SAFE STAFFING LEVELS. 13.3.1.1 The Corporation shall negotiate with the Association a mutually agreed upon policy to establish guidelines for the minimum staffing level for apparatus responding to alarms and emergency incidents. 13.3.1.2 The Corporation shall make every reasonable effort to ensure compliance with the minimum staffing guidelines to assure employee safety.
SAFE STAFFING LEVELS. 3.1.1.1 Health unit sites are to staff to demand in all areas according to the relevant indicator of demand for that setting. 3.1.1.2 In most areas of health unit sites this will mean prospectively staffing in accordance with Excelcare projected hours for each shift period (where the system has been implemented) as well as appropriate consideration of known or likely variations expected to patient number or profiles during that shift. In establishing compliance with this system for staffing, actual staffing levels will be matched to the required staffing levels in each patient care area. The relevant definitions and processes for monitoring, compliance and reporting are set out in the protocols contained at Appendix 1. Should a new information system be introduced to replace Excelcare during the life of this Agreement, the protocols will be updated and amended to reflect the language and functionality of that system but preserving the principles of consultation and agreement over change. 3.1.1.3 DH is considering the replacement of Excelcare by the ▇▇▇▇▇▇▇▇▇▇▇.▇▇ - Clinical Practice Support (CPS) or other similar system. There is no final commitment to the replacement of Excelcare or for the use of the alternate system for staffing purposes as at the time of this agreement being reached. 3.1.1.4 The parties will confer further over any proposals to substitute the new system for Excelcare for the purposes of staffing decision-making. If and when there is agreement between the parties to use the new system to replace Excelcare (where it currently exists) as a staffing tool, health unit sites will staff according to the new system. 3.1.1.5 All relevant sites will maintain Excelcare to ensure that units of care and timings are appropriate. Protocols for the maintenance of Excelcare are attached at Appendix 1. The protocols will be used consistently and updated as necessary by further agreement of the parties to ensure that all parties have a continuing confidence in the validity of Excelcare data. 3.1.1.6 Following the decisions of the DH ICT Steering Committee and/or any other relevant approval processes, the parties will meet to discuss an appropriate timeframe for rollout of any new system, initially across the remaining Excelcare sites. 3.1.1.7 Subject to a business case being approved to extend the application of the new system it will be implemented for health unit sites not presently using Excelcare for staffing purposes. 3.1.1.8 If, in the first 12 mon...
SAFE STAFFING LEVELS. 3.1.1 Health unit sites are to staff to meet patient/client demand according to the relevant indicators in the remainder of this clause and appendices 1 – 5. 3.1.2 As a minimum, staffing levels must be in accordance with the provisions of this clause and read in conjunction with the provisions of Appendix ▇, ▇▇▇▇▇▇▇▇ ▇, ▇▇▇▇▇▇▇▇ 3, Appendix 4 and Appendix 5. These appendices set out the details of minimum staffing arrangements for each relevant patient care area. These appendices (excluding Appendix 5) will apply unless further agreement is reached to vary them using the processes established by the Business Rules (refer to Appendix 13). 3.1.3 Health unit sites other than those listed at Appendix 2 are agreed as being minimum staffed health units; that is sites for which staffing levels and mix are unchanging from day to day or by time of the day. In these sites, a minimum of 1 registered nurse/midwife and 1 other nurse/midwife must be on duty at all times. These staff are in addition to the DON/M and the N/NUM roles. 3.1.4 DHW and ANMF have developed Business Rules that support the operation and review of this clause in all relevant patient care areas. The Nursing/Midwifery Hours per Patient Day (N/MHPPD) agreed staff ratios and staff plans as provided in Appendices 2 and 3 will only be amended by agreement of the parties, provided that the business rules are consistent with the provisions of this Agreement. Business Rules review after the commencement of this agreement will only be conducted if a party bound by the agreement can establish a prima facie case for material change. Material change means that staffing levels and/or mix are no longer safe nor appropriate for the type of patient care area to the extent that significant adjustment, by the addition or removal of at least one whole shift, is necessary. 3.1.5 Where the patient care area changes in its clinical/functional/service purpose or location, the parties are required to discuss the need for a Business Rules review. Such reviews will, after 1 January 2023, only take place where either or both parties can establish a prima facie case for material change, as defined in 3.1.4, to staffing arrangements. A mere change in function or location alone will not of itself necessitate a review. Rather the change must require adjustment to staffing levels and/or mix to ensure that they are both safe and appropriate to the new purpose. The parties have agreed that for reasons including employee health, safety and welfare the current staffing ratios and levels as set out in Schedule 2 should be maintained as a minimum for the life of this agreement. 33.2. The MFESB will not make any employee redundant, either by targeted or voluntary redundancy unless otherwise agreed between the parties.

SAFE STAFFING LEVELS. 27.1. Consistent with the Chief Officer’s direction and for reasons including employee health, safety and welfare, the current staffing ratios, locations and levels as set out in Schedule 1 will be maintained as a minimum for the life of this agreement. Accordingly, CFA will employ at all times: 27.1.1. a minimum of 99 employees each shift in accordance with the Chart in Schedule 1; 27.1.2. the number and rank of employees allocated to the number and rank of firefighting positions at all given stations in accordance with the Chart in Schedule 1; 27.1.3. the number and rank of employees allocated to any other position referred to in the chart in Schedule 1. 27.2. Further, the CFA will not make any employee redundant, either by targeted or voluntary redundancy. 27.3. The parties acknowledge the need to increase fire fighting resources and note that the Government is currently considering it’s response to the Victorian Bushfires Royal Commission. In particular, the parties note that the Commission’s final report makes reference, at 10.6.2, to the need to increase the number of career fire fighters and integrated stations. The parties will work with Government to respond to the Board of Reference and the Royal Commission with regard to this matter.
SAFE STAFFING LEVELS. 8.1.1 The level of staffing and the skills mix of staff must enable the Employer. and staff to meet their duty of care responsibilities in providing quality care to people requiring or in receipt of aged care services, especially special needs groups such as those requiring dementia care, palliative care or complex nursing care. 8.1.2 The level of staffing and the skills mix of staff must also enable the Employer to meet their responsibilities under work health and safety legislation and must aim for the promotion of a safe and healthy workplace. 8.1.3 The Employer commits to rostering staff to ensure that any planned leave is covered by other staff and the rostered shifts are backfilled (i.e. Annual leave, Parental Leave, planned personal leave). 8.1.4 Where an employee is absent on unplanned leave, the Employer will make all reasonable efforts to ensure that the shift is covered by offering those hours to part-time or casual employees

  • Staffing Levels To the extent legislative appropriations and PIN authorizations allow, safe staffing levels will be maintained in all institutions where employees have patient, client, inmate or student care responsibilities. In July of each year, the Secretary or Deputy Secretary of each agency will, upon request, meet with the Union, to hear the employees’ views regarding staffing levels. In August of each year, the Secretary or Deputy Secretary of Budget and Management will, upon request, meet with the Union to hear the employees’ views regarding the Governor’s budget request.
