Department for Communities. 4.1.1. The Department for Communities has a responsibility to ensure that the Affordable Warmth Scheme meets its aims and objectives and is delivered in partnership with local Councils and NIHE.
4.1.2. The Department undertakes to: ⮚ bid for funding to enable Councils and NIHE to administer the Scheme. Funding to Councils will be provided through NIHE which will transfer agreed funds to each local council on a quarterly basis (the funding model is under review and any revised model will be approved by DoF); ⮚ set a target for referrals which Local Councils will deliver to the NIHE annually and monthly; ⮚ where targets are required to be changed due to budgetary or scheme performance reasons give 2 months’ notice of an increase or decrease of targets; ⮚ provide each Local Council with data detailing the households to be targeted where appropriate; ⮚ provide reporting templates for Local Councils monthly progress reports. ⮚ continually monitor and evaluate the scheme through reporting arrangements with the NIHE and Local Councils; ⮚ provide advice to the NIHE regarding the policy of the scheme as required; ⮚ consider changes that will improve process or impact as the scheme develops; ⮚ carry out a final evaluation of the Scheme post 31 March 2024.

It has a population of 212,000, home to 8,000 businesses contributing almost £4 billion in GVA to the economy prior to the Covid pandemic. The Council area has a strong, established role as an economic driver supporting and contributing to NI’s overall regional competitiveness. The Borough’s sectoral strengths in key areas such as Agri Food, Health and Life Sciences and Advanced Manufacturing are evidenced by the leading global employers located in the area and the economic contribution of the area at an NI level. The Council’s Recovery and Growth Framework (2021) sets out the Borough’s current sectoral proposition and focuses on attracting greater public and private sector investment by driving forward a future vision underpinned by transformation through technology and innovation. The emerging key themes include investing in infrastructure for the future; supporting urban regeneration, rural development, educational training, technological development and developing regional competitiveness. This proposal is focused on the redevelopment of the ▇▇▇▇▇ site in Portadown. A former meat processing plant, it employed over 300 people and was a major economic provider in the area. The site, approximately 6 acres, is close to Portadown Town Centre and is bound by Obins Street and Corcrain Road, and is near Portadown Railway Station, which has undergone recent capital investment. Portadown sits on the River Bann and acts as a regional hub located at the junction of the Belfast to Dublin and Belfast to Newry train lines. With good road links, the area has been and continues to be a popular location for commercial occupiers of both local and multi-national nature.
