The County agrees to furnish the Union, twice per year, one copy of the following for employees in the bargaining unit: a) Names, addresses, classification titles, work locations, and County employee identification numbers. b) List of Employees by Seniority (on a yearly basis and including date of hire in the County service as well as date of hire or status date in the classification). c) Once every six months, a list of new bargaining unit employees hired during the previous six months. 5. The Department shall notify the Union of scheduled County sponsored employee orientations and allow the Union to set up a table in the area of close proximity to the location of the orientation with the permitted building rules on the day of scheduled orientations for informational purposes only. 6. The County will provide the Union, on a bi-weekly basis, a report which lists all dues deductions taken for the pay period, as well as a separate report listing employees whose dues deductions were not taken for the pay period due to the employee being in a no pay status as a result of insufficient funds or having been placed on a leave of absence status. Upon return to work/paid status, the employee’s dues deduction shall automatically resume unless canceled. Notice of cancelation shall come from the Union via the established dues transmittal. 7. In an effort to ensure proper training for Union Stewards in the administration of the contract, the County will allow up to four (4) stewards, twice a year, to attend two (2) day training sessions provided by the Union without loss of pay, for no more than four (4) days released. SERVICES TO THE UNION. A. The County shall furnish the Union a copy of all written rules and regulations pertaining to employer-employee regulations, including but not limited to: County Administrative Orders, Personnel Rules, Civil Services Rules, Division Operational Procedures, Special Orders, General Orders, Bulletins, Training Notices, Videos, and other available material regularly distributed to members of the bargaining unit. B. The Union shall be permitted to utilize the Division "inter-office mail system" and make attachments to the paychecks. The Union will submit material to be placed in the "inter-office mail system" or attachments to the paychecks, to the County within a reasonable time prior to the mail going out or the paychecks being distributed. The mail and attachments to be distributed will be informative to the members. Management may, however, ask the Union for assistance in making those attachments to the paychecks. C. This Agreement shall be printed and supplied to the Union. The Union will receive twenty (20) copies, and one (1) copy to all work locations, by the County, within sixty (60) working days following ratification, at no cost to the Union. D. SERVICES TO THE UNION. 3.1 The City shall furnish the Union office a copy of all current or subsequently amended written rules or regulations pertaining to employer-employee relations: Police Department Rules and Regulations, Civil Service Rules, City and Police Department Policy and Procedures and Amendments, Police Pension Actuarial Report, Board Agendas and Minutes, Civil Service Board, and Citizen Review Board Agendas and Minutes, Police Department Supervisors' Duty Manual, Special Orders and similar material distributed to members of the bargaining unit. 3.2 Union representatives shall be allowed to communicate official Union business to members in non-work areas. 3.3 The City shall provide the Union a copy of a classification position control roster, which includes names, steps and grades, and present addresses of bargaining unit members, upon written request of the Union. 3.4 The Union shall hold a contract orientation meeting at each scheduled recruit class during the OPD orientation, at a time mutually agreed upon, with the Chief of Police or the Chief of Police’s designee. 3.5 Upon request, work schedules (for every unit that has one), employee rosters, Department e-mail addresses and assignment changes will be forwarded to the Union, in electronic format if available.

SERVICES TO THE UNION. ‌ 41.1: The City will furnish to the Union one (1) hard copy and one (1) electronic copy each of all written rules, regulations pertaining to all employer-employee relations, including but not limited to: a) City Administrative Orders; b) Personnel Rules and Manuals; c) Department Administrative Orders and any such General Orders affecting wages, hours, and working conditions. 41.2: The City will furnish the Union, on a semi-annual basis, a complete roster of the Bargaining Unit, including name, rank, present assignment and current pay scale. The City will also provide a supplemental listing of all Bargaining Unit new hires and terminations each pay period. 41.3: The City will furnish the Union 20 copies of the collective bargaining agreement as soon as it is printed. 41.4: The City will provide the Union one (1) bulletin board up to l6" x 33" in a mutually agreeable, appropriate place for the display of appropriate Union literature, correspondence and notices. The names and telephone numbers of the Union Officers and Business Agent may also be displayed. All material posted by the Union will be identified as "Union Notices" In addition, the City will allow appropriate Union Notices, subject to approval by the Chief of Police, to be sent electronically to bargaining unit members via the City’s e-mail system Administrator. 41.5: One designated PBA representative, when on duty and when organizationally feasible, shall be allowed time off with pay to attend any regular or special meetings of the City Commission at which matters affecting Bargaining Unit members are to be discussed or acted upon.

Quarterly, the Employer will provide the Union with an electronic copy of the job title, department, ▇▇▇▇▇▇ ID, badge number, position, name, job code, pay rate, annual pay rate, FTE, pay grade, pay step, shift, work schedule, union code, union name, union membership status, job status, status description, hire date, adjusted hire date, anniversary date, exempt or hourly, supervisor name, union dues by individual, PEOPLE contributions by individual, process level, work phone, work email, and termination date for unit and salaries of all employees in the bargaining unit. With written authorization from the employee, the Employer shall provide addresses and phone numbers. B. The Trust agrees to notify the Union within a reasonable period of time and whenever possible within thirty (30) days prior to any public hearing in which personnel matters, relative to this Bargaining Unit, are to be the subject of discussion. C. Special conferences for important matters will be arranged between the Union President and the Director of Employee/Labor Relations, or their designated representatives upon request of either party. Such meeting shall be between at least two (2) representatives of the Trust and at least two (2) representatives of the Union. Arrangements for such special conferences shall be made in advance and an agenda of the matters to be taken up at the meeting shall be presented at the time the conference is requested. Matters taken up in special conferences shall be confined to those included in the agenda. E. The Trust, upon written request, will provide the Union, at no cost, one (1) set of labels per calendar year containing the names and work location of bargaining unit employees. Any additional requests for labels shall be paid for by the Union.
SERVICES TO THE UNION. A. The Sheriff shall furnish the Union and bargaining unit members via intranet a copy of all policies and procedures pertaining to employer-employee regulations. Each Fire Station, Fire Prevention Branch, Fire Rescue Administration, Logistics Warehouse, and Training Branch of the Department shall have access to a complete electronic copy of the policies and procedures manual and it will be available for inspection. B. The Union may place bulletin boards in places mutually determined by the parties and approved by BSO. BSO will purchase the bulletin boards to meet reasonable BSO specifications. Bulletin boards are to be used as a means of communication to members of the Union. Items posted on the bulletin boards must be written on Union letterhead and signed by a Union official. The Union acknowledges that while the bulletin boards are for utilization by the Union, they are nonetheless housed on BSO property and the use of the bulletin boards by the Union must be reasonable, consistent with BSO policies and procedures and consistent with applicable laws. C. This Agreement shall be printed and supplied to the Union. The Union will receive fifteen (15) copies, and one (1) copy to each fire station, by the Sheriff within sixty (60) working days following ratification, at no cost to the Union. D. Each Fire Station, Fire Prevention Branch and Training Branch of the Department shall have a complete Sheriff’s Policy Manual via intranet accessible by station personnel who shall be responsible for the knowledge of its contents applicable to Fire Rescue employees. Employees disciplined as a result of failure to adhere to the rules and regulations in the Sheriff’s Policy Manual shall have the provisions in the Grievance and Arbitration Procedure Article available to them. E. The Sheriff will provide and maintain the following reference materials via electronic version when available at all Fire and Rescue Stations as designated below, including, but not limited to: 1. Sheriff’s Policy Manual (SPM) via intranet. 2. International Fire Service Training Association (IFSTA) manuals for all fire stations. 3. An updated copy of the EMS protocols and paramedic manual for all ALS units. F. An additional selection of reading materials and training aids will be maintained and upgraded in the Training Division/Bureau and will be available to employees upon request. G.
