Creation and Purpose a. The District, Local 1, SSA Local 21, UTR, WCCAA and the unrepresented employees agree to create a Catastrophic Leave Bank effective July 1, 2015. b. Catastrophic Leave will permit all employees of the District to donate day(s) to a Bank, which shall be administered under the terms and conditions of this article. c. A catastrophic illness or injury is defined as an illness or injury that is expected to incapacitate the employee for an extended period of time, or that incapacitates a member of the employee’s family whose incapacitation requires the employee to take time off from work for an extended period of time to care for that family member and taking extended time off work creates a financial hardship for the employee because he/she has exhausted all his/her sick leave. A doctor’s verification is required. d. An employee’s family is defined as spouse, child, stepchild, domestic partner or parent of the employee. Leave requested to care for a person with a catastrophic illness for whom the employee has legal guardianship, will be considered for approval by the Catastrophic Leave Committee. e. Days in the Bank shall accumulate in the Bank from year to year. f. The Bank shall be administered by a Joint Committee (Committee) of the Assistant Superintendent of Human Resources or his/her designee, two members each appointed by Local 1, SSA Local 21, UTR, WCCAA, and two members appointed by the District on behalf of the non-represented employees.
Creation and Purpose. The Parties shall create a Management Committee, to include two executive level principals from each of the Parties, within 30 days of the beginning of the Initial Period. The first purpose of the Management Committee is to review and approve, disapprove or modify recommendations from the Technical Working Group (TWG) constituted pursuant to section 3.2 of this Agreement. The Management Committee will convene as necessary upon the request of any member of the Management Committee. The second purpose is to negotiate a resolution in the event that the TWG cannot reach consensus on a recommendation concerning monitoring requirements, resource or other research needs, technical aspects of study design, interpretation of results, or appropriate management response actions.
Creation and Purpose. 9.4.1.1 The Association and the District agree to create a Catastrophic Leave Bank (“Bank”) effective July 1, 2007. 9.4.1.2 Catastrophic Leave will permit credentialed employees of the District to donate days to a Bank that will administer those days according to the terms of this section. 9.4.1.3 “Catastrophic illness or injury” is defined as an illness or injury that is expected to incapacitate the employee for an extended period of time or that incapacitates a member of the employee’s immediate family whose incapacity requires the employee to take time off from work for an extended period of time to care for that family member and taking extended time off work creates a financial hardship for the employee because he/she has exhausted all his/her sick leave, excluding differential leave. A doctor’s verification is required. 9.4.1.4 The “immediate family”, for the purpose of catastrophic leave, shall be defined as spouse, domestic partner, child, step-child, parent, and any relative currently living in the immediate household of the employee. 9.4.1.5 Days in the Bank shall accumulate in the Bank from year to year. 9.4.1.6 The Catastrophic Leave Bank shall be administered by a joint committee comprised of two (2) members appointed by the Association and two (2) members appointed by the District. Appointments shall be made on a bi-annual basis.

Creation and Purpose. 8.12.1.1 The Association and the District agree to create a Catastrophic Leave Bank (“Bank”) effective October 1, 2002. 8.12.1.2 The Bank will permit permanent employees of the District to donate eligible leave credits to an employee when that employee or a member of his/her family suffers a catastrophic illness or injury. 8.12.1.3 “Catastrophic illness or injury” is defined as an illness or injury that is expected to incapacitate the employee for an extended period of time or that incapacitates a member of the employee’s family which incapacity requires the employee to take time off from work for an extended period of time to care for that family member and taking extended time off work creates a financial hardship for the employee because he/she has exhausted all his/her sick leave, and other paid time off excluding differential leave. For the purposes of this section, extended period shall be a minimum of ten days.

Creation and Purpose. The Parties shall create and convene a multi- disciplinary Technical Working Group (TWG) within 60 days of the beginning of the Initial Period. The purpose of the TWG is to carry out the functions required of it under this Agreement, including reviewing, analyzing, and interpreting information collected under this Agreement, evaluating the results of related analyses, and making recommendations for management response actions and other items to the Management Committee. Membership of the TWG shall include two representatives from SNWA (Groundwater Resources Division, Environmental Resources Division) and three representatives from the State of Utah (Utah Geological Survey, Utah Division of Air Quality, Utah Division of Wildlife Resources). Each Party, at its sole discretion and cost, may invite such additional staff or consultants to attend, as each deems necessary. To assist the TWG, the Parties may mutually agree to invite a representative of the Nevada and Utah State Engineer’s Office to participate in the TWG. Furthermore, the Parties may mutually agree to invite other non-Party entities to assist and participate in the TWG as deemed necessary or appropriate.
Creation and Purpose. The parties hereby create the Ruedi Water and Power Authority (hereinafter “the Authority”) pursuant to the IGA Statute and specifically the provisions of C.R.S. sec. 29-1-203 and 203.5, which sections shall apply to the Authority as a separate legal entity. The purposes of the Authority shall include the following: (1) To promote, sponsor, manage and direct research on issues pertaining to the protection, improvement, management, development and use of the water resources of the Roaring Fork River and its tributaries. (2) To support and preserve the water resources, systems, and facilities of the Roaring Fork River watershed for the production, transmission and sale of hydroelectric power. (3) To sell, lease or otherwise allocate water supply held by the Authority under contract with the U.S. Bureau of Reclamation to the maximum extent permitted by law. (4) To support, direct, and guide the development, management, and operations of Ruedi Reservoir on behalf of and for the benefit of the Roaring Fork River watershed and the residents of the parties’ jurisdictions. (5) To provide a unified voice for the communities of the Roaring Fork River watershed on issues pertaining to the management and use of the water resources of the Roaring Fork River and its tributaries. Further, and to communicate the interests, priorities, issues, concerns and requirements of the communities of the Roaring Fork River watershed to the U.S. Bureau of Reclamation, the U.S. Fish and Wildlife Service, the State of Colorado, the Colorado River Water Conservation District, Colorado River Basin Roundtable, and/or any other appropriate agencies and authorities. (6) To assist, support, advise, and consult with the parties hereto or with other parties or agencies expressly approved by the parties hereto on issues of river or reservoir management, water diversion, water storage, recreational resources, water quality, riverbed stability, invasive species, hydropower development or other issues connected with the management and use of water resources of the Roaring Fork watershed. (7) To facilitate communication and cooperation between and among the communities, governments, interest groups and businesses of the Roaring Fork River watershed on issues pertaining to the protection, improvement, management and use of the water resources of the Roaring Fork River and its tributaries including.
