Goals and Outcomes. The Goals in this agreement are the high-level, intended results towards which the Partnership’s efforts are directed. The Outcomes related to each goal are the specific, time-bound and measurable targets which directly contribute to the achievement of the goal(s). This work will require effort from many, including all levels of government, academic institutions, non-governmental organizations, watershed groups, businesses and individual citizens. Local government will continue to play a unique and critical role in helping the Partnership realize this shared Vision for the Chesapeake Bay. Signatories will participate in achieving the Outcomes of this Agreement in the manner described in the “Management Strategies Development and Implementation” section. While the Goals and Outcomes are described by separate topic areas, the signatories recognize that they are interrelated. Improvements in habitat and water quality lead to healthier living resources. Environmentally literate citizens are more engaged stewards of the Chesapeake Bay’s healthy watersheds. Better water quality means swimmable, fishable waters for Bay residents and visitors. Increased public access to the Bay inspires people to care for critical landscapes and honor the region’s heritage and culture. Healthy fish and shellfish populations support a vibrant economy for a spectrum of fishing-related industries. The signatories recognize that all aspects of the ecosystem are connected and that these Goals and Outcomes support the health and the protection of the entire Bay watershed. As the signatories identify new opportunities and concerns, Goals or Outcomes may be adopted or modified. Any changes or additions to Goals will be approved by the Executive Council. The Principals’ Staff Committee will approve changes or additions to Outcomes, although significant changes or additions will be raised to the Executive Council for approval. Proposed changes to Goals and Outcomes or the addition of new ones will be open for public input before being finalized. Final changes or additions will be available on the Chesapeake Bay Program’s website.

1. Total number of beds-total number of beds available each month for each household type.
2. Total unique households served-the total number of households served each month.
3. Total households entering shelter-the total number of new households who entered the shelter each month.
4. Total households exiting-the total number of households exiting to any destination (by HMIS disposition codes) each month.
5. Total households exiting to a permanent housing destination (by HMIS disposition codes) each month. Permanent housing may include private, unsubsidized housing; subsidized housing; permanent supportive housing; or housing shared with friends or family in a sustainable living situation (one that should not be categorized as “temporary”). Permanent housing does not include shelter, a transitional housing program, jail or prison, or a treatment facility.
6. Average length of shelter stay in days for all households exiting the shelter to any destination-the average number of days from entry into shelter to exit to any destination each month (add together the total number of days that each household who exited that month from date of shelter entry to date of exit divided this sum by the total number of households who exited each month).
7. Average length of shelter stay in days for all households exiting to a permanent housing destination-the average number of days from entry into shelter to exit to permanent housing each month (add together the number of days that each household who exited to permanent housing that month from date of shelter entry to date of exit divided by the total number of households who exited to permanent housing each month.
8. Total household stayers (those households who entered in previous months and did not exit this month)-total number of households who entered in previous months who did not exit that month.

As a result of residing at ▇▇▇▇▇ Guest Home and participating in our full range of activities, we expect each individual will experience an enrichment of life. Realizing the vision of a healthy and vibrant Chesapeake Bay Watershed will require a greater degree of collaboration than has been seen before, the Partners recognize that the Goals outlined herein will not be achieved without the support and involvement of those working at the local level, including local governments, businesses, schools and universities, watershed organizations, individual citizens and others. Therefore, the Partners commit to support local implementation of actions consistent with the Goals outlined herein and more specifically with the Outcomes developed by the Principles Staff Committee. Sustainable Fisheries Goal: Restore, enhance, and protect the finfish, shellfish and other living resources, their habitats and ecological relationships to sustain all fisheries and provide for a balanced ecosystem in the watershed and bay. MB recommend draft goal to PSC with no changes. Blue Crab Outcome: Maintain sustainable blue crab population based on the current 2012 target of 215 million adult females (1+ years old) and continue to refine population targets between 2013 through 2025 based on best available science. Oyster Outcome: Restore native oyster habitat and populations in 20 tributaries by 2025.
