The Commissioning Procedure clause outlines the steps and requirements necessary to verify that a system or equipment is installed and functioning according to agreed specifications before it is formally accepted. Commissioning Procedure. The Solar PV Project will be declared as commissioned when all equipment as per rated project capacity has been installed and energy from the Project has flown into the grid, which will be verified by a committee/agency identified by SECI/MNRE to witness the Commissioning of the Project. Following is the chronology of the procedure to be followed for commissioning of the Project.
Commissioning Procedure. At the time of commissioning, the Commissioning Committee shall verify compliance of technical parameter of the Project as per Annexure A of the RfS document.
Commissioning Procedure. Capacity of Solar PV Projects:
Commissioning Procedure. 1. Wind Power Developer (WPD) shall give to CTU/PGCIL, State Nodal Agency (SNA), Concerned RLDC and SECI at least thirty (30) days’ final written notice, of the date on which it intends to synchronize the Project to the Grid System. The WPD shall be solely responsible for any delay or non-receipt of the notice by the concerned agencies, which may in turn affect the commissioning schedule of the Project.
2. Wind Power Developer shall ensure that the Wind Turbine Generators (WTGs) have been installed and completed in all aspects and the Project is synchronized to the grid in order for it to be declared as being commissioned. The Project may be synchronized with the grid on WTG-basis.
3. Part Commissioning of Project would be considered subject to the condition that minimum capacity for acceptance of first part commissioning shall be at least 50 MW, without prejudice to the imposition of penalty, in terms of the PPA on the part which is not commissioned. The projects can further be commissioned in parts of at least 25 MW batch size; with last part could be the balance capacity.
4. Early Commissioning of a Project prior to the SCD is permitted on acceptance of power by SECI. In order to facilitate this, WPDs shall inform the concerned agencies and SECI well in advance regarding the date it intends to synchronize the Power Project to the Grid System.
5. Prior to being declared as being commissioned, the Project shall be inspected by the CEIG/CEI (as applicable) and all the approval for all the components, including the wind turbines, along with all annexures/attachments, such as approval of the CEA under Section 68 and Section 164 of the Electricity Act, shall be obtained by the WPD prior to be declared as fit for synchronization of the Project.
6. In line with CERC Order No. 1/14/2015-Reg.Aff.(FSDS-Proced.)/CERC dated 03.03.2017, WPD shall provide data telemetry at the WTG level to the concerned RLDC. Line of confirmation received from RLDC/CTU with regards to above is required Prior to visit for witnessing the commissioning activities.
7. No personnel shall be deputed from SECI for physical verification/ witnessing of the commissioning.
Commissioning Procedure. (This is for Reference Only; the Commissioning Procedure will be guided by as per PPA)
Commissioning Procedure. Hybrid Power Developer (HPD) shall give to CTU/PGCIL, State Nodal Agency (SNA), Concerned RLDC and SECI at least thirty (30) days’ final written notice, of the date on which it intends to synchronize the Project to the Grid System. The HPD shall be solely responsible for any delay or non-receipt of the notice by the concerned agencies, which may in turn affect the commissioning schedule of the Project.
Commissioning Procedure i) At the time of commissioning, the Commissioning Committee shall verify compliance of technical parameter of the Project as per Annexure A of the RfS document.
ii) SPDs shall give to the Buying Entity / REMC Ltd. at least 60 (Sixty) Days advance preliminary written notice and at least 30 (Thirty) Days advance final written notice, of the date on which it intends to synchronize the Power Project to the Grid System. The SPD shall be solely responsible for any delay or non- receipt of the notice by the concerned agencies, which may in-turn affect the Commissioning Schedule of the Project.
iii) A Solar PV Project will be considered as commissioned if all equipment as per rated project capacity has been installed and energy has flown into thegrid.
iv) SPD shall ensure that the equipment up to the rated Capacity has been installed and completed in all respects before the Schedule Commissioning Date. The same shall be verified by the Committee during their visit to the Project and documented as per prescribedformat.
Commissioning Procedure. The commissioning procedure shall be the applicable installer taking the steps set forth in the *** On Aircraft Test Plan *** or the *** On Aircraft Test Plan *** to verify the system is connected to the Service. *** Confidential treatment requested.
Commissioning Procedure. (a) PPP Co. will give to the Authority’s Representative and the Independent Tester twenty (20) Business Days’ notice in writing of the date when it will be ready to commence activities under the Final Commissioning Programme in respect of each [Project Facility]. Such activities will only be considered to be ready to commence when the Relevant Designer and the Design Checker (where relevant) have confirmed to PPP Co., in accordance with Part 3 (PPP Co.’s Certification Procedure) of Schedule 6 (Certification Procedure), that the relevant part or parts of the Works are ready for the Tests on Completion to be performed. The Authority’s Representative and the Independent Tester will be entitled to attend all such activities and PPP Co. will notify the Authority’s Representative and the Independent Tester of the time and place for the carrying out of such activities. On successful completion of the activities described in the Final Commissioning Programme in respect of each [Project Facility], PPP Co. shall supply the results of all of the relevant tests, commissioning and inspections to the Authority’s Representative in accordance with the Review Procedure, and to the Independent Tester, within five (5) Business Days of completion of the relevant tests, commissioning and inspections.
(b) The Independent Tester will, within ten (10) Business Days of the later of:
(i) any inspection made pursuant to this Clause 13.3 (Commissioning Procedure); or
Commissioning Procedure. At a minimum, Developer’s sample testing and commissioning plan shall cover:
a. measurement and recording of voltage-open-circuit of every source circuit;
b. performance of inverter startup tests as specified by the inverter manufacturer in the inverter operation manual;
c. measurement of AC power and comparison to predicted power based upon estimated irradiance level;
d. performance of loss of grid test and verification of five minute delay upon restoration of the grid; and
e. measurement and recording of Imp of every source circuit, measured at each combiner box (source circuit measurements should be done under uniform irradiance conditions and the time of the first and last measurements taken at each combiner box should be recorded).
