Compressed Work Schedule (CWS). As defined by OPM, in the case of a full-time employee, an eighty (80)-hour biweekly basic work requirement that is scheduled by an agency for less than ten (10) workdays. As defined by Section 19.03(2) of this Article, the available compressed schedules are limited to 5/4/9 and 4/10. In the case of a part-time employee, it is a biweekly basic work requirement of less than 80 hours which is scheduled for less than 10 workdays.
Compressed Work Schedule (CWS). CWS is an alternative work schedule to the traditional five (5) eight and half (8.5) hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period of time: eight (8) weekdays are worked nine and a half (9.5) hours each (which includes a 30-minute lunch), one (1) weekday is alternately worked eight and a half (8.5) hours (which includes a 30-minute lunch) and one (1) weekday is not worked by the employee. The result is eighty (80) hours worked every two (2) weeks, with forty-four (44) work hours one (1) week and thirty-six (36) work hours the other. The Contractor may allow its employees to work a CWS schedule. If the Contractor chooses to allow its employees to work a CWS schedule in support of this Contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage when required by the Government to the COR/Alternate COR (ACOR).

The CWS arrival hours will be fixed between 0600-0900 and departure hours between 1500-1800. No day-to-day variation of arrival or departure time is authorized under the CWS program.

The immediate Supervisor may determine that a CWS is not appropriate and an explanation shall be provided to the employee. If the employee is not satisfied with the explanation then the request shall be routed to the Superintendent/Division Head. The decision to approve/disapprove the request will be made by the shop/code Superintendent/Division Head. The decision will be provided to the employee in writing within ten (10) working days. If the employee request for CWS is approved then the immediate supervisor shall give an employee his/her choice of approved schedules in order of seniority. The Shop/Code Division may disallow a particular schedule if too many employees are off on the same day. Supervisors shall continuously evaluate CWS for any substantial disruption and/or additional costs incurred. Should the Shop Trade Superintendent/Code Division Head determine that the mission is being substantially disrupted and/or the employer is incurring an additional cost (beyond reasonable administrative costs of implementing CWS) the Shop/Code Division shall terminate CWS for the effected shop/code, or portion thereof. “Substantially disrupted” and “additional cost” are defined as interfering with the CH-1 accomplishment of the mission including hindrance to work scheduling, additional overtime costs due to CWS, delay in work being accomplished as scheduled, difficulty scheduling leave/compensatory time due to CWS schedules, situations which prevent management from selecting employees for work crews and assignments due to CWS, and employees being reassigned from other projects in order to cover employees on CWS. Compressed Work Schedule (CWS). Employee works a fixed schedule which is established by the employee and approved by the supervisor. Employees must work an 80-hour pay period of fewer than ten (10) workdays per pay period (Monday-Friday). Workdays must begin no later than 9:00 a.m. and must end no later than 6:00 p.m. Starting and ending times once established are fixed and do not change. Student temporary employees (restricted to 20 hours per week), summer aides, and intermittent personnel are not eligible for CWS.
