The Program Management Support clause outlines the responsibilities and services provided to oversee and coordinate the effective execution of a project or program. Program Management Support. TAP events and services exist to provide members of the Armed Forces with the highest quality services, training, and transition support possible. Staff members are expected to actively seek ways to improve all components of the TAP. The contractor shall:
5.2.1 Provide the current transition services for TAP customers in accordance with AR 600-81.
5.2.2 Establish and analyze program performance standards; current state; customer relations; satisfaction objectives; and prepare factual assessments to improve the program and identify shortcomings, underlying causes, and measures required to mitigate reoccurrence through questionnaires and other feedback. Identify and make recommendations for improvements program-wide to the Government, then implement Government approved changes. This analysis will be due to the COR annually by March 30.
5.2.3 Disseminate Government-accepted changes, updates, regulations, policies, guidance, and implementation instructions for transition services to all contractor support personnel not to exceed 48 hours.
5.2.4 Consolidate, analyze, query and report transition information to DGR.
5.2.5 Update TAP events on virtual and B&M master calendars weekly.
5.2.6 Process all incoming/outgoing mail and correspondence addressed to the TAP location within two business days of receipt. Processing of outgoing distribution(s) shall include preparing, packaging and delivery via the most economical means. Expedited delivery methods to meet time sensitive requirements shall be approved by the COR.
5.2.7 Maintain and update, on a weekly basis, the TAP Bulletin Board, organization Knowledge Management (e.g. SharePoint), websites and other virtual environment platforms (e.g., Facebook), in coordination with the DGR, utilize recent articles from industry magazines and trade associations. Post success stories of active or former TAP clients who transitioned from that center.
5.2.8 Maintain, archive and dispose of automated and paper files for the Government IAW Army Records Information Management System (ARIMS), AR 25 400-2. Examples of documentation include, but are not limited to: the Army’s electronic personnel system (e.g., eMILPO), Loss and Retention Rosters, DD Form 2648 (eForm), Data at Rest (DAR), and Army Partnership for Youth Success Program (PaYS) data.
5.2.9 Provide coordination, planning, administrative and scheduling support to the Government for all TAP events. Participate in meetings to include: the Installation Transition Services Cou...
Program Management Support. (1) The Parties recognise that the provision of program management support will be important in facilitating delivery of the FSP.
(2) The Parties shall consult to determine the specific scope, nature and any costs, on a fair and reasonable basis, for program management support to be provided by France in the following areas:
(a) monitoring contract performance (in terms of progress, risks, schedules and costs) of the FSP Contracts between Australia and the Contractors located in French territory;
(b) advising and supporting Australia in relation to FSP management matters, including, but not limited to:
(i) development, assessment and definition of technical requirements;
(ii) benchmarking performance of Contractors against equivalent industry performance as appropriate;
(iii) sharing experience on program management;
(iv) program risks assessment;
(v) establishment of an Engineering Authority within the Australian Department of Defence for the purposes of the FSP; and
(vi) other technical and expertise support;
(c) participating in progress meetings related to FSP Contracts;
(d) enquiring into, and assisting to resolve, any issues or concerns raised by Australia in relation to the performance of any FSP Contract;
(e) facilitating the discussions between Australia and Contractors in cases of technical or other performance problems in relation to FSP Contracts not resolved directly between Australia and the respective Contractor;
(f) providing any other program management support as mutually determined, in writing, by the Parties to reduce risk and enhance the effectiveness of the FSP; and
(g) any other support mutually determined in writing by the Parties.
(3) In accordance with paragraph 2 of this Article, and when requested by Australia, France shall provide such program management support to Australia.
(4) Any provision of support by France under this Article shall not affect Australia’s authority and responsibility for decision-making under FSP Contracts. In addition, any support provided by France in relation to the establishment of an Engineering Authority within the Australian Department of Defence for the purposes of the FSP, shall not affect Australia’s authority and responsibility for decision-making as the Engineering Authority.
Program Management Support. The contract(s) shall manage all contractor resources and supervise all contractor staff in the performance of work on this contract in alignment with Management Plan. The contractor shall ensure each team member has experience and skills according to the proposed LCAT and their roles on the Agile team (e.g. software developer, scrum master, etc.). The contractor shall provide a Management Plan which will be used by the Government to ensure the proposed labor categories and experience are delivered. In the Management Plan, the contractor shall address the transition process and timing as new Agile teams are funded and on-boarded. The contractor(s) shall provide a comprehensive Staffing Plan that clearly defines all resources required to perform the activities and fulfill the responsibilities to provide the full range of IT services required to plan, manage, architect, engineer, develop, configure, test, and sustain the mission system. The Staffing Plan should detail how to accomplish the following: provide well qualified personnel; creating a stable workforce environment to develop high-performing teams, minimize learning curves and retain corporate knowledge; develop a process and capability to quickly on-board/off-board and/or realign personnel in response to changing workloads or to respond to new or technically challenging assignments; maintain a 95% staffing level throughout the contract period of performance by maintaining a ready pool of cleared and qualified resources. The contractor(s) shall provide a resource-loaded Contractor Work Breakdown Structure (CWBS) outlining the proposed activities, resources and costs to complete the requirements in each TO. The CWBS shall align seamlessly into, and reflect the respective work outlined in the Government-provided Integrated Master Schedule (IMS). The contractor(s) shall coordinate with government to determine appropriate team size and composition as new requirements/projects are identified and approved. The contractor(s) shall conduct requirements management, including, working with customers and stakeholders, developing system domain knowledge, document requirements (e.g., mission, business, system, functional, performance, etc.), manage supporting documentation (e.g., ICDs), and manage requirements processes (e.g., submission, approval, etc.). The contractor(s) shall conduct system demos of system functionality each program increment.
Program Management Support. 4.1.1 The Contractor shall perform program planning and coordination support among supporting Government, Foreign Naval and commercial activities. This includes: technical review of documents; preparation of plans; preparation and coordination of program schedules and cost estimates; preparation and maintenance of automated data bases and program master plans; preparation and maintenance of program histories and progress; and preparation and coordination of draft Memorandums of Understanding or Agreement and other documentation required to support actions such as management of personnel who support the transition of advanced technology initiatives into in-service programs.
Program Management Support. Assistance with the development of RFPs, contracts, and contract negotiations Provide technical review support for projects and recommend potential optimization strategies Provide technical support for the Program’s Administrative Record Library, document control, budgeting and cost control systems. Support the Program’s risk management and strategic planning activities Provide technical support to the Engineering and Environmental technical teams Support technical team with coordination with local regulatory agencies and support permitting activities
Program Management Support. The Contractor shall provide complete program management support that shall fully integrate, manage, control, and document all phases of the PWS requirements. The Contractor shall provide all necessary personnel, administrative, financial, systems analysis, special operations, technical, and managerial resources necessary for the support of this contract. The Contractor's technical effort shall be under the direction of a Contractor PM. The Contractor PM shall provide the overall management of program, personnel, planning, quality control, direction, coordination, and reviews necessary to assure effective contract performance. It is the Contractor’s responsibility to provide and maintain a state-of-the-art trained workforce capable of providing the services specified herein.
(2) identify and resolve potential problems. The Contractor shall be prepared to discuss any issues requiring clarification and gather information necessary for the Project Management Plan (PMP), as discussed below.
Program Management Support. The contractor shall provide program management support for AIR 4.5.3 avionics systems programs. Such support may include: the generation of detailed planning schedules and work breakdown structures; the monitoring of progress versus expenditures of time and money; financial tracking; monitoring of deliverables for timeliness, adequacy, and quality; preparation of briefing materials (CDRL A012); and development of project management databases. The contractor shall perform analysis, definition, and planning studies. The contractor shall provide trade- off analysis and engineering approach analysis pertaining to the integration of new avionics system functions, mode and architecture or modifications as specified in Engineering Change Proposals. The contractor shall provide the following program management support services and deliverables:
(a) Project Control Support Services
Program Management Support. 3.1.1 The Contractor shall provide program management support under this contract as required to satisfy the requirements identified in this SOW. The Contractor shall identify, by name, a Program Manager (PM). The PM shall provide management direction and administration to the contractor personnel and contract tasks.
3.1.2 The Contractor shall prepare and deliver a monthly Progress, Status, and Management Report (CDRL A001) and a Funds and Man-Hour Expenditure Report (CDRL A002). The reports shall include the following:
a. N/A
b. Problems and corrective actions taken. The report shall also include issues or concerns and proposed resolutions to address them.
c. Personnel gains, losses, and status d. Government actions required.
Program Management Support. The contractor will interface with Navy Medicine stakeholders to identify and prioritize analytic use cases to balance support across areas that yield immediate return on investment (ROI) and long-term organizational efforts.
i. The contractor will integrate input from key stakeholders within Navy Medicine’s business architecture who require analytic support
ii. The contractor will manage project coordination of identified analytic initiatives.
Program Management Support. The Contractor shall provide: business process analysis, planning, financial management, information system maintenance and development, service order management, cost analysis, and developing requirements for, and ascertaining, the availability of assets within the task areas specified herein.
