On-Call Assignments. A. A rotating on-call duty system shall be established in January of each year to provide the Authority with personnel who shall be available in the event of equipment failure, emergency or other assignment. On-call duty shall be assigned on a full week basis and such assignment shall be distributed as evenly as practicable. A reasonable effort shall be made to establish an equitable distribution of on-call duty during holiday periods. Employees may arrange among themselves to trade or give up on-call assignments. Such changes shall be for a complete week. Employees shall give the Executive Director or his designee sufficient advance written notice of such changes as is necessary to permit appropriate arrangements to be made. In the event of an emergent personal emergency or sudden illness of a person on-call, the Director or his designee shall be notified immediately and may assign another employee this duty if the assigned employee cannot make his own arrangements. The Executive Director or his designee has the right to require written verification of such a personal emergency or illness by the employee. Such requests shall not be made arbitrarily or capriciously.
B. The on-call duty stipend for shall be $245.61 per week effective January 1, 2004; $254.21 effective January 1, 2005 (an increase of 3.5% over the preceding year); and $263.11 effective January 1, 2006 (an increase of 3.5% over the preceding year). Each day of on-call duty shall have an equivalent value regardless of whether such day falls on a weekend and/or a holiday. It is agreed and understood by the parties that an individual called back to work for emergency duty will be compensated at the call-back rate provided in Section C., below, but shall not receive the on-call duty pay provided in this Section unless expressly assigned that duty. Employees acknowledge the obligation to accept a fair share of the call back assignments. In the case of employees on on-call duty, a call back assignment message, left by the Authority, on an employee's telephonic answering machine, pager, or similar device, shall be deemed to have been received by the employee and failure of the employee to timely respond to the call back duty shall be cause for discipline.
C. Employees called in to duty shall be entitled to receive a minimum of two (2) hours pay at time and one-half (1-1/2) the employee's base rate. This paragraph shall not apply to employees held over their shift.

On-Call Assignments. On-call assignments are defined as those instances when unit members have been instructed to remain available to return to their work location on short notice to perform assigned duties during an off-duty period. Employees shall be paid four (4) hours at the appropriate rate of pay on each non-work day they are on call. If the affected employee is assigned work to perform during non-regular work hours, the employee shall be paid for all hours worked in excess of four (4) hours at the appropriate rate of pay. In the event the employee is required to report to work, the employee shall be paid for mileage incurred in reporting to and returning from work. If the on-call duties occur during a week in which the District is closed as the result of a recognized holiday, the holiday hours shall count as hours worked for the purposes of computing overtime compensation for non-exempt personnel pursuant to the provisions of this section. On–call assignments shall be made on a rotation basis for all qualified employees.
On-Call Assignments. In full and final resolution of the claims raised in the prohibited practice complaint (Case No. SPP-25,543) and in order to specify the basic terms for future on-call assignments pursuant to the prior negotiation provision of Article 55 Section Six, the State and the Union agree as follows:
1. An agency or facility (hereinafter referred to as “agency”) which determines a need for Maintenance (NP-2) employees to be placed on “standby” or “on-call” while off-duty (hereinafter simply “on-call”) will identify in writing the job classification and function for the on-call assignment and the number of employees needed.
2. The agency may have one primary on-call individual (generally a supervisory employee) with a secondary employee(s) designated on- call during the primary’s vacations or other absences. Alternatively, the agency may have the on-call responsibility shared by two or more employees who rotate the assignment on a weekly or biweekly basis. If an agency has determined a need for on-call assignments in several classifications or functions (e.g. electrical and plumbing Qualified Craft Workers; residential maintenance and wastewater treatment plant), the on-call assignments will be separately determined and handled.
3. The agency will solicit volunteers in writing within the designated classification(s) prior to assigning employees involuntarily. If there are insufficient volunteers, the agency will make the on-call assignment in the designated classification(s) and function based on inverse seniority. If more employees volunteer than initially requested, the agency may increase the number in the on-call rotation or with secondary assignment and/or the agency will select based upon seniority from among employees in the same classification who have permanent status in the classification.
4. The agency shall provide three (3) weeks advance written notice of a new on-call program to the Union and the affected employees.
5. While on-call, the employee will be provided with a response device as defined in Article 55, Section Six(e) (e.g. cell phone, beeper, pager, etc.) and will be expected to reply by telephone to a page or call within 15 minutes. The employee will be compensated for the on-call assignment as provided in Article 55, Section Six (d). On-Call Assignments. At the discretion of the Chief, Employees assigned to specialty assignments may be placed or removed from “on call” status (as defined in Article 2 of this agreement). When serving in an “on call” assignment, the employee shall receive an additional one (1) percent added to their specialty premium rate. It is further agreed that secondary on-call is not tantamount to the “available-by-phone” designation as defined in the Contract at Article 2, and any employees assigned to be “available-by-phone” shall not be eligible for the 1% on-call premium.

CSSs will be allowed to bank up to a maximum of 48 hours on-call incentive hours. Banked hours will be used or compensated within one rolling year or 365 days from date it is earned. Accrued on-call incentive time designated as paid leave time off shall be used before vacation time. CSSs who have banked on-call incentive time shall, upon termination, be paid for the unused amount.
On-Call Assignments. One (1) employee shall be on-call during other than normal work hours at the Government Center Complex and one (1) employee for all other locations (i.e. Valley Hi/DOT). On-Call Assignments. 1. All Sanitary Inspectors employed as Registered Environmental Health Specialists (“REHS”) within the unit will be scheduled for on-call assignments on a yearly reverse-seniority basis throughout each calendar year. The on-call scheduled week will run from Friday to Friday, including weekends and holidays. If a Friday has been designated as a County holiday, the transfer will be conducted on Thursday, before the end of the work day.
2. The On-Call list for the upcoming year will be generated by management with the approval of the Department Director by October 1st of each year. 3. By no later than November 1st of each year, prior to the on-call assignment list becoming final, any inspector wishing to change an on-call assignment may switch the assigned on-call week with another inspector who is willing to accept, and agrees to such a switch in the assignment schedule. The inspector wishing to make such change shall complete a statement as to the basis for the change, and each Inspector involved in the switch of on-call assignments shall sign a statement agreeing to exchange their on-call assignment weeks. This must be submitted to management by no later than November 1 and is subject to the approval of the Department Director or designee, which shall not be unreasonably withheld.
4. In the event that the schedule issued on October 1st has an REHS scheduled to woron the same premium holiday (Thanksgiving, Christmas, New Year’s, July 4) two consecutive years in a row, that REHS may elect to work that assignment week, or may arrange a swap with another REHS, or may decline the assignment in writing to the Director, or his/her designee, within seven (7) work days from October 1st , and in the event of a declination, the assignment shall mandatorily be switched with the next active ▇▇▇▇▇▇ ▇▇▇▇ on the list. a. Employees will be paid $35 for each day they are on-call. For the purposes of calculating on-call pay, one day is deemed to be the 24-hour period following the start time of the on-call shift. For example, an employee assigned to be on-call beginning at 0600 hours on a Monday through 0600 hours on a Saturday would be eligible for five days of on-call pay.
b. When on-call employees are called out after hours and unable to start their shift at the scheduled start time the following day (due to the call out), their shift will be adjusted and deemed to have started when they were called out. Employees will be paid at the rate of 1.5 times their regular rate of pay for those hours outside of their normal work hours. For example, if an employee is called out at 0200 hours and their normal shift would begin at 0700, their shift would adjust to begin at 0200 hours and end at 1200 hours (for an employee assigned to a 10-hour shift). The employee would be compensated at 1.5 times their regular rate of pay between 0200 hours and 0700 hours. At their discretion, an employee may also utilize leave or otherwise adjust their schedule as approved by a supervisor.
On-Call Assignments. Employees who are assigned to remain on-call during off-duty hours will report as hours worked all time spent responding to work- related calls that occur on a day/evening when they are on-call and will receive a minimum of one-half (½) hour of compensation for each day on which they receive one (1) or more such call. For example, an employee will receive thirty minutes (30) of compensation for one (1) call or multiple calls relating to the same event that collectively total less than thirty (30) minutes of work; he/she will receive compensation for actual time worked for one (1) call or multiple calls that total more than thirty (30) minutes of work. In the event that an employee is required to travel to the District or another work site as a result of a call, he/she will be paid in accord with Section 5.8. While in an on-call status, employees are required to remain within reasonable commuting time of the District, be accessible by cell phone and have access to the internet for the purpose of providing Communicable Disease subject matter expertise for response to Duty Officer inquiries during evenings, weekends, and holidays. The District will assign on-call responsibilities on a rotating, reverse- seniority basis to qualified employees who have not volunteered only in the event that it cannot obtain reasonable coverage through the use of volunteers; provided that the District may make on-call responsibilities a job requirement for nurses newly hired to the District.
