Rate of Pay on Appointment from Layoff List. When a regular employee is appointed from a layoff list to a position in the same class in which the person was previously employed, the employee shall be paid at the same salary step at which such employee was being paid at the time of layoff. The employee shall begin to accrue vacation and sick leave benefits as if there had been no break in service. The anniversary date of a recalled employee will be adjusted so that the time spent on layoff or in a lower level classification (as a result of a demotion in lieu of layoff) will not count towards merit increases upon recall.
