Detailed Service Requirements. The sections following specify the services required and outputs expected in respect of the various tasks that might be performed under this Framework Agreement. These are not detailed because the specification is output based rather than being prescriptive. The Tenderer will be able to use their own skills, experience and judgement in deciding how the Environmental and Sustainability Advice, Support and Delivery Services are to be performed, in conjunction with any Customer specific requirements. POLICY / TECHNICAL ADVICE (LOTS 1-7) To achieve in this lot the Tenderer would be expected to assist the Customers (including all Public Bodies and Local Authorities) in all matters relating to the preparation and understanding of all instructions and directives emanating from whichever source. These could be: - Formulation of National and European legislation and regulations Interpreting Statutory Instruments for the Devolved Administration and Local Authorities Technical Standards Ministerial Briefings Parliamentary Questions Reporting Obligations Specification Drafting The above examples are not exhaustive. It is imperative that the Tenderer is up to date with Political Sensitivities, Policy Advice, European Directional Considerations and all matters relating to Technical Developments, advancements and direction. There are times when Tenderers may be required to be a forward thinker, leading and developing the considerations not with retrospective consideration, but with ground breaking advice and leading towards the future for whichever subject matter bid for. Additional areas which the Tenderer would need to be able to offer advice would emanate from:- Strategic Environmental Assessments Sustainability Appraisals Impact Assessments Environmental Action Plans Assessment of Sustainability LOT 3 – POLICY AND TECHNICAL ADVICE – CLIMATE CHANGE The following are examples of services that the Authority requires the Tenderer to offer to Customers. This list is guidance and is not exhaustive. It should be considered in conjunction with the Scope found within the introductory paragraph relating to Policy / Technical Advice and Climate Change. Advice and preparation of project briefs. Advice on contingency and emergency planning in relation to climate-related incidents. In general the provider will develop a flexible service using their professional expertise to meet outputs but which represents good value for money for the Authority However as the service is required to dovetail with the offender management procedures some prescribed processes are laid down within this specification. recruit a sufficient number of suitable volunteers mentors to meet the service delivery targets. Mentors will be recruited from a diverse range of backgrounds, experience, age and gender, and will reflect the cultural diversity of the offending population. Mentors may be ex-offenders deemed suitable by the provider for this role. However the Authority will retain the final decision on their appointment. deliver a fit for purpose volunteer mentor training package to all volunteers (at no charge to the volunteer).prior to them working with offenders. provide specialist training for those mentors working with key target groups offenders (offenders with DRR, ATR and female offenders) - see Part B 4.1 provide for the support, supervision and management of the mentors; seek to minimise risks for mentors and maintain good health and safety practices throughout the service. accept referrals from Authority’s offender managers or the Integrated Offender Management team in respect of individual offenders; adhere to the following procedures:- on receipt of referrals, consider the risks associated with the offender and carefully match the offender to a suitable mentor. The provider will acknowledge receipt within 3 working days to the referrer. within 14 days, forward details of the offenders/mentors match to the offender manager or where no suitable match is found outline the reasons and identify steps to meet the need. Arrange for the mentor to attend an initial meeting with the offender manager, and offender.
