Promotion to Lieutenant. The position shall be awarded to the most senior individual 183 who has achieved: a) a rating of “satisfactory” or above on their most recent 184 performance evaluation, and b) a passing score of 70% or above on the Wisconsin 185 Certified Fire Officer I exam, and c) a rating of “satisfactory” or above in the 186 “assumption of duties” category of their last performance review, and d) has Wisconsin 187 EMT certification. The written examination will be waived if a candidate has worked at 188 least 1000 hours as a Lieutenant from January 1, 1989 until the date of the posting. Out 189 of grade work shall be documented by the officer in charge of the house at which the 190 work was performed.
Promotion to Lieutenant. Base salary compensation for employees promoting to Lieutenant shall be established at the applicable salary step that will result in a one-step increase of approximately 5% or the first step of the salary range, whichever is greater, when compared to the employee’s rate of pay including longevity pay and educational incentive pay and excluding any and all other additional salary compensation prior to the promotional appointment.

Promotion to Lieutenant. A. Promotions shall be made through determination of qualifications, utilizing a merit system procedure;
B. Fire Department merit system requirements include a written examination, time-in-grade requirements, and a qualifications review by a promotion review board that will submit recommendations to the Fire Chief;
C. Seniority shall be the basis for promotion where the promotion board finds all other merits equal between applicants.
Promotion to Lieutenant. Promotion to the rank of Lieutenant shall be conducted in accordance with the provisions of the Fire Department Promotions Act (Public Act 093-0411, 50 ILCS 742). The VILLAGE's Board of Fire and Police Commissioners shall retain authority to administer the promotional process of fire fighters for the rank of Lieutenant, and nothing in this Agreement shall be construed to limit or abrogate such authority of the Board, except that the exercise of such authority shall be strictly consistent with the requirements of this section and other provisions of the Act and the terms of this Agreement.
a) Employees become eligible to participate in the promotional process following three years of uninterrupted sworn experience on the Northbrook Fire Department; however employees are not eligible to be promoted until the first day of their fifth year of continuous service. Employees wishing to participate in the promotional process to Fire Lieutenant must have Fire Officer I certification (provisional) or an Associate Degree in Fire Science. No applicant for promotion shall be required or requested to submit to a polygraph examination, a psychological test or a test by means of any chemical substance. Upon request, an employee shall be entitled to review his written examination results in accordance with the Act. Methods of grading or scoring the written examination shall also be subject to review provided such review shall be in conformance with the limitations established by contractual obligations the VILLAGE may have with a third party testing organization relating to preserving the third party’s proprietary interest in preserving the security and/or confidentiality of the test questions and scoring key.
b) The placement of eligible candidates on a Lieutenant promotional list shall be based on the points achieved by the candidate on each of the components listed below, with a minimum cumulative score of 70%. Promotion to Lieutenant. Open to police officers and police sergeants only. Police officers and police sergeants must have completed two (2) continuous years as a CLEET-certified officer with the Sand Springs Police Department.
Promotion to Lieutenant. 1) In the event of promotion from Firefighter to the rank of Lieutenant, the Employee will go to Step F of the Lieutenant’s scale. This becomes the Employee’s anniversary of promotion date.
2) On the Employee’s 1st anniversary of their promotion date, they move to Step G.
3) On the Employee’s 2nd anniversary of their promotion date, they move to Step H.
Promotion to Lieutenant. In the event that there is a vacancy which the City intends to fill in the Lieutenant classification, the City agrees to use the process set forth in Section 8.9, provided however, that the fmal selection of the candidate shall be at the sole discretion of the City, upon the recommendation of the Police Chief.

Eligibility for Promotion: Must have five years of service to be eligible for promotion A permanent firefighter who has completed the probationary period on the Weston Fire Department as of the date of the exam must file an application to take an exam at least thirty (30) days prior to the exam.
1.) An outside agency in fire officer testing will administer and correct the promotional exam.
2.) The study guides for the exam will be issued no less than 90 days before any exam.
3.) The exam will consist of 100 multiple choice questions based upon the study guides provided.
4.) Exam will last for three (3) hours.
5.) Two proctors will be present. One from the testing agency, and the other as provided by the Chief.
6.) Passing grade of seventy (70) points must be attained to be considered eligible for promotion.
7.) Testing agency will correct exams on the day of the test. All appeals will be made on the day of the exam.
8.) Within ten (10) days of the exam, the testing agency will provide a list of grades to the Chief of Department. Within 5 days of receipt of the exam scores the Chief of Department will approve and post the Promotional Eligibility List.
9.) The Promotional Eligibility List will be in effect for three (3) years from the date of posting, or if all members are promoted from the list.
10.) If a member on the Promotional Eligibility List is offered and declines promotion, their name will be removed from the current eligibility list.
11.) Consideration for the promotion to the rank of Lieutenant shall be made from the list of passing candidates on the Promotional Eligibility List within thirty (30) days of a vacancy in the Lieutenant rank. Part of this consideration shall include interviews of the candidates by the Chief, and any of his/her designees, at least one of whom shall be from the fire service, in order to better gauge each candidate’s leadership capacity, responsiveness to crisis situations and general overall qualifications. (See Appendix 6.)
Promotion to Lieutenant. Any member of the Department who has served at least one
(1) year in the rank of Sergeant shall be eligible for promotion to the rank of Lieutenant when such vacancy exists within the Department.
A. Each eligible member of the Department shall be given an exam having a maximum possible attained score of one hundred (100) points, distributed as follows:
1. Twenty percent (20%) of the maximum possible one hundred (100) points, or a maximum of twenty (20) points, shall be attributable to an oral exam given by Chief of the Department. This exam shall be given prior to any written exam and shall be posted prior to any other examination being given.
