The Contractor Quality Control clause establishes the contractor's responsibility to ensure that all work performed meets specified quality standards. Typically, this clause requires the contractor to implement and maintain a quality control system, conduct inspections, and document compliance throughout the project. By assigning accountability for quality assurance to the contractor, this clause helps prevent defects, reduces the risk of rework, and ensures that the final deliverables align with the contract's requirements.
CONTRACTOR QUALITY CONTROL. The Government will evaluate the Contractor’s performance under this contract and respective task orders in accordance with the Surveillance Activity Checklist, Attachment 3. The principal evaluator of Contractor work quality is the Government COR/ACOR in coordination with TPOC/Alternate TPOC (ATPOC). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the plan will survey, observe, test, sample, evaluate, and document the Contractor’s performance standards identified in this SOW and resulting T/Os.
3.2.9.1 The Contractor shall develop and maintain an effective ID/IQ quality control program (QCP) to ensure services are performed in accordance with this SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which the Contractor assures that work complies with the requirement of this SOW and resulting future T/Os.
3.2.9.2 The Contractor shall monitor cost, schedule and performance data for each awarded T/O. The Contractor shall make its monitoring method available to the Government no later than 30 calendar days after ID/IQ contract award as part of its QCP. The Contractor shall take immediate corrective action for any negative variances and provide specific corrective action details to the Government.
3.2.9.3 The Contractor shall maintain records of inspection that are available to the Government throughout ID/IQ contract performance and for the period after ID/IQ contract completion until final settlement of any claims under this contract. The Contractor shall maintain the inspection schedule and inspection plan as part of the record of inspection.
3.2.9.4 The Contractor shall permit the PCO or COR authorized access to all work areas, records, and data used in the performance of contracted services. The Contractor shall provide support, and not interfere with the PCO, CORs, state, federal, and other designate personnel in the performance of their official duties. Access shall be provided as soon as possible, but not to exceed one (1) workday after the request. The Contractor shall notify the Government immediately when personnel/agencies other than those specifically designated request access.
CONTRACTOR QUALITY CONTROL. The Contractor must provide and maintain an effective Quality Control Program as part of its overall Quality Management Process which conforms to the following requirements:

CONTRACTOR QUALITY CONTROL. CQC is the means by which the Contractor ensures that the work, to include that of subcontractors and suppliers, complies with the requirements of the contract. The Contractor is responsible for QC and shall establish and maintain an effective QC system for both on- and off-site activities. The QC system shall be documented in the Contractor’s QC Plan. The Contractor is not permitted to begin operations until after the Government’s acceptance of their CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. . The Contractor shall maintain current records providing factual evidence that the required QC activities and/or tests have been performed according to their QC Plan. The Contractor shall notify the KO as soon as possible of any detected noncompliance of work performed with established QC criteria. The nonconformance report shall include the cause of the nonconformance, proposed corrective action(s), and effect of the nonconformance. Additional QC requirements are included in the “NWK Supplement for Contractor Quality Control Plans for Remedial Actions”, which is included an attachment in Section J of this solicitation. CONTRACTOR QUALITY CONTROL. Contractor is responsible for controlling the quality of the work as set forth in the Contract Documents.
CONTRACTOR QUALITY CONTROL. The Contractor shall establish a written Quality Control Plan (QCP) and shall submit the Plan for approval by the Government. (Note: Any deviation from the Quality Control Plan submitted as part of the contractor’s technical proposal shall be fully explained.) The plan, as approved by the Government, shall be implemented and functional at completion of the transition period specified in the contract. The Contractor's Quality Control Plan shall be constructed in such a manner that the inspection for each attachment is addressed independently of each other allowing for ease of inspection and updating of the plan as required. The plan shall provide that all supplies and services, whether processed by the Contractor or procured from subcontractors or vendors are inspected and/or tested to verify conformance to contract requirements. The plan shall include, as a minimum, the following:

The Contractor shall submit to the Contracting Officer a Quality Control Plan (QCP) for approval fifteen (15) calendar days after award of the contract. A general description of the Contractor’s Quality Control (QC) program shall be available for government review during the preaward survey.
b. The Contractor’s QCP shall provide top Contractor management with an effective and efficient means of identifying and correcting problems throughout the entire scope of operations.
c. The QCP shall include:
CONTRACTOR QUALITY CONTROL. The Contractor shall establish and maintain a complete Quality Control (QC) program in accordance with “CONTRACTOR QUALITY CONTROL,” in Section E. Contractor performed inspections are independent of those performed by the Government. The Contractor shall perform the inspections prior to requesting acceptance of the work by the Government and shall provide logs that document each weekly or daily inspection, including, but not limited, comments concerning problems and solutions, task and personnel, project progress, and reviewing and editing efforts. The Contractor will provide the Government access to the logs upon request at any time during the course of a Task Order and the Contractor shall deliver them within five (5) working days of the request. The Contractor’s Project Director and the QC inspector shall attend pre-performance meetings. The QC inspector shall also attend meetings with the Contracting Officer and other Government personnel to resolve quality considerations and problems that may arise in the course of the work.
CONTRACTOR QUALITY CONTROL. (QC)
a. The Contractor shall establish and maintain a Quality Control Program in accordance with the FAR 52.246-4, "INSPECTION OF SERVICES - FIXED-PRICE" clause, E2, to ensure that the work performed under this contract conforms to the contract requirements. The Contractor shall submit to the Contracting Officer a General Quality Control Plan (QCP) as part of the Technical Proposal.
b. The Contractor's QCP shall provide top Contractor management with an effective and efficient means of identifying and correcting problems throughout the entire scope of operations.
c. The QCP shall include:
(1) A description of the Contractor's quality control system. The system must cover all contract services, specify work to be inspected on either a scheduled or unscheduled basis, and describe how inspections are to be conducted.
(2) The name(s) and qualifications of the individual(s) responsible for performing the quality control inspections, and the extent of their authority.
(3) Provisions for recording the results of inspections and for recording corrective action taken.
(4) Provisions to update and revise the QCP during the performance of the contract.
CONTRACTOR QUALITY CONTROL. 8.1 Contractor Quality Control (CQC) is the means by which the Contractor ensures that all work, including that of subcontractors, complies with the contract requirements. The Contractor is responsible for quality control and shall establish an effective quality control system. The Contractor shall establish and maintain a complete quality control plan in accordance of FAR52.246-1,
CONTRACTOR QUALITY CONTROL. Hot/Warm Mix Asphalt for testing purposes will be sampled at a location in the process as approved by the District Engineer or their Designee. Contractor shall arrange for calibration samples to be provided to the Testing Agency (District Laboratory) so that each ignition oven can be calibrated to perform AASHTO T 308 in accordance with the State Materials Bureau’s Ignition Oven Calibration Factors Procedures. This will be incidental to the Hot Mix Asphalt. At no cost to NMDOT, Contractor is responsible to obtaining all necessary and applicable testing data for production / process control and share the results with NMDOT Project Staff. The following are the MINIMUM TESTING REQUIREMENTS FOR HOT MIX ASPHALT: Roadway Density Agency Testing 1 per 300 tons Roadway Density Independent Assurance 2 per project min. Gradation Agency Testing 1 per day Gradation Independent Assurance 2 per project min. Acceptance for hot mix asphalt density will be based on roadway densities utilizing a portable nuclear densometer. The cost of water shall be incidental to repaving items. The contractor shall abide by the water laws of the state and the rules and regulations of the Office of the State Engineer when appropriating water. Hot/Warm mix asphalt shall be furnished utilizing existing NMDOT hot/warm mix designs or designed by a commercial laboratory. In either case, designs shall be approved by the State Materials Laboratory of the NMDOT. Asphalt shall be of the Type PG 76-22 or PG 70-22, as specified by individual purchase order line item number selection. For the purposes of this Price Agreement, the base grade PG Binder shall the minimum PG binder used in the NMDOT approved HMA/WMA mix design. Use of blending charts with 15% of RAP Mix designs or less shall not be permitted. All mix designs provided for this Price Agreement shall use 15% RAP or less. Utilization of Item 073 for hauling of new hot mix asphalt for Item 029 or 030 will be measured on an hourly basis when material is delivered directly from the plant to the machine.
