Supporting Narrative. The Comprehensive Safety Action Plan will explore multimodal mobility investments to provide safe connectivity and accessibility for all residents, including our disabled community. The Plan will also explore connectivity with adjacent communities, including those in disadvantaged tracks, with populations that commute to and through Fishers. Although Fishers does not have any Disadvantaged Community Tracts, it is located near Disadvantaged Community Tracts in Indianapolis. Tracts 2206 and 3307.02, both Disadvantaged Communities, are located just five miles south of Fishers’ 96th Street border. Additionally, Census Tract 2201.06, a Historically Disadvantaged Community, is only one mile south of the 96th Street border. These communities will benefit from Fishers transportation safety improvements, as many Indianapolis residents work in and use Fishers amenities.

1. Efforts to strengthen the Security and Resilience of Critical Infrastructure against both Physical and Cyber Threats.
Supporting Narrative. This is a planning project and while planning itself does not produce actions that improve racial equity or reduce barriers, the plan can address actions that could improve equity and reduce barriers to opportunity. Lincoln County is not particularly diverse racially and the towns and rural areas do not have racial or ethnic communities or neighborhoods. Our primary concerns are supporting the creation of good paying jobs such as those typically represented by unions such as those in the industrial area which the Freight Rail component of this planning project is addressing and providing transit to work sites and health care for those for whom automobile dependence is a barrier (aside from the environmental concerns with individual drivers). The Recipient is planning to coordinate with construction projects resulting from this planning project to incorporate ▇▇▇▇▇- ▇▇▇▇▇ requirements and require proof of contacting women, minority, and veteran owned businesses for bidding opportunities as a prime or sub-contractor. 1. Efforts to strengthen the Security and Resilience of Critical Infrastructure against both Physical and Cyber Threats.
Supporting Narrative. The MPO will consider climate change and environmental justice as part of the Action Plan. There will be no construction activities as part of this Action Plan project.
Supporting Narrative. The County recognizes that equity is deeply tied to multimodal transportation, specifically access to safe biking and walking infrastructure, with projects in disadvantaged areas being prioritized. This allows for transportation choices and access to opportunities for people of all income levels, backgrounds, and abilities. This project will evaluate vulnerabilities and propose new or improved walking and biking facilities to promote positive impacts to the transportation disadvantaged and historically underserved communities in the County, including the communities that meet this criterion, known as West Augustine and Hastings. Utilizing census data and the USDOT Equitable Transportation Community (ETC) Explorer and cross-referencing the locations of crashes, specifically looking at pedestrian fatalities and serious injuries, will highlight those areas in disadvantaged communities where safety improvements are critical for disproportionately affected users. Focus areas will be adding sidewalks, trails, protected crossing locations, and accessibility to transit. As part of the broad efforts made under this grant award to improve racial equity and reduce barriers to opportunity, the County will consider the following three approaches during the safety action plan development to better understand how projects may improve access to underserved populations:
