Automated Debris Management System. The Contractor shall provide a paperless, electronic (handheld device) Automated Debris Management System (ADMS) to create load tickets automatically; eliminating the need for hand written tickets. Preferable features to the Contractor ADMS include a sharable database accessible to County and debris removal contractor, plus GPS or GIS mapping technology. Automated load tickets must capture required information per FEMA 327 guidelines.

Automated Debris Management System. The Contractor shall be responsible for providing and operating an automated debris management system (ADMS- pronounced “▇▇▇▇▇”). The required ADMS is a tool provided, operated and maintained by the Contractor to validate, document, and certify the characteristics of debris including volume, type, point of origin, and disposal location. The Contractor shall provide all necessary hardware and software to support this requirement. The minimum specifications for an automated debris management system to be utilized in the off island disposal of debris must meet the following performance characteristics: a. The system must generate an electronic load ticket at the point of debris loading into the transport container. At a minimum, the system must produce a load ticket exhibiting the following characteristics:  Allow creation of point of origin load data only when position is known and credentials have been authenticated;  Automatically record date and time and other relevant point of origin data;  Systems writes point of origin load data using encrypted storage algorithms;  Records work order number;  Documents ticket/tower personnel credentials with point of origin load data;  Acknowledge successful data capture; and,  Record digital images of debris, location, and/or other images selected by user. b. Duplicate databases for internet and Government use. c. Only two elements of the traditional debris paper load ticket (debris type and load call) are manually entered. d. Uses GPS & GIS technologies to automatically determine the most direct haul route from loading site to disposal site and records mileage. e. Evaluation of daily event status, production information, and performance information using web‐based reporting, off the shelf software, and GIS tools. f. Coordination of Contractor invoices, FEMA documentation and applicant payment processes enabled thru an integrated database management system. g. The ticket/tower applications at a minimum must include:  Ticket/tower monitor electronic registration  Generate, document, track, and manage unique encrypted identification data for employed personnel  Link designated ticket/tower personnel roles to a specific mission  The ability to edit ticket/tower personnel roles i.e., create, update and delete  Assign and track equipment used in debris hauling and reduction  Store ticket/tower personnel contact information relative to the mission  Track and Manage ticket/tower personnel role and status  Reje...

  • STATEWIDE CONTRACT MANAGEMENT SYSTEM If the maximum amount payable to Contractor under this Contract is $100,000 or greater, either on the Effective Date or at any time thereafter, this section shall apply.   • Quality Management System Supplier hereby undertakes, warrants and confirms, and will ensue same for its subcontractors, to remain certified in accordance with ISO 9001 standard or equivalent.   • Financial Management System Subrecipient shall establish and maintain a sound financial management system, based upon generally accepted accounting principles.   • Traffic Management 9.2.1 During the Operating Period, Developer shall be responsible for the general management of traffic on the Project. Developer shall manage traffic so as to preserve and protect safety of traffic on the Project and Related Transportation Facilities and, to the maximum extent practicable, to avoid disruption, interruption or other adverse effects on traffic flow, throughput or level of service on the Project and Related Transportation Facilities. Developer shall conduct traffic management in accordance with all applicable Technical Provisions, Technical Documents, Laws and Governmental Approvals, and in accordance with the Traffic Management Plan. 9.2.2 Developer shall prepare and submit to TxDOT and the Independent Engineer for TxDOT approval a Traffic Management Plan for managing traffic on the Project and Related Transportation Facilities after the commencement of traffic operations on any portion of the Project, addressing (a) orderly and safe movement and diversion of traffic on Related Transportation Facilities during Project construction, (b) orderly and safe movement of traffic on the Project and (c) orderly and safe diversion of traffic on the Project and Related Transportation Facilities necessary in connection with field maintenance and repair work or Renewal Work or in response to Incidents, Emergencies and lane closures. Developer shall prepare the Traffic Management Plan according to the schedule set forth in the Technical Provisions. The Traffic Management Plan shall comply with the Technical Provisions and Technical Documents concerning traffic management and traffic operations. Developer shall carry out all traffic management during the Term in accordance with the approved Traffic Management Plan. 9.2.3 Developer shall implement the Traffic Management Plan to promote safe and efficient operation of the Project and Related Transportation Facilities at all times during the course of any construction or operation of the Project and during the Utility Adjustment Work. 9.2.4 TxDOT shall have at all times, without obligation or liability to Developer, the right 9.2.4.1 Issue Directive Letters to Developer regarding traffic management 9.2.4.2 Provide on the Project, via message signs or other means consistent with Good Industry Practice, non-Discriminatory traveler and driver information, and other public information (e.g. amber alerts), provided that the means to disseminate such information does not materially interfere with the functioning of the ETCS.
