2. Banked overtime credits shall not exceed 40.0 expanded hours for any employee at any one time.
Compensatory Time Off (CTO) is a provision that affords an employee paid time off from work in lieu of receiving cash compensation for overtime or working on a holiday.
Compensatory Time Off (CTO). In lieu of the cash compensation for overtime provided by Section 1104, unit employees who work overtime may elect to accrue CTO provided, however, that should an employee elect to accrue CTO, the employee shall accrue only CTO hours equal to the number of overtime hours actually worked. The half-time premium for overtime hours worked shall be paid in cash at the Regular Rate of Pay.
Compensatory Time Off (CTO). 177. Employees who promote from a job code that is not covered by this Agreement into a job code that is covered by this Agreement and who have unused compensatory time off balances in the prior class shall be permitted to carry forward into the new class earned but unused compensatory time off balances up to a maximum of 240 hours. Except as otherwise provided, covered employees shall have no right to accrue CTO in the future.
Compensatory Time Off (CTO). Compensatory time off (CTO) shall not be confused with “flex-time”. Compensatory time strictly refers to an alternate form of compensation for overtime work and shall be paid at one and one half (1 ½) times the base hourly pay rate. An appointing authority will not assign overtime work and require the employee to flex their regular work schedule in the same pay period to avoid overtime.
Compensatory Time Off (CTO). Compensatory Time is defined to include any time worked in excess of eight (8) hours in any one (1) day or eight (8) hours on any (1) shift or in excess of forty (40) hours in any calendar week [except as identified in Section 5.1.1(a)(b)(c)]. When Overtime is authorized to be worked, the member has the choice between compensatory time off or cash compensation. The member’s choice to accumulate CTO in lieu of cash compensation shall be recorded on their overtime time card, which shall be tracked by the supervisor, the employee and the payroll department. The CTO balance shall appear on the employee’s pay stub along with vacation and sick leave balances. Compensatory time can accumulate to a maximum of 40 hours and shall be granted within the fiscal year without impairing the services rendered by the district. If, due to operational needs, it is found the CTO balance cannot be used within the fiscal year without impairing the services of the District, the member will be paid out their CTO time no later than August 31st of the following fiscal year. CTO use shall not be unreasonably denied. If advance notice is given by the member, lack of a substitute shall never be a reasonable justification for denying CTO use.
Compensatory Time Off (CTO). The Authority will offer a program for compensatory time off (CTO) which shall be available for overtime worked. The employee shall have the right, on a voluntary basis, to participate in the CTO program. CTO shall be earned at the rate of one and one half (1½) hours of CTO for each hour of overtime worked within the meaning of this Article. For example, a person who works two overtime hours would earn three hours of CTO. All shift and skill differential payments shall be paid to the employee in the pay period the overtime is worked and the CTO time is credited. The employee shall request that he/she receive CTO instead of overtime pay at the time the employee performs the overtime work in question. The request shall be in writing submitted to the employee’s Supervisor. The maximum amount of CTO that may be earned during the twelve (12) month period between June 1 and May 31 of a given year is eighty (80) hours. If an employee has used the maximum amount of CTO during the twelve (12) month period, any overtime will automatically be paid to the employee consistent with the Authority’s present payroll practices. If an employee has CTO time available to take off, he/she may request a particular day off. CTO may be taken at a minimum of four (4) hours. The employee shall give his/her Supervisor at least twenty four (24) hours notice of a request to use CTO. On days except Saturday or Sunday, one person per classification per work location per shift may take CTO. In addition, if there is an open vacation day or floating holiday available on any day, then CTO may be taken. Otherwise, CTO can only be taken with permission of the Supervisor. For purposes of this section, “classification” is as defined in Article 10 Section B. A Supervisor’s grant of a CTO day off cannot be changed, except with agreement of the employee. Requests to use CTO will be decided on a “first come, first serve” basis. Any current specific practice for allowance of CTO can continue but either party can cancel that practice on thirty days notice and thereafter this provision will apply. The employee shall have the right, at any time, to cash out any accrued, unused CTO. The employee shall receive his/her base rate of pay for each hour of CTO that is cashed out. All accrued CTO must be taken by the employee on or before May 31 of each year. Any accrued, unused CTO as of May 31 will be paid to the employee with the second paycheck in June.
Compensatory Time Off (CTO). In lieu of overtime payment, members shall have the option of accruing compensatory time off (CTO) at the rate of one and one-half (1 1/2) hours of compensatory time off for each one (1) hour of overtime worked, unless the overtime hours are accrued as a result of an emergency situation. The City may offer voluntary scheduled overtime assignments on a payment-only basis before allowing members the option of accruing CTO. Members shall not accrue more than one hundred (100) hours of CTO. Members who exceed the maximum hourly amount of CTO shall receive pay in the pay period in which the overage occurs for all hours that exceed the maximum. Members may elect to receive pay for up to fifty percent (50%) of their CTO balance each June. The City will send out notices on or before May 1 of each year providing members with a form to exercise this option. Members who are interested in exercising this option under this section must return the completed form to the Finance Department on or before May 16. Payment shall be made in the pay period that contains June 1. CTO balances of less than five (5) hours shall not qualify for this cash-out provision. There shall be no carryover of CTO, and all CTO balances will be automatically cashed out in the last paycheck of the calendar year. Employees may elect to increase their deferred compensation contributions concurrent with the voluntary or mandatory cash out of CTO in a manner consistent with law and IRS Regulations. The City will notify members on or before May 1 and October 1 of the opportunity to increase their deferred compensation contributions. CTOs shall be scheduled between the member and the member's Department consistent with operational needs and FLSA requirements, recognizing that CTO shall not be approved if the result will interfere with minimum staffing levels, provided that requests to use CTO shall not be unreasonably denied.
