Alternatives Analysis. The Authority, with FRA approval, will conduct an Alternatives Analysis (AA) in each Section to help identify the alignments and station locations to carry forward in the environmental review. The AA process will define potentially reasonable and feasible project alternatives, design options, and station locations that can meet the NEPA Purpose and Need and CEQA project objectives while avoiding or minimizing environmental impacts. Nothing in this Agreement shall preclude the consideration or further study (and associated funding under this Agreement) of any reasonable alternative(s) to complete the CHSTP, including reasonable alternative(s) outside the currently identified Section(s) set forth above and elsewhere in this Agreement as is appropriate under either NEPA or CEQA. (The AA process is under way in all seven Sections and activities undertaken in developing the alternatives analysis after the effective date of this Agreement are potentially eligible under this Statement of Work.)2
Alternatives Analysis. ▇▇▇▇ & Peers will analyze trip generation estimates for two additional project alternatives (in addition to the No Project analysis). These project alternatives are assumed to be lower intensity alternatives, so no additional intersection LOS and project impact analysis will be prepared. However, their effects on the potential for project impacts will be qualitatively discussed and a brief written summary will be provided.
Alternatives Analysis. The design of the Ash Monofill Sideslope Closure will include an initial analysis of alternative final cover systems. The alternative cover systems typically include exposed geomembrane cover (EGC) closures and long-term temporary covers, which have capital and operational cost savings. The CONSULTANT shall prepare a technical memorandum that presents traditional closure design in accordance with Rule 62-701, FAC and two alternative closure systems that have been approved in Florida through the use of alternate procedures. The alternatives analysis will present the costs, benefits, regulatory implications, operational considerations, and long-term maintenance associated with the alternative closure systems. The analysis will be summarized in a memorandum that will be prepared in parallel with the Conceptual Design.

Alternatives Analysis. The alternatives analysis included seven alternatives, including the no- action alternative, for achieving the stated Cleanup Objectives. The alternatives selected for consideration were pre-screened for general appropriateness in addressing the site-specific environmental issues, including the type of COCs and the type and extent of impacted media. The analysis was comprised of four primary factors – technical effectiveness, treatment time, cost, and impact to present and planned site uses. The technical effectiveness criterion took into account the treatment mechanism, implementation, and practicability for the site-specific conditions.
Alternatives Analysis. Preliminary Alternative Analysis (within 4 months of NTP)
Alternatives Analysis. The Consultant will assist the Department in developing feasible alternatives (including corridors and meaningful implementation segments) resulting from the initial alternatives to a level of detail sufficient to allow for evaluation based on the MM criteria. The development of alternatives should attempt to balance functional integrity (mobility, accessibility, and safety) and environmental context within the project area.
Alternatives Analysis. Consultant will prepare a project alternatives analysis report demonstrating that the proposed project avoids, where practicable, waters of the United States (including wetlands) as per the U.S. Environmental Protection Agency Clean Water Act, Section 404(b)(1) Project Alternatives Analysis Guidelines. The Alternatives Analysis will also provide documentation of how the project has been minimized where impacts to jurisdictional waters are unavoidable on site to reduce impacts. USACE and RWQCB regulations require that only the Least Environmentally Damaging Practicable Alternative can be authorized. Upon District approval, Consultant will provide the analysis report and required documentation to the USACE and RWQCB for review and approval.
Alternatives Analysis. Roadway and pedestrian improvement alternatives analysis were completed under a previous contract. No additional alternatives analysis will be performed under this scope of work.
