Objectives and Description. The objective of the Preparation Installment is to assist the Recipient to carry out the Readiness Preparation Activities, so as to support the Recipient design a socially and environmentally sound national strategy to reduce emissions from deforestation and forest degradation and to develop a reference scenario of emissions from deforestation and degradation that takes into account national circumstances. The Readiness Preparation Activities consist of the following parts: Strengthen the capacity of the REDD+ Technical Working Group through, inter alia, the provision of training to the staff of the said institution and the provision of specialized input and technical guidance to national REDD+ coordination processes. Support the communication activities related to national REDD+ coordination, including overseeing development of a national communication strategy for REDD+, through, inter alia, the recruitment of a communication specialist. Support the coordination functions of the REDD+ management structures. Support to the implementation of the Readiness Preparation Activities, including the carrying out the fiduciary and procurement activities and the external audits, and the development of a monitoring and evaluation framework. Preparation of the national REDD+ strategy and a strategic environmental and social assessment. Formulate the national REDD+ strategy on the basis of the results of a series of analytical studies, the results of the strategic environmental and social assessment process, inputs received from a multi-stakeholder consultative process and the Voluntary Partnership Agreement. Conduct a strategic environmental and social assessment in accordance to terms of reference satisfactory to the World Bank, which will cover the following: (i) analysis of the initial social and environmental situation around the deforestation issue within the Recipient’s territory, including an analysis of the candidate REDD+ strategy; (ii) analysis of potential impacts of the business as usual scenario (without REDD+ activities); (iii) analysis of the potential social and environmental risks of the preliminary REDD+ strategy, including the draft investment strategy for the Forest Investment Program. Objectives and Description. 2.1 This Management Scheme is made pursuant to the Tokelau Arrangement for the management of the South Pacific Longline Fishery. The objective of this Management Scheme is to enhance the management of longline fishing vessel effort in the waters of the Parties by encouraging collaboration between all Parties, and: i) promote optimal utilization, conservation and management of tuna resources; ii) maximize economic returns, employment generation and export earnings from sustainable harvesting of tuna resources; iii) support the development of domestic locally based longline fishing industries; iv) secure an equitable share of fishing opportunities and equitable participation in the south pacific longline fisheries for the Parties; v) increase control of the south Pacific longline fishery for the Parties; vi) enhance data collection and monitoring of the fishery; vii) promote effective and efficient administration, management and compliance; and viii) encourage collaboration between the Parties. 2.2 Through this Management Scheme, the Parties shall seek to limit the level of fishing by longline vessels in their waters to the levels of total allowable catch agreed by the Parties to the Tokelau Arrangement. 2.3 At the beginning of the Management Scheme, the Parties will meet to set the TAC for the first Management Year and may set the TACs for the subsequent two Management Years. At least 9 months prior to the end of each Management Year, the Parties will meet to set the TAC for the subsequent Management Year if it has not been set. The Parties may set the TAC each year for up to three years in advance.

The objective of the Traffic Management Systems is to facilitate access to project and corporate financing in order to support “projects of common interest” as defined in Article 3 of the TEN-T Regulation that have a component consisting of the deployment of the “European Rail Traffic Management System”, the “intelligent transport system”, the “Vessel Traffic Monitoring and Information Systems”, the “River Information Services” and the “SESAR system” in line with Article 31 of the TEN-T Regulation. 2. The Traffic Management Systems is implemented in the form of Direct Operations or Indirect Operations. The Operations may be funded or unfunded. 3. Under the Traffic Management Systems, Operations may take the form of Debt Type Operations or NSF Type Operations.
Objectives and Description. The 2003 Phare External Border Initiative for Bulgaria has been designed following bilateral discussions between the Bulgarian authorities and the European Commission’s representatives. The objectives of the 2003 Phare External Border Initiative for Bulgaria are: • to improve cross-border co-operation at local level between Bulgaria and Serbia & Montenegro, FYROM and Turkey; • to support the further development of the economic potential of the border regions; • to pave the way for the future (2004-2006) Phare CBC/Neighbourhood programmes between Bulgaria and (i) Serbia & Montenegro (ii) Former Yugoslav Republic of Macedonia and (iii) Turkey. It focuses on 3 projects: (1) Phare 2003/000-632.01: Construction of the Access Road to Strumiani - Berovo Border Crossing between Bulgaria and FYROM (€2.72 million) The project aims at reducing isolation of border regions and encourage investments and cross-border trade through improved communication link, developing of both regional and national economic co- operation and preparing of Bulgarian border regions for the implementation of the structural policies applied by the EU Member States through the development of strategies and programmes for sustainable social and economic development. The project will facilitate: • the increased traffic flow between Bulgaria and Macedonia through the new BCCP Strumiani – Berovo; • strengthening the co-operation between the two border regions at local level. The main municipality from the Bulgarian side concerned with the need for construction of a suitable approach road to the proposed new Cross Border Checkpoint is Strumiani: • development of the natural potential for tourism of this attractive area and thus provide the conditions for economic and social exchange between the border regions; • time and operating cost savings, improved traffic safety and comfort. The proposed project consists of rehabilitation and new construction of approx. 30 km of a III class approach road to the new “Strumiani - Berovo” Border Crossing Check Point between Bulgaria and Macedonia. The existing Third Class Road No 1008, with asphalt pavement, separates from Road E-79, Sofia – Kulata at Strumiani village, km 0+000 and continues in west direction up to road junction to Tsaparevo, km 15+398. The rehabilitation section follows the existing road III-1008 from Strumiani to road junction Tsaparevo. The new road is a continuation of the existing road. Objectives and Description. 1. The objective of the Connecting Infrastructure is to facilitate access to project and corporate financing in order to support ‘projects of common interest’ as defined in Article 3 of the TEN-T Regulation or Article 2 of the Energy Regulation or Article 2 of the Telecommunications Regulation. ‘Projects of common interest’ as defined in Article 3 of the TEN-T Regulation include, without limitation: (a) implementing the core and comprehensive network in accordance with Chapter II and III of the TEN-T Regulation, including relating to urban nodes, maritime ports, inland ports and rail-road terminals of the core network as defined at Annex II to the TEN-T Regulation; (b) implementing cross-border links of the comprehensive network in accordance with Chapter II of the TEN-T Regulation; (c) implementing sections of the comprehensive network located in outermost regions in accordance with Chapter II of the TEN-T Regulation, including relating to the relevant urban nodes, maritime ports, inland ports and rail-road terminals of the comprehensive network as defined at Annex II to the TEN-T Regulation; (d) supporting projects of common interest in order to connect the trans- European network with infrastructure networks of neighbouring countries as defined in Article 8(1) of the TEN-T Regulation; (e) supporting motorways of the sea as provided for in Article 21 of the TEN-T Regulation; (f) supporting urban nodes, in accordance with Article 30 of the TEN-T Regulation; (g) supporting telematic applications systems, including for safety purposes, in accordance with Article 31 of the TEN-T Regulation; (h) supporting freight transport services in accordance with Article 32 of the TEN- T Regulation; (i) supporting new technologies and innovation, including automation, enhanced transport services, modal integration and alternative fuels infrastructure, in accordance with Article 33 of the TEN-T Regulation; (j) implementing safe and secure infrastructure and mobility, including road safety, in accordance with Article 34 of the TEN-T Regulation; and (k) improving transport infrastructure accessibility for all users in accordance with Article 37 of the TEN-T Regulation. 2. The Connecting Infrastructure may be implemented in the form of Direct Operations or Indirect Operations. The Operations may be funded or unfunded. 3. Under the Connecting Infrastructure, Operations may take the form of Debt Type Operations or NSF Type Operations.

The objective of the Cleaner Transport is to facilitate access to project and corporate financing (a) regarding sustainable freight transport services in line with Article 32 of the TEN-T Regulation, and/or (b) in order for the Trans-European Network of Transport to keep up with innovative technological developments and deployments in line with Article 33 of the TEN-T Regulation, in particular regarding nodes of the core and comprehensive networks as listed in Annex II of the TEN-T Regulation and the deployment of alternative fuels infrastructure along the core and comprehensive trans-European transport networks, including, without limitation, green shipping, in both cases (a) and (b), in order to support ‘projects of common interest’ as defined in Article 3 of the TEN-T Regulation. 2. Objectives and Description. The overall objectives of the programme are: • To promote good neighbourliness and stability in the CEEC border regions by funding projects which will yield tangible benefits to the regions and communities on both sides of the border; • To promote co-operation between border regions in both countries, helping these regions to overcome the specific development problems which may arise, inter alia, from their position within the national economies, in the interest of the local communities and in a manner compatible with the environment protection; • To promote the creation and further development of co-operation networks on either side of the border and establishment of links between these links and wider Community networks. The specific project purposes and results are reflected in the following priority areas: • To develop transport infrastructure and accessibility by rehabilitation of access roads to the border point Nikopol-Turnu Magurele (projects BG 2004/016-783.01.01 and RO 2004/016-784.01.01) and by improving the access to the border crossing point in Rast (project RO 2004/016-784.01.02); • To improve and implement joint management of ground transboundary water in the Dobrudja/Dobrogea Area (projects BG 2004/016-783.01.02 and RO 2004/005-784.01.03); • Setting up of a flexible mechanism to finance the so called “small-scale and people-to-people projects” within socio-economic development field (local economic development, training and employment measures, improvement of the flow of information and communication, cultural exchanges, support for media etc) with a cross-border impact (projects BG 2004/016-783.01.03 and RO 2004/016-784.01.04) In order to prepare a pipeline of mature projects and to improve programming and project management skills in the field of cross-border co-operation programmes, Bulgarian financed activities include a project preparation facility (project BG 2004/016-783.01.04)
