It is essential that the IEB team have the following expertise and/or experience: Experience evaluating research-based organisations; Thorough understanding of economics and, particularly, growth economics; Thorough understanding of the policy-making process, in particular of the challenges encountered in developing countries; Acute awareness of the challenges involved in evaluating policy advice activities and, particularly, of the challenges involved in attributing growth outcomes to policy advice and research; In-depth knowledge of different approaches to impact evaluation, particularly theory-based evaluation, and of the range of relevant quantitative and qualitative metrics, as well as of their limitations; and Experience in designing and managing multi-country research or evaluation studies, which test across contexts and are concerned with external validity. In addition to displaying strong skills in evaluation and growth economics, the IEB team should have the following expertise and/or experience: Proven experience of evaluating policy advice programmes; Experience conducting process evaluation; Knowledge and experience of theories of change and log frames; Knowledge of international evaluation standards, and research ethics; A strong communications record; and Good knowledge on assessing value for money. The IEB will need to comply with DFID’s policies on fraud and anti-corruption and cooperate with any checks required from them for the duration of the evaluation (e.g. annual audited statements, policies on management of funds, etc.). There are no nationality requirements although any use of local consultants (from IGC partner countries) would be encouraged.
