Project Tasks. Project Tasks. Kickoff Meeting and Site Visit. This initial task will involve a meeting with the WRNF and the Prime Consultant’s project team. At this meeting the process, scope, and schedule will be discussed and revised as needed. Lines of communication will be established and information will be exchanged as appropriate. This first meeting should also include scheduling field reviews of the project area. The purpose of onsite field reviews will be to orient the project team to the purpose and need for the project, the proposed action, prior project planning in the area, and resource issues.
1. Analysis and preparation of an Environmental Assessment (EA). The following steps are included: Purpose and Need. In coordination and discussion with the Project Manager (WRNF), a project need will be developed and a project purpose statement prepared. This task will include review of previous studies, identification of project benefits, and validation of the project design criteria.
Project Tasks. The Provider shall perform, at a minimum, the following environmental services at the discretion of the GLO:
1. Develop standard operating procedures (SOP) regarding environmental services to be performed by Provider and submit such procedures to the GLO for approval. Provider shall revise SOP as necessary throughout the term of the Contract.
2. For each CDBG-DR/CDBG-MIT activity, determine the level of environmental review required—i.e. Exempt; Categorical Exclusion Not Subject To 24 C.F.R. 58.5 (CENST); Categorical Exclusion Subject To 24 C.F.R. 58.5 (CEST); Tiered/Broad and Site Specific Environmental Reviews; Environmental Assessment (EA); Re-evaluations; and/or Environmental Impact Statements (EIS), if needed.
3. Perform environmental review(s) of an assigned CDBG activity based on the required level of environmental review determined in Project Task 2, above.
4. Prepare, publish, produce, and/or review the environmental clearance documents for the Environmental Review Record (ERR) based on the performance of Project Tasks 2 and 3, above.
5. If preparing and conducting an environmental review or Re-evaluation, provide all documentation to support the environmental findings and environmental clearance as described in 24 C.F.R. part 58, which may include, but is not limited to, the following:
a. Environmental review documentation for an activity that is exempt or categorically excluded not subject to 24 C.F.R. 58.5, including activity description, written determination supporting exemption or exclusion, and any other supporting documentation, as required by the GLO, and in HUD’s most recent format (▇▇▇▇▇://▇▇▇.▇▇▇▇▇▇▇▇▇▇▇.▇▇▇▇/resource/3141/part-58-environmental-review- exempt-or-censt-format/);
b. Project Tasks. Commonwealth Agencies shall initiate all Project Tasks, and the UNIVERSITY shall conduct all Project Tasks, through Purchase Orders. All terms and conditions of this Agreement shall apply to Purchase Orders. The UNIVERSITY shall provide the Commonwealth Agency with all research, products, activities and services as specified in the Scope of Work and in accordance with the terms and conditions of this Agreement and its exhibits and attachments.

Form a working group: The working group will assess the sources of trash and organic sources of pollution in this stretch of the San Gabriel River, develop strategies for reducing trash and pollution, and provide input on where to locate the educational panels. The goal is for the working group to meet monthly and develop a best management practices manual that will be made available to public agencies and other stakeholders (see project task 4 below).
