Surveys and Questionnaires. Section 1. The Agency recognizes that it is in its interest to have Union support for surveys of bargaining unit employees.The Agency shall not conduct surveys without providing the Union an opportunity to review and comment on the questions and related issues.The Union will be provided an advance copy of any survey prior to distribution. Section 2. Surveys shall be conducted on the employee’s duty time. Section 3. The Union shall be provided with the geographical/organizational distribution of surveys which are distributed on a random sample basis. Section 4. When possible, the Union shall be afforded an opportunity to review and comment in advance on any publication based on or derived from survey results. Section 5. If feasible, the Union shall be provided a copy of survey results at the same time they are distributed to the corresponding level of the Agency. Section 6. Participation in surveys shall be ▇▇▇▇▇▇▇▇▇.▇▇ assure the anonymity of survey comments, employees shall have reasonable access to a computer. Section 7. The Union representative shall participate in all debriefing and action planning sessions involving employees including, but not limited to, the Survey Feedback Action (SFA).

Surveys and Questionnaires. The Department will not communicate directly with bargaining unit employees through verbal or written surveys and questionnaires regarding conditions of employment without prior notification to the Union and bargaining where appropriate. This includes all questionnaires and surveys from all other agencies. Nothing in this section precludes the Union from the right to bargain over conditions of employment under the 5 USC Chapter 71. Participation in surveys will be voluntary, unless the parties agree to require participation. Employees will be assured that their responses will be confidential and their anonymity protected, unless the parties agree otherwise. The results of surveys conducted by either party regarding conditions of employment will be shared. If a third party conducts a survey and the results are distributed to the Department, the results will be shared with the Union.

Surveys and Questionnaires. 5.6.1 When Western requires bargaining unit employees to participate in a survey, either verbally or in writing, regarding conditions of employment, it will do so only after notification and agreement with the Union. This includes surveys from other agencies and/or entities. If a survey is voluntary, the Union will be notified but no agreement is required. 5.6.2 The results of surveys conducted by either party regarding conditions of employment will be shared. If a third party conducts a survey and results are distributed to Western, the results will be shared with the Union. (Sanitized data from dispatcher wage surveys, i.e., data which is not identifiable by utility name, will be released to the union upon request.)

The Employer shall provide the Union with an advance copy of all questionnaires/ surveys intended for Bargaining Unit Employees. Section 3. Any questionnaire/survey conducted of Bargaining Unit Employees shall be done on duty time. Section 4. The Employer shall provide appropriate procedure for the Bargaining Unit Employee to return the questionnaire/surveys. Section 5. The Union will be provided a copy of the results/summary/overview of the questionnaire/survey when received by the Employer. Section 6. Participation in questionnaires/surveys, either written and/or verbal, by Bargaining Unit Employees, shall be handled in accordance with Article 7 of this Agreement.

B. Membership of the committee on surveys, questionnaires, tests, and any other types of inventories shall include educational officers from the school, district, and state levels. Selection of representatives shall be collaboratively determined by the Union and the Employer.

Participation in surveys will be voluntary, unless the parties agree to require participation. RNs will be assured that their responses will be confidential and their anonymity protected, unless the parties agree otherwise. C. Reasonable time required to complete surveys shall be afforded to the RNs on duty time. D. The results of surveys conducted by either party regarding conditions of employment will be shared. If a third party conducts a survey and the results are distributed to the VA, the results will be shared with the UAN.
