INTENT AND PURPOSE OF AGREEMENT. 1.01 It is the intent and purpose of this Collective Agreement which has been negotiated in good faith:
(a) To establish collective bargaining relations between the Company and the Union and set forth the conditions of employment to be observed by the Company and the Union.
(b) To provide an orderly procedure for the equitable disposition of grievances.

These authorities include but are not limited to 23 U.S.C. 114, under which the Secretary has the right to conduct such inspections and take such corrective action as the Secretary determines to be appropriate. This Agreement carries out 23 U.S.C. 106(c)(3), which requires FHWA and the State DOT enter into an agreement relating to the extent to which the State DOT assumes project responsibilities pursuant to section 106(c). This Agreement also documents certain oversight activities that FHWA and the [State name DOT/STA abbreviation] will use to efficiently and effectively deliver the FAHP.

C. Develop consistent policies and procedures for managing urban growth and development within the Urban Reserve.
D. Minimize impacts to property owners, local governments and service providers related to the transition of property from within the Urban Reserve to within the Urban Growth Boundary.
