Description of Services/Contractor Responsibilities. The PROGRAM will meet the COUNTY’s need to provide emergency shelter with showers, food and supportive services for the homeless population. This will include operating, maintaining, staffing and coordinating the resources of the PROGRAM. Applicant must have the ability to operate 24/7 365 days a year. A. Shelter Requirements (applicable to all sites) CONTRACTOR will: 1. Ensure that PROGRAM will be in operation 24/7 (24 hours per day, 7 days a week). CONTRACTOR is expected to have a 24 hour contact available to Courtyard staff for emergency purposes. B. Site Management Tasks CONTRACTOR will: 1. Take appropriate action for medical/mental health emergencies. 2. Complete a management report gathering data mutually agreed on by CONTRACTOR and COUNTY. 3. Provide supervision of the homeless guests including shelter entry registration and the scheduling of meals, showers and other personal services as needed. The CONTRACTOR will provide site Managers. C. Administrative Management Tasks CONTRACTOR will: 1. Work in partnership with the County of Orange/OCCR to be a “Good Neighbor”, informing the public about the positive aspects of the program, being responsive to community concerns, and working closely with city/local government to minimize the impact of the program on the surrounding neighborhood. 2. Submit policies and procedures for PROGRAM including but not limited to all aspects of services, management plan, staff responsibilities and staff coordination. 3. Coordinate with COUNTY agencies engaged with the homeless including but not limited to, Health Care Agency, Social Services Agency, and OC Community Resources, and will also, engage local agencies, social services programs and volunteers to assist with program services. All efforts shall be coordinated with current COUNTY services in the Civic Center area. 4. Provide 24/7 on call staff to the COUNTY Program Manager for emergencies. 5. Provide Liability and other required insurances to cover accidents or injuries caused as a result of operating shelters for the homeless at the sites. 6. Provide supplies and equipment as needed. In addition, CONTRACTOR will be required to operate extended hours at least two (2) evenings or days per week and provide weekend activities to accommodate Participant needs. Any change or deviation from this schedule must have prior approval from COUNTY. 2. Engage in street outreach, including face-to-face, phone contact and email contact, as appropriate. 3. Provide coordination of regional navigation support for the South Service Planning Area by: a. Providing service navigation to region. b. Assisting County in responding to homeless encampments and homelessness activity hotspots. c. Providing a clear process for participants and community members seeking to support Participants in accessing street outreach, that includes expected timeframes for response 4. Provide emergency services and rental assistance throughout the South Service Planning Area to reach as many individuals experiencing homelessness to ensure completion of housing assessments, connection to the system of care, drug and alcohol rehabilitation, housing, and other social services. 5. Provide progressive engagement to individuals experiencing chronic homelessness who are challenging to serve and reluctant to seek assistance due to behavioral health challenges, substance use and chronic physical health conditions. 6. Provide referrals and confirmed linkages to address the eligible participants physical, medical, behavioral health and other needs and assist the eligible participants in obtaining the necessary services. 7. Connect eligible participants to the appropriate Level of Care, including aid in triaging participants to services that best meet their needs. 8. Follow up with eligible participants to ensure receipt of the appropriate Level of Care and support positive outcomes, including: a. Increase street outreach discharge destinations to emergency shelter or other sheltered destination b. Increase housing stability for all participants c. Reduce returns to homelessness 9. These include: a. Property owner signing bonuses and unit provision bonuses b. Recruiting new property owners to participate in the Program c. Property owner incentives, such as security deposits not to exceed two months of rent and holding fees while unit inspections are completed and participants move into housing. d. Rental unit identification and acquisition, including property owner recruitment, management, and retention e. Housing search, navigation, and placement f. Holding fees should not exceed 60 days for any one specific rental unit or household searching for housing. The maximum of 60 days includes a maximum of 21 days for a rental unit not allocated to a household searching for housing. The holding fees can only be paid for days the rental unit is being held for a household being served through the Program. g. Risk mitigation funds to property owners as needed 5. Provide housing stability case management services to eligible participants through County-approved subcontracted service providers to support program participants in achieving independent living and housing stability 6.
