Scope of Committee. The committee may discuss matters of interest to either party and make recommendations to the union and the employer. However, the committee shall have no authority to alter a collective bargaining agreement, to engage in collective bargaining, or to adjust or resolve grievances.
Scope of Committee. The JNCC is authorised to consider and negotiate on all matters specified in Clauses 6.3 and 6.4 of the Recognition and Procedural Agreement.

(5) job descriptions; A special subcommittee may be established to deal with sensitive or confidential matters; and any other provision in which the Committee is referred to in the collective agreement.

The Union and City acknowledge that neither shall use this Committee or any established subcommittee to address any contractual or grievance issues, nor shall these committees have any authority to modify terms of the MOU or meet and confer over bargainable issues. Issues discussed or addressed by the Committee shall not be grievable under the grievance procedure contained in parties’ MOU.
