DSS has located a kiosk at CNY Works which participants can use to deliver paperwork requested by DSS. JOBSplus! and CNY Works have established liaisons to take referrals for all participants. For youth in particular, JOBSplus! and CNY Works have developed strong referral and information sharing linkages, including participation data.

When a TANF individual requests services a referral is faxed to our designated liaison in our CDM Unit and a LDSS-2921 is directly mailed via USPS to the individual requesting the information. b. OCDSS, through an agreement with Oswego County Employment and Training, has staff who provide mandatory employment programs located at the One-stop, this has enabled staff to develop a working relationship with staff from other agencies located in the One- Stop. This includes an informal referral process with NYSDOL, ACCES-VR, and A4TD. In addition, information is shared on job postings/job leads, on-site employer recruitments/open interview sessions, upcoming education and vocational training opportunities, and on-site vocational/college recruitments.‌‌

The district currently contracts with the W.I.B. to provide five employment services programs (Self-sufficiency Center Programs). All Self-sufficiency Center (SSC) staff provide services at the Career Centers in a fully integrated service delivery system. Clients sign Release of Information forms allowing partner staff to work together to determine the most effective referrals and services for each customer. Referrals are made and include outreach to a designated partner referral liaison and follow-up. Referrals are designed to be a “warm hand-off” embracing the intent of WIOA.

The Southern Tier Traveling Teachers meet with individuals at various locations (See attachments 3(c) and 3(d)) . Information is shared by referral and case conferencing. Monthly and quarterly reports are submitted to the district by both entities as per contract. These reports include Quantitative reports, Narrative reports and Financial reports.

Per the recently completed Fulton, Montgomery, and Schoharie Local Workforce Development Area Service Delivery MOU a standardized interagency referral is used to help the participant access all available partner resources. All partners of the MOU agree to help the participant apply for services or help arrange appointments for all appropriate services or programs. The referral system that has been developed is a personal hand off from one agency to the other. There is a direct linkage between the partners.‌‌

In accordance with the MOUs in place along with the approved GLOW Local Plan, Job Development works closely to improve upon service delivery within the system on behalf of the local district. At this time, Orleans County Job Development along with all other Partners in the GLOW Workforce Development Area are participating in a planning and development process facilitated by the new GLOW One-Stop Operator, a function performed by the Rochester, Finger Lakes Regional Planning Council. The SCDSS contracts with SCDOLL&CA to provide employment-related services to Suffolk County’s employable TANF, ▇▇ ▇▇▇, SN non-MOE and SNAP ABAWD population under the umbrella of the Suffolk Works Employment Program (SWEP). The SCDOLL&CA is the local Workforce Innovation & Opportunity Act (WIOA) grant recipient, fiscal agent, and One- Stop Operator, as designated by the Workforce Development Board and County Executive.
