the facility. The dewatering equipment is currently located outside in an area that receives heavy annual rainfall. The purpose of the CP is to increase the rate of dewatering, waste removal and sludge drying. An increase in the dewatering rate will improve treatment and reduce effluent violations of Total Suspended Solids and Biochemical Oxygen Demand. CP Description. The CP consists of the installation of a membrane bioreactor activated sludge treatment train (MBR). This will eliminate the ammonia (and other violations if applicable) by adding nitrification capacity capable of converting the ammonia to nitrate nitrogen. The MBR process includes an aerated activated sludge treatment basin followed by membrane filters that separate the biological solids from the treated water to create a high quality effluent. The MBR process is operated with sufficient biological mass and mean cell residence time to promote the growth of nitrifying organisms that convert ammonia to nitrate nitrogen. The Crescent City process also includes an anoxic zone for the conversion of the nitrate nitrogen to nitrogen gas to promote total nitrogen removal. Completion of the CP will bring the Discharger into compliance with effluent limitations set forth in Order No. R1-2006-0001 and its current NPDES Permit, Order No. R1-2011-0019. CP Description. The Parties agree that this resolution includes the performance of a CP to employ an engineering firm to install an aluminum sulfate (alum) injection system that would further clarify and improve the secondary effluent quality prior to filtration. The objective is to inject alum into the secondary clarifier effluent splitter box, disperse and flash mix using compressed diffused air, and pump the treated secondary effluent upstream into the dynamic backwash filters, where the coagulated solids could then be trapped-removed-returned to the secondary clarifiers for settling. The CP’s implementation timeline and estimated costs are detailed in Exhibit “B”.

  • System Description The wet detention basin is designed to trap 80% of sediment in runoff and maintain pre-development downstream peak flows. The basin has two forebays (smaller ponds) located at the low end of two grass ▇▇▇▇▇▇. In addition to runoff conveyance, the grass ▇▇▇▇▇▇ also allow infiltration and filtering of pollutants, especially from smaller storms. The forebays are each 4 feet deep. They are connected to the main pool by 18 and 24-inch metal pipes that outlet onto a rock chute. The forebays will trap coarse sediments in runoff, such as road sands, thus reducing maintenance of the main basin. The main pool will trap the finer suspended sediment. To do this, the pond size, water level and outlet structures must be maintained as specified in this Agreement (see Figures 1, 2 and 3). The main basin receives runoff from a 67.1 acre drainage area (41.2 acres within the subdivision and 25.9 acres off- site drainage coming from the east). During high rainfall or snow melt events, the water level will temporarily rise and slowly drain down to the elevation of the control structure. The water level is controlled by a 12-inch concrete pipe extending through the berm in the northwest corner of the basin (see Figures 1 and 3). On the face of the 12- inch pipe, there is metal plate with a 3-inch drilled hole (orifice) with stone in front of it. This orifice controls the water level and causes the pond to temporarily rise during runoff events. Washed stone (1-2” diameter) is placed in front of the orifice to prevent clogging. High flows may enter the grated concrete riser or flow over the rock lined emergency spillway. “As-built” construction drawings of the basin, showing actual dimensions, elevations, outlet structures, etc. will be recorded as an addendum(s) to this agreement within 60 days after Waukesha County accepts verification of construction from the project engineer.
