Relief Assignments. 3.1 All possible regular relief assignments with five days work per week and two consecutive rest days (subject to Rule 2) shall be established to perform necessary relief work or to perform relief work on certain days and such types of other work on other days as may be assigned under this Agreement.
3.2 Where situations exist making it impracticable to establish relief assignments in accordance with the above, the officers of the Railway and the Local Chairperson concerned, may, by mutual agreement, arrange for relief assignments on such other basis as may be suitable. Consent to such proposed arrangements shall not be unreasonably withheld in cases where otherwise employees would be required to work on assigned rest days or unreasonable travel time would be involved. The Local Union will be consulted prior to implementation.
3.3 Regular relief assignments may on different days have different starting times, duties and work locations, provided such starting times, duties and work locations are those of the employee or employees relieved.
Relief Assignments. All Deck Officers working as a regular Relief Deck Officer as determined by current Letter(s) of Understanding between the Union and the Employer shall be assigned a home terminal as close as possible to their residence; Reliefs will not receive travel time unless otherwise noted elsewhere in this Agreement. When dispatched to Friday Harbor, Reliefs will receive an additional three and one-half (3½) hours of pay for each day assigned; connected touring watches will be defined as one (1) day for the purpose of this Rule. Friday Harbor and/or inter-island home ported employees will not receive any stipend pay. Mileage will be paid in accordance with the provisions of Section 7.2 of this Agreement. If a regular Relief Deck Officer is relieved at other than the Deck Officer’s terminal of commencement, the Deck Officer shall be paid actual mileage and wages at the rate of pay applicable to the Deck Officers classification, whether overtime or straight- time, for the total detention time involved from the time and point of relief from duty to the time of arrival at the Deck Officer’s home terminal. In returning to the Deck Officer’s home terminal, the Deck Officer shall exercise the Deck Officer’s best efforts to minimize the cost to the Employer for mileage, consistent with the Deck Officer’s safety. Relief personnel will be given a minimum of twelve (12) hours off prior to being called back to duty. The twelve (12) hour period begins upon completion of the schedule work shift and ends upon reporting for the next shift. Note: this Rule does not apply to Relief personnel working an established touring watch or for double backs. Whenever a Relief Deck Officer on a touring watch is authorized mileage under any terms or provisions of this Agreement, such mileage will be paid for round trips when actually traveled. Relief employees are required to maintain expertise and knowledge on multiple classes of vessels and are assigned throughout the system as needed. This includes but is not limited to: • Familiarization on multiple classes of vessels; • Performing documented break-in on multiple classes of vessels; • Proficiency in the operation of multiple classes of vessels; • Knowledge of Coast Guard stability requirements on multiple classes of vessels; • Knowledge of system waterways including currents, tides, weather conditions and the effects on routes; • Knowledge of specific emergency evacuation plans, safety systems, emergency equipment and ability to take charge...
Relief Assignments. Relief assignments shall be filled as they become available by the most senior qualified employee in the classification within the group on the Vacation Relief list requesting the reassignment, consistent with the terms of Article II.
Relief Assignments. All possible regular relief assignments with five (5) days’ work per week and two (2) consecutive rest days (subject to Articles 8.19 to 8.26, inclusive) shall be established to perform necessary relief work or to perform relief work on certain days and such types of other work on other days as may be assigned under this agreement.

Within each section of each department and including all positions within the below designated pay groups the Supervisor shall maintain a list of regular employees willing to act in relief assignments predictably in excess of five (5) continuous work days yet of less than three (3) months’ duration. The designated Pay Groups for Schedule “A” Outside are one through seven and for Schedule “A” Inside one through six. In the event such an assignment becomes available the most senior employee shall be offered the work provided:
(a) The senior employee possesses the qualifications, experience, skill and ability to do the work in question.
(b) The employee being assigned to relieve is willing to do so.
(c) The work assignment would not result in an operational deficiency of the work group that would have been performed by the employee who could receive the relief assignment.
(d) There would be no subsequent requirements to have repetitive backfilling by senior relief assignments in the operation of the section.
(e) The employee being offered the relief assignment shall not be on vacation or other leave of absence other than unanticipated sick leave during the assignment.
(f) In the event that there are no regular employees available for a relief assignment according to the above provisions, then an auxiliary employee may be employed for such relief assignments.
Relief Assignments. Relief assignments may be made on a day-to-day basis by the Employer in order to insure and establish adequate staffing in an assignment or work location. Relief assignment may be utilized by the Employer as a regular assignment.
Relief Assignments i. When service is required by the railway on days off of regular assignments, it may be performed by other regular assignments, by regular relief assignments, by a combination of regular and regular relief assignment or by spare employees when not protected in the foregoing manner. Where regular relief assignments are established they shall, except as otherwise provided in this rule, have five consecutive days of work. They may on different days, however, have different starting times providing such starting times are those of the employee or employees relieved and have different points for going on and off duty which shall be the same as the employees relieved, except that in a seniority district having more than one spare board, such relief assignments as are established will be manned from the territory allotted to a particular spare board.
ii. Where regular relief assignments cannot be established for five consecutive days on the same shift, as provided for in Rule (d)(i) of this Rule, such assignments may be established for five consecutive days with different starting times on different points for going on and off duty in the same seniority district, which shall be the same as those of the employee or employees they are relieving, except that in a seniority district having more than one spare board, such relief assignments as are established will be manned from the territory allotted to a particular spare board.
iii. Regular relief assignments for yard crews will be established for the crew as a unit.
Relief Assignments. 12.1 All possible regular relief assignments with five days work per week and two consecutive rest days (subject to Clause 11.1) shall be established to perform necessary relief work or to perform relief work on certain days and such types of other work on other days as may be assigned under this agreement.
12.2 Where situations exist making it impracticable to establish relief assignments in accordance with Clause 12.1, relief assignments on other bases may be arranged by mutual agreement. Consent to such proposed arrangements shall not be unreasonably withheld in cases where otherwise employees would be required to work on assigned rest days or unreasonable travel time would be involved.

12.4 When regular relief assignments, are established under Clause 12.3, every effort will be made to avoid having an employee work two consecutive shifts of eight hours.
Relief Assignments. 9.01 Temporary relief duties in a higher paying classification or job assignment will be offered to available employees within the category in order of seniority provided the employee possesses the particular qualifications as established by the Company as being required for the work to be performed.
9.02 An employee who is assigned to temporary relief duties in a higher paying classification will assume the rate of the higher classification.
9.03 If any portion of an employee’s shift is worked in a higher classification the employee will receive the higher pay for the entire shift.
