Implementation of the Protocol. The Community and Egypt shall each take the steps necessary to implement this Protocol. which comply with the provisions of this Protocol and which on the date of entry into force of the agreement are either in transit or are in the Community or in Egypt or, in temporary storage in bonded warehouses or in free zones, subject to the submission to the customs authorities of the importing State, within four months of that date, of a certificate EUR1 issued retrospectively by the competent authorities of the exporting State together with the documents showing that the goods have been transported directly.
