Selection Factors. The merit review ratings shall provide a rank order to the Selecting Official for final funding recommendations. The CRCP competition manager may make recommendations to the Selecting Official applying the selection factors below. The Selecting Official shall award in rank order unless there is justification for selecting a proposal out of rank order based upon one or more of the following factors: 1. NOAA may select all, some, or none of the applications, or part of any application, ask applicants to work together or combine projects, defer applications to the future, or reallocate funds to different funding categories, to the extent authorized. Applicants may be asked to modify objectives, work plans or budgets, and provide supplemental information required by the agency prior to the award. The exact amount of funds to be awarded, the final scope of activities, the project duration, and specific NOAA cooperative involvement with the activities of each project will be determined in pre-award negotiations among the applicant, the NOAA Grants Office, and NOAA program staff.
